STAFF PRESENT: Chief Deputy Max Ihrke, Jail Captain Karen Humphrey, Medical Examiner Marty Shanklin, Facilities Manager Ralph Robole, Child Support Administrator Lynn Holmes, Communications Director Bruce Brantner, Civil Process Deputy Tom Belongia and Renee Carufel . Meeting called to order at 9:00 a.m. by Bill Krueger. Motion to adopt the agenda as published by Giese/Mehls. Carried. Date of next meeting Dec 12th and Jan. 8th at 9:00 a.m. JAIL CAPTAIN'S REPORT: Humphrey explained on the State Supreme Court ruling that allows jails to reject detainees. Discussion was held. No further action was taken at this time. MEDICAL EXAMINER'S REPORT: Shanklin presented the bills of $1721.68. Motion by Dowd/Gunderson for approval. Carried. BILLS & VOUCHERS The bills for the Jail were $29,266.18 and Sheriff's department were $9953.14. Motion by Mehls/Giese to approve these expenditures. Carried. Revenues for the month of November were $237,202.09. Average daily population for the month was 96. DISTRICT ATTORNEY'S REPORT: Motion by Giese/Gunderson to approve bills of $977.43 for the District Attorney's office and Victim\Witness specialist. Carried. BACK UP PARTS FOR THE JAIL: Robole reported that it is not efficient to have a lot of spare parts on hand. We have increased our inventory but also emphasized that if we have a real emergency we are close enough to the Twin Cities so that parts can be obtained within a couple of hours. JAIL PANELING REPORT: The contract from Lang was misplaced so they sent a second one that is being signed and returned to them. They will begin as soon as they receive this contract. The Committee was very concerned about this delay. FOLLOW UP OF ANNUAL JAIL INSPECTION REPORT: Humphrey reported that boxes have been moved and other things corrected for the Jail inspection. The supervision problem is still being worked on. SHERIFF'S REPORT: Ihrke informed the committee that he is retiring effective Jan. 31st. Chairman Krueger commended him on all his years of service to the County. Discussion was held on the possibility of reorganization of the Sheriff's department. Giese suggested having closed session with the Sheriff to discuss replacing this position at the next meeting. EXPENDITURE FROM THE POLK\ST CROIX DRUG FUND: Ihrke requested three Primary Breath Testing Instruments from AICO Sensors that cost $324.50 for a total of $973.50. Motion by Gunderson\Dowd to spend up to $1,000 from the Polk\St.Croix Drug Fund for this purchase. Carried. He also requested the need for a new body wire tap system. The costs are as follows: brief case receiver $4990., a one watt body wire $2105, a synthesized transmitter $1950, a standard transcriber and tapes $257 for a total of $9307. They will allow a $250 discount which would make the cost $9052. Motion by Mehls\Giese to approve spending up to $10,000 from the Polk\St. Croix Drug Fund for these items. Carried. SQUAD CAR PURCHASES: Capitol Ford from Madison received the State contract for new squad cars. We can purchase Crown Victorias for $19,631.00 each. Motion by Dowd/Gunderson to approve spending $98,155.00 for the delivery of 5 new squad cars. Carried. Ralph Robole reported on the items that he will be taking to Finance concerning Courtroom security. Ralph reported that he met with Judge Lundell and Needham explaining these devices that will promote Courtroom security. Committee will Support the purchase of these items. Motion to support spending $10,458.00 by Dowd/Mehls. Carried. PUBLIC SAFETY COMPUTER PROGRAM: Belongia informed the committee that Clues in Madison has had an upgrade for us setting on their shelf for the last 18 months. Clues will not support our system as of 1/1/98 unless we install this upgrade. When we do install this, all terminals will become useless. With the $27,000 that was approved in the budget an additional money may be needed for equipment replacement. We are still in the assessment stage on what is needed. It is with a consensus that this committee support the Computer Services Department in the most advantageous methods and means to upgrade the St. Croix County Sheriff's Department with the needed hardware to affect the required software installation. CHILD SUPPORT REPORT: Motion by Dowd\Gunderson to approve the signing of the 1998 State\County Child Support contract. Carried. The Child Support Contract will be given to the St. Croix County Clerk to obtain the appropriate signature. Motion by Gunderson\Mehls to adjourn at 11:15 a.m. Chuck Mehls, Secretary Renee Carufel, Recording Secretary
