MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of February 6, 1997
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Grant, Jacobson, Menter, King, and Sinclear in
attendance, with County Board Vice -Chairman, Dorsey also present.
A motion was made by Grant, seconded by King, to adopt the agenda as
published. Motion carried.
A motion was made by King, seconded by Menter, to schedule the next
meetings for February 18, 1997 at 9:00 A.M.; March 6, 1997 at 8:00 A.M.
with Grant and Sinclear reviewing vendors at 7:00 A.M.; and March 261
1997 at 8:00 A.M. Motion carried.
A motion was made by Jacobson, seconded by Menter, to approve the minutes
of the January 7, 1997 meeting. Motion carried.
Approve Vouchers for Payment• Sinclear and Menter reviewed the vendors
at 7:00 A.M. A motion was made by Sinclear, seconded by Menter, to
approve the vouchers for payment. Motion carried.
Seminar Attendance Requests• Fedderly reviewed an April 9, 1997
supervision seminar in Eau Claire for $99.00 per person. A motion was
made by King, seconded by Grant, to authorize two Highway Department
personnel to attend the "How to Supervise People" seminar in Eau Claire
for $99.00 each. Motion carried.
Announcements & Correspondence• Fedderly handed out and reviewed copies
of a dozer trade proposal received by Fabco Equipment. February or March
Equipment demonstrations were discussed.
The 35/64 car lot sign lighting problem has been addressed. The utility
permit fee structure letters have been sent and some utility companies
have expressed concerns.
Review Office Space• County Board Vice -Chairman, Tom Dorsey; and Dick
Gade of the federal Farm Service Administration office in Baldwin
discussed the office space needs with the Committee. Fedderly reviewed
that rental building proposals were received for both federal and county
needs in the Baldwin area. The federal agencies are: the Natural
Resource Conservation Services (aka SCS), the Rural Housing Services (aka
FHA), and the Consolidated Farm Service Agency (aka ASCS). The county
agencies are the Land Conservation Department and the Ag. Extension
Department.
The low rental space proposal has been awarded by the federal agencies
with a five year lease and an option for another five years after that.
In addition, space needs of the county were included contingent upon the
county's approval. Some of the concerns with the building rental
proposal is: keeping the units of government together and the financial
questions arising from the increased rental cost for the county. Under
the proposed rental agreement, the county rent will raise from about
$16,000.00 a year to over $70,000.00 per year. Should the county
investigate building purchase alternatives to utilize the $70,000.00 per
year more effectively? And if so, is it feasible to rebuild at the
present Hammond Highway Department site where the rent will be a county
asset, similar services would be in one location, building operations
(heat, light, etc.) could be consolidated, the Highway Department's space
needs could be addressed at the same time, and the long range land
records facilities would all be in a central location?

Fedderly reviewed a few of the Highway Department' s office needs that
will be addressed in the future; and that these questions and several
others regarding parking, traffic flow, public accessibility, etc. would
have to be investigated as well through a facilities plan. Do.we want to
consider it? Would the developer move the construction site to Hammond?
Should we do a facilities analysis for all agencies at the Hammond
location?
Dick Gade noted that he was present to provide information and reviewed
the federal mandate on no new construction, the parking problems with the
present location, and the problems with the present facilities
(electrically and space wise). The bid has been awarded and there is a
federal moratorium on pursuing new buildings due to the federal cut
backs. If the county does not accept this bid, the federal agencies may
not be allowed to consider any other ones; or may have to only accept the
federal portion of the present bid.
Dorsey and Gade noted a vulnerable feeling that we may lose the federal
offices to another county if we do not move on this proposal.
A motion was made by King, seconded by Menter, for the Transportation
Committee not to get involved in the building rental proposal or in
providing space for the federal and county agencies discussed at this
time. Motion carried.
Review Old Hudson Shop Sale Status: Don Trent of China Wind met with the
Committee. Fedderly reviewed the events leading up to today. After many
phone calls, the January 10, 1997 old Hudson shop sale deadline has been
extended to February 15, 1997 with $1,000.00 per month rent paid through
February 15, 1997.
