MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of January 7, 1997
The meeting was called to order by Chairman, Sinclear at 8:15 A.M.
Roll call was taken with Jacobson, Menter, King, and Sinclear in
attendance, with Grant arriving at 8:20 A.M.
A motion was made by King, seconded by Menter, to adopt the agenda as
published. Motion carried.
The next meeting was previously set for February 6, 1996 at 8:00 A.M.
with Menter and Sinclear reviewing vendors at 7:00 A.M.
A motion was made by Jacobson, seconded by King, to approve the minutes
of the December 19, 1996 meeting. Motion carried.
Seminar Attendance Requests: Fedderly reviewed the January 15, 1997
forum sponsored by the Wisconsin Counties Association "Turning Point
2000" and the Winter Highway Conference arrangements for January 21-23.
Review Fund Balances: Ramberg reviewed the December 15, 1996 fund
balances.
Announcements & Correspondence: Fedderly handed out and reviewed copies
of the December TDA newsletter; the December Wisconsin Counties magazine;
and the final transportation aid figures for 1997.
Due to increased costs of utility permitting, Fedderly reviewed a
suggested utility permit fees structure and a draft letter explaining the
fees for area utility companies. A motion was made by Grant, seconded
by Jacobson, to approve the utility permit fee structure as proposed.
Motion carried.
Fedderly noted two meeting cancellations. The January 8, 1997 STH 35/64
Corridor Project meeting at the Town of Somerset cancelled by WisDOT; and
the CTH "TT" meeting with the Village of Hammond cancelled by the Village
of Hammond.
WisDOT's plans are ready to let the two USH 12 projects from the CTH "U"
to Village of Hammond and from the Village of Hammond to Woodville. Ed
Kraemer and Sons, Inc. has requested to utilize limerock in the Spooner
quarry on the two USH 12 projects. A motion was made by Menter, seconded
by King, to inform Ed Kraemer and Sons, Inc. that we are not interested
in utilizing any of the limerock out of the Spooner quarry for these
types of projects at this time. Motion carried.
The new CTH "G" will be used as a detour in 1997 during construction of
STH 170 through Glenwood City.
Fedderly noted that the state weigh scale injury claim has been dismissed
and the broken irrigation hose small claims claim has been settled.
Harer and Krizan presented the results of their investigation on the
Ralph Olson property for gravel supplies, with maps and logs of holes
dug. Fedderly noted that Paul Casey will be negotiating with Mathy on
possible uses of his land for gravel. King noted that Dan Casey has
expressed
interest in utilizing some of his property just west of the Ralph Olson
property as a gravel resource also. Fedderly will talk with the parties
involved for prices ranges.

Patrol Superintendent Update of Activities: Harer reviewed the current
winter season salt usage, saltsand usage, snowfence, and summary of state
storm reports with comparisons to the average and the last seven years.
He also noted that township winter maintenance costs are up significantly
this year.
Review Truck Proposals: Fedderly, Schofield, and Harer reviewed the
tandem axle truck proposals received, noting those that did not meet
specifications, engine size, set -back front axles, weights, resale
values, the extra cost of factory air conditioning, delivery dates, as
well as several other specifics of each proposal. A motion was made by
King, seconded by Menter, to purchase two Mack DM-690S trucks from Twin
City Mack for a total price of $114,516.00 without air conditioning,
provided a delivery date before May 16, 1997. Motion carried.
Schofield handed out preliminary figures on the single axle truck
proposals noting that they will be compared to the specifications and
more specific information will be presented at the next meeting.
Review of Year-end Closing Process and Status: Ramberg reviewed the
year-end closing steps that will be performed over the next few weeks.
A flowchart outlined the steps involved. The year end financial report
of operations becomes a very useful tool for state requested reports, the
auditors review, and the Highway Department staff's future reference.
1996 Program Review: Fedderly reviewed the final county highway overlay
costs and comparing them to the estimated costs. With costs very close
to estimated, any cost variations were the result of a change in the
scope of the project.
Machinery Management Update and Status: Fedderly and Schofield reviewed
where the machinery fund is at, what transactions have been accomplished,
and the 1997 machinery items to be addressed.
Review Hudson Shop Sale Status: Fedderly noted that Donald Trent of
China Wind, Inc. has signed the December rental agreement and the
condition of award agreement. The December rent has to be paid yet, and
arrangements need to be made for the exchange before the January 10, 1997
deadline yet. A motion was made by Sinclear, seconded by Jacobson, to
consult with Corporate Council and possibly the Sheriff's Department if
the January 10, 1997 deadline is not met. Motion carried.
Update Winter Maintenance Fund Status: Fedderly projected the year-end
winter maintenance costs to be the highest they have ever been at about
$100,000.00 to $120,000.00 over budget. He noted the history of winter
maintenance costs with comparisons from 1991 - 1996. Adjustments have
been made in other areas of the operation to cover the projected
shortfall in winter maintenance funds.
Review Stillwater Bridge Resolution: Fedderly reviewed the joint
Transportation Committee and Administration Committee Stillwater Bridge
resolution in light of the new controversy and developments surrounding
the Stillwater Bridge. A motion was made by King, seconded by Menter, to
present the joint resolution supporting the construction of the
Stillwater Bridge to the full county board, urging all parties involved
to move forward based on the urgent need from a transportation
perspective of the bridge without any further delays. Motion carried.

A motion was made by Sinclear, seconded by Grant, to generate another
resolution requesting a joint meeting with Governor Thompson, the
appropriate federal agency representatives, and the appropriate St. Croix
County officials to resolve the Stillwater Bridge construction delays.
Motion carried.
Adjournment: A motion was made by Menter, seconded by King, to adjourn
at 12:04 P.M. Motion carried.
