STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail Captain Karen Humphrey, Medical Examiner Marty Shanklin, County Administrator John Krizek and Renee Carufel. Meeting called to order at 9:00 a.m. by Chairman Krueger. Motion to approve the agenda was made by Mehls/Gunderson, carried. Motion to approve the minutes of the August 26th Giese/Gunderson. Carried. Date of the next meeting is Oct. 8th 9:00 a.m. MEDICAL EXAMINER'S CERTIFICATION: No opinions have been received from the Attorney General's office as to whether the court had the authority to change the death certificate of Jane Neumann. Dr. McGee and Marty are reviewing the Neumann case. MEDICAL EXAMINER'S REPORT: There were three autopsies in August. Two were the airplane crash victims from New Richmond. They both died of thermo injuries. The third one was a 44 yr old male which was a heart related death. His heart was sent to a special heart clinic for testing. Marty explained the costs of his department for the month of August. Move to approve the bills of $6783.47 by Giese/Mehls. Carried. The revenues for the month of August were $210. Marty is training two new assistant Medical Examiners. BUDGET: Discussion was held on the presentation of the Clues budget. This will be a separate budget and not part of the Sheriff's Department budget. Committee feels that we owe the remaining municipalities in the County, that are not connected to Clues the chance to do so, which would mean increasing our computer capacity. BILLS & VOUCHERS: After review of the bills motion to approve $29,681 for the Jail and $12,306.24 for the Sheriff's Department was made by Dowd/Gunderson. Carried. Revenues for the month of August were $68,162.84. JAIL CAPTAIN'S REPORT: Humphrey reported that she sent out a letter of acceptance to Randy Lang stating that he was awarded the proposal contract to replace the panels in the Jail. She also sent thank -you letters to others for their bid. Corporation Counsel Greg Timmerman asked for a contract from Lang Associates, Inc of Wausau, WI. She also reported that the doors in the Jail are fixed. The average daily population for the month of August was 100 inmates. LEAVE OF ABSENCE: Motion to give Joanell Bibeau a two month leave of absence from the Jail by Dowd/Gunderson. Carried. CHIEF DEPUTY REPORT: Ihrke reported that a body of a male was found dead on railroad tracks in Somerset, believed to have been from Blaine, MN. It was reported that the two new investigators are working out well. There was talk of having drug investigators at schools. This should be up to each school. Ihrke also reported that the County will set up a course for certifying motorcycle patrol officers. John Krizek was called into the meeting to discuss the financing of the repair of the panels in Jail. He reported that Don Brown, Chairman of Finance Committee, would prefer not to levy any money for this. He would like to take this from the Polk/St. Croix drug fund or Jail assessment fund. The Committee agreed that this would not be possible as that is not for what these funds are designated. They will look at every source available. Consensus is that we want to be fair about this. Everyone concerned will work on a plan as to how different funds should help finance this. Krizek reported that Ralph Robole said he would work out more maintenance for the Jail. Humphrey reported that the Immigration contract is in their hands right now and they have sent this to Washington D.C., waiting for word from them. Brantner reported on mobile data equipment which is subsidized by the State and they are putting the back -bone of the system in place. The cost for these units range from $1700 to $6000 each to put these units in patrol cars. If the County ever decided to purchase these, it would be nice to tie into Clues. There are no plans right now to do so. There will be a working demonstration of the state mobile data computing system in Baldwin on Sept. 11 at 1:30 p.m. at the Baldwin Police Station. This system will allow agencies to have direct mobile access to the DOT, crime information bureau, national crime information center and send text messages from car to car. We might want to think of budgeting for this on the County level in case any municipality wants to use this system. DISTRICT ATTORNEY'S REPORT: Motion by Giese/Gunderson to approve the bills of $450.87. Carried. Motion to adjourn by Giese/Dowd at 10:55 Chuck Mehls, Secretary Renee Carufel, Recording Secretary