Trent reviewed the background of his problems and concerns with the
financial entity and businessmen he has been working with. He has been
working with two other financial institutions and is ready to close on
the old Hudson shop property by February 15, 1997.
The Committee discussed the conditions for moving from the facility, the
time -frames involved, and the proposals received. A motion was made by
Jacobson, seconded by Menter, to extend the rental period to April 15,
1997 at $2,000.00 per month rent payable with a letter of commitment from
China Wind by February 12, 1997 if the February 15, 1997 deadline cannot
be met by China Wind. Motion carried with King voting no.
Review Gravel Pit Alternatives: Ralph and Marguerite Olson (owners of the
present Olson gravel pit leased by St. Croix County Highway Department)
and Daniel Casey (adjacent land owner) discussed the land prices and
options regarding the Highway Department possibly purchasing their land
for gravel pit locations. Mr. Olson indicated that he felt his property
is worth $4,000.00 an acre and Mr. Casey indicated that he would be
asking for a very similar amount per acre. The group discussed resources
already taken from the Olson property, building sites, possible purchase
options, and set -back restrictions. The Olson property is approximately
115 acres without the buildings, and the Casey property is 118.15 acres.
The Highway Department will investigate gravel resources available on
both properties and calculate a counter offer.

reviewed an analysis of the single axle truck proposals received. A
motion was made by Menter, seconded by King, to accept the low proposals
from Northwest International of Wausau, WI for three International 2574
single axle trucks with differential locks for a total price of
$142,921.14. Motion carried.
Update Stillwater Bridge Joint Resolution Status: Fedderly reviewed a
request by the City of Oak Park Heights for St. Croix County to join in
a mediation process they are initiating regarding the Stillwater Bridge
Construction. Because a mediation could result in moving the location of
the bridge and further delays, Fedderly recommended that the county not
join in the mediation process and to request WisDOT to request from the
federal government their suggested course of action.
Review and Approve CTH "I" Right-of-way Purchase Status Fedderly
reviewed the status of the right-of-way purchases that Timbers-Selissen
are currently working on with the CTH "I" construction project. Because
of the difficulty in negotiating all of the right-of-way, it looks like
we will not be able to get the whole project clear by February 21, 1997
deadline. A motion was made by Jacobson, seconded by King, to approve of
purchasing the right-of-way parcels cleared to date. Motion carried.
A motion was made by Sinclear, seconded by King, to authorize Fedderly to
start the condemnation process on the right-of-way parcels remaining on
the CTH "I" project in anticipation of 1998 construction at the
recommendation of Timbers-Selissen and Fedderly. Motion carried.
Review and Approve CTH "K" Right-of-way Purchase Proposal Fedderly
reviewed the New Richmond Golf Course's offer to purchase the abandoned
right-of-way along CTH "K" that is adjacent to the golf course property.
A motion was made by Grant, seconded by Jacobson, to approve the sale of
the CTH "K" right-of-way as presented to the New Richmond Golf Course for
a total of $2,000.00. Motion carried.
Review Maintenance Truck Component Specifications: Fedderly and
Schofield reviewed the specifications drawn -up for truck plows, wings,
and boxes. A motion was made by Menter, seconded by King, to accept the
truck component specifications as presented and request proposals.
Motion carried.
Review Engineering Workload and Approval of Consultant Selections
Fedderly reviewed the concept definition reports for CTH "UU"
reconstruction project and the 97-T-1/South and the 97-T-1/North
reconditioning project. The locations, existing conditions, and proposed
improvements were discussed. With the recent resignation of Ryan Dahlke
(Survey Technician) and the town, county, and other departmental
engineering needs increasing, Fedderly recommended the Highway Department
use consultants on the above three projects. A motion was made by King,
seconded by Grant, to let out the three projects as presented to
consultants. Motion carried.
First Review of 1996 Financial Report of Operations: Fedderly and
Ramberg reviewed the December 31, 1996 fund balances and the January 31,
1997 fund balances. Fedderly handed out and reviewed briefly the Highway
Department's 1996 financial report of operations booklet. The reports
will be reviewed in more detail at the next meeting.
