Y PUBLIC SAFETY COMPUTER HARDWARE: The Finance Committee decided to purchase some personal computers for the Clues program. John Krizek was very supportive in this decision. The plan is to phase the municipalities into this program. The Committee instructed the Sheriff's department to accept used computer e is capable of handling all situations. CHILD SUPPORT REPORT: Holmes reported that the Child Support Department will receive $92,745 from incentives, PP Federally Funded Program and $fees for from the Of $428,050. Krueger reported that the Finance Committee approved $250,000 to install new panels in the PP d up to jail Th e plan is to finance one third of this contract from the Jail assessment fund for the next three years. Because we have offered to pay the engineering fees from the assessment fund, we have no balance this year. Bob Gunderson was excused at 10:40. BILLS AND VOUCHERS: Motion by Dowd/Gunderson to approve the Jail's bills of $32,176.13 and the Sheriff's Department bills of $12,182.82. Carried. The revenues for the month of September were $133,090.63. The average daily population for the month of September in the jail was 106. CHIEF DEPUTY'S REPORT: Discussion was held on buying gas directly from a refinery. Ihrke will check with the Highway Dept on getting gas at the most reasonable price. JAIL ASSESSMENT FUND: Humphrey reported that they have switched to liquid soap for the showers in the Jail which is a great cost savings because each inmate does not need a new bar of soap every day. The inmates found a way to disassemble the dispensers just to destroy them so we need soap dispensers that are tamper proof at a cost of $797. Motion by Giese/Dowd to replace soap dispensers in the cell blocks due to vandalism of the old soap dispensers for $797 from the Jail Assessment Fund. Carried. The State has informed us that we must provide them with social security numbers and other information for each inmate. Clues has a software program which would do this for $2917 that will be available in Feb of 98. No action was taken at this time. CLUES BILLING: Ihrke informed the committee that we should not pay for the software from Clues because we have not received these services yet. We have not been put on line for civil process yet. JAIL MAINTENANCE There is a question of who should maintain the floors in the Huber area. They have not been stripped and waxed since we moved into the Jail. The Jail inspector wrote this up on his report that the floors need attention. Huber inmates should do their own dorms and the halls should be done by the maintenance department. Motion by Giese/Dowd to have a policy to have inmates care for secured areas and maintenance to care for non secured areas. Carried. LEAVE OF ABSENCE REQUEST: Humphrey notified the committee that one employee needs brain surgery and this will affect the overtime budget. FOLLOW UP OF THE STATE MOBILE DATA DEMONSTRATION: In order for us to get laptop computers in our patrol cars, there needs to be more transmission towers. We will wait until the towers are in place before we consider these laptops. IMMIGRATION CONTRACT: The INS people reviewed the contract and made very few changes. Their policy has changed and they will be able to provide counties with up -front money to expand their facilities to accommodate INS inmates. INS would like to know if St. Croix County would be interested in expanding our facility for them if they paid all the expenses. They have expressed a sincere interest in working with St. Croix County. Finances and community acceptance are major issues in this situation. Discussion was held and no decision was made at this time. JAIL CAPTAIN'S REPORT: Humphrey reported that the State Jail inspector comments were: excellent administration, very few inmates complaints but we must clean floors and walls in the kitchen. There are not enough supervision positions at this time. The Union would not accept the supervision positions that were offered. DISTRICT ATTORNEY'S REPORT: After review, Giese/Dowd made the motion to -approve the vouchers of $387.43. Carried. MEDICAL EXAMINER'S REPORT: Motion by Giese/Krueger to approve the bills of $3514.81 for the month of September. Carried. Motion to adjourn by Dowd/Giese at 11:40 a.m. Carried.
