November 7, 1997
MEMBERS PRESENT: Herb Giese, Jack Dowd, Bob Gunderson and Chuck
Mehls. Bill Krueger was excused.
STAFF PRESENT: Chief Deputy Max Ihrke, Medical Examiner Marty
Shanklin, Patrol Captain Roland Thompson, Administrative
Coordinator John Krizek, Child Support Administrator Lynn Holmes
and Renee Carufel.
Meeting called to order at 9:00 a.m. by Vice -Chair Giese.
Motion to approve the agenda as published by Gunderson/Dowd.
Carried.
Date of next meeting Monday, Dec. 5, 1997 at 9:00 a.m.
Motion to approve the Oct. 8th and Oct 15th minutes by
Mehls/Gunderson. Carried.
MEDICAL EXAMINER'S REPORT: Shanklin reported on two suicides last
month. Discussion on when autopsies have to be held. Motion to
approve the bills of $4043.43 for the Medical Examiner by
Mehls/Gunderson. Carried. Giese asked Shanklin if he could bring
a report as to how much money is spent according to budget each
month. Shanklin said that would not be a problem.
CHILD SUPPORT REPORT: Holmes reported the estimated 1998 Child
Support Revenue to the St. Croix County General Fund is $428,000.
The County Board has approved approximately $346,000 for the
operation of the Child Support Department for 1998. The difference
of $82,000 will help pay for services, both direct and indirect,
that Child Support receives from the following Departments:
Administration, Clerk of Court, Corporation Counsel, County Clerk,
Finance, Maintenance, Personnel, the Sheriff and Treasurer.
The estimated amount of Child, Medical, Foster and Kinship Care
collections for St. Croix County in 1998 is $4.6 million.
According to a draft document produced by the Department of
Workforce Development and handed out at the annual Child Support
Training Conference held in Green Bay on Oct. 22, 23 and 24, this
County will receive a $25,000 performance award.
Ten years ago in Sept. 1987, by Resolution of the St. Croix Co.
Board, the Child Support Department was made an independent
department reporting directly to the Public Protection Committee.
Under the guidance and supervision of this committee our Child
Support Program has become one of the strongest in the State. Mehls
acknowledged the excellent performance of our Child Support Dept.
CHIEF DEPUTY'S REPORT: Chief Ihrke reported that we did receive
information on the drug grant which will be about $55,000. When
Dave Hake wrote the grant, he stressed the fact we should receive
more because of our proximity to the Twin Cities. As a result we
will be receiving about $20,000 more in grant money. We will be
getting about $50,000 from the sale of a ranch in California that
was involved in a drug deal and about $20,000 from a marijuana
growing operation in Baldwin. These funds will be going into the
Polk -St. Croix drug fund. The overtime on the drug cases should be
paid from this fund.
PATROL CAPTAIN'S REPORT: Captain Thompson reported the 10th
fatality of the year which was a young male whos' vehicle struck a
tree and he was killed. During the month of October, we have had
other serious accidents. There are many deer car accidents being
reported at this time of year.
He also reported we have not received our sped wave grant as of
yet. We received our first COPS grant of $35,000 which is to be
used to pay the cost of the new patrol officers. A procedure has
been set up to direct deposit any future COPS grant payments with
the Finance Department.
Thompson reported that the problem of entering Hwy 12 from UU will
be improved as stop lights will be installed by the Fulton truck
stop when the highway department begins, construction of Hwy 35
towards River Falls.
DISTRICT ATTORNEY'S REPORT: Victim Witness Coordinator Ann
Gustafson reported on a grant she wrote for $5000. This would cover
the expenses of sending four people to a conference on Jan 27th in
San Diego to receive training on domestic violence and child abuse.
This would include one person from the District Attorney's, Victim
Witness, Health Services and Law Enforcement offices. These people
would come back and train others in their respective departments.
Motion by Gunderson\Mehls to support the recent grant application
to National Network of Children's Advocacy Center to cover all the
expenses involved in attending this training session on responding
to Child Maltreatment contingent on full federal funding. Carried.
BILLS & VOUCHERS Motion by Mehls\Gunderson to approve the bills of
$45,651.05 for the Jail and $13,246.36 for the Sheriff's
department. Carried. Revenues for the month of Oct. were
$57,021.12. The average daily population for the Jail in Oct. was
110. Motion by Mehls\Gunderson to approve the bills . Carried.
IMMIGRATION CONTRACT: Ihrke reported that Jail Captain Humphrey
has requested INS send a letter requesting their interest in
reserving more space at our Jail. Until we receive this, no
definite commitment will be made. The contract is still in
Washington, D.C. and we see no reason why it will not be signed and
returned shortly.
UPDATE OF JAIL PANEL CONTRACT: A letter from Corporation Counsel
Greg Timmerman to Lang and Associates was read recommending that
one item be deleted from the contract. Lang has no problems with
our amending the contract. Reference checks were made on Lang and
all the reports came back excellent. Motion by Gunderson\Dowd to
authorize Max Ihrke to consult with Corporation Counsel to expedite
this contract with Lang and Assoc. as soon as possible. Carried.
ANNUAL INSPECTION REPORT BY THE DEPT. OF CORRECTIONS: The
following items were a result of the inspection: 1. Concern over
the low supervisor staffing. The Sheriff's Dept. could not get
Union support for these positions. 2. Cleaning in kitchen and
trays. Notified Best as to what is needed to correct the problems.
County is responsible for all building cleaning such as vents and
walls in the kitchen. We are waiting for maintenance to comply
with this problem. The Committee asked that Captain Humphrey
report back to this committee about the cleaning of the kitchen.
The floors in Huber dormitories are stripped and waxed by the
inmates but Maintenance has to clean the halls which have not been
done to date. The Committee asked that Humphrey ask that
Maintenance report to the next meeting. 3. Schedule fire
inspection within 30 days. This was already done by the Hudson
Fire infector_._ 4_._ Complaints on amount of food from the inmates.
It was reported that they receive at least 2900 calories per day
from good food rather than junk foods which is the only food some
inmates are used to eating.
GOVERNMENT CENTER BUILDING SECURITY: Krizek came before the board
to report on the court room security committee meeting that was
held this a.m. The concerns of this meeting were: 1. Security
officer designated for second floor only. 2. Change in his hours
so that they cover court sessions. 3. Coverage during his lunch
hour. 4. Want panic buttons in hearing rooms and clerk of court
office. 5. Clarify 911 security, which means any department call
911 if there is imminent threat of danger. 6. Want lunch rooms for
employees only. 7. Jailers said there was not time to watch cameras
at all times in the outside parking lot. 8. Want no access to rear
halls to Judges' rooms. Could not bar people from the back
hallways for fire purposes.
The Committee went over these other security problems- armored car
service, public address system, duress alarms, first aid
equipment\training, closed circuit TV monitoring of lower parking
area, remodeling of hearing rooms, cashier counter protection,
intrusion alarms, parking lot and perimeter lighting, secure
interior doors\locks to at -risk areas, records storage areas
sprinkler\halon protected, computer policy, card\key\intercom
access to secure corridor, alarm bars on locked fire exit doors,
metal detectors, signage, door locking mechanisms, public records
viewing area, public waiting, single public entrance\exit, signage
indicating alarms systems, evidence storage room constructed of
secure materials with a safe, individually controlled thermostats
in courtrooms, closed circuit TV for court rooms, counter
separation, public and staff toilets should be separate, barrier
between courtroom spectator and well areas, dining areas for court
staff and jurors should be separate from the public dining areas.
