CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of April 9, 1997 The meeting was called to order by Chairman, Sinclear at 8:00 A.M. Roll call was taken with Grant, Menter, King, and Sinclear in attendance, with Jacobson excused. A motion was made by Menter, seconded by King, to adopt the agenda as published. Motion carried. A motion was made by Sinclear, seconded by King, to schedule the next meeting for May 8, 1997 at 8:00 A.M. with Jacobson and Sinclear reviewing vendors at 7:00 A.M. Motion carried. A motion was made by Menter, seconded by Grant, to approve the minutes of the March 6, 1997 meeting as mailed to the members. Motion carried. Review Fund Balances: Ramberg reviewed the current fund balances. Sinclear and King reviewed the vendors at 7:00 A.M. A motion was made by Sinclear, seconded by King, to approve the vouchers for payment. Motion carried. Seminar Attendance Requests: Fedderly noted that the Spring District 6 Commissioners and Committeemen meeting will be in Durand on May 2, 1997 and the Summer Highway Conference will be in LaCrosse on June 9-11, 1997. Fedderly reviewed the 11th Annual Transportation Weather Workshop for the Patrol Superintendent in St. Louis, MO; the costs of which would be reimbursed by WisDOT. A motion was made by Grant, seconded by King, to authorize Harer to attend the September 1997 weather workshop in St. Louis. Motion carried. Announcements & Correspondence: Fedderly handed out copies of the April 18, 1997 Fabco Eau Claire open house invitation; the WisDOT news release regarding the Governor's approval for the replacement of three bridges in Erin Prairie, Fedderly also noting St. Croix County Highway Department is contracted with WisDOT to provide construction inspection and engineering; the WisDOT news release regarding improvements to STH 170 in Downing; the WisDOT contract award to Dresel Construction for improvements to the STH 128 and USH 12 intersection area for $308,997.51 with a total contract bond liability of $617,995.02; an ACA Engineering 97-T-1/South project letter, and a Wisconsin Gas utility permit letter concerning fees. Fedderly reviewed a release of mineral rights letter on abandoned right- of-way of CTH "BB"; and the current status on the CTH "I" project right- of-way purchasing. Review Gravel Pit Options: Ralph Olson met with the Committee and discussed his position on the value of his gravel pit and surrounding land. Olson is not interested in the Transportation Committee's counter offer of $215,500.00 for the nominal 115 acres of his property. The Committee is in the process of considering Ralph Olson's March 12, 1997 letter requesting a raise in royalty rate to $0.75 per yard. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES April 9, 1997 Page 2 Review Hudson Shop Sale Status: Fedderly reviewed the NSF status of China Wind's last rental check and the April 15, 1997 deadline for the entire sale price of $154,000.00 for the Hudson shop. A motion was made by Menter, seconded by King to give the absolute deadline for China Wind to vacate the Hudson shop property as April 30, 1997 if the full $154,000.00 is not paid by the April 15, 1997 deadline. Motion carried. Review Stillwater Bridge Status: Fedderly reviewed the slow progress with the Stillwater bridge issue and Menter shared a St. Paul Pioneer Press article regarding the Stillwater bridge mediation dispute. Receive 1997 Construction Season Oil Proposals: Fedderly, Harer, and Schofield reviewed the proposals received for the 1997 construction season road oil. A motion was made by Menter, seconded by Sinclear, to authorize Harer to purchase road oils as needed until the May 8, 1997 meeting, at which time a final motion will be made by the Committee. Motion carried. Review 1996 Signing Report: Fedderly and Harer reviewed the 1996 signing report. The 1996 sign count is 10,488, up 84 from 1995. The 1996 county sign vandalism was $25,691.77. 335 faded signs were replaced, with new federal regulations in reflectivity possibly increasing this figure in the future. New sign installations included 39 wood posts, 26 steel posts and 66 signs. Local government sign activity and adopt -a -highway activity was also reviewed. Machinery Management Update: Fedderly reviewed how far down the list of prioritized units we have come and will have more details and costs for the next meeting. Review Dozer Proposals: Fedderly, Harer, and Schofield reviewed the dozer proposals received as well as the operator' s opinions of the field tested units. A motion was made by Menter, seconded by King, to accept the low proposal from Miller -Bradford and Risberg of Eau Claire for one 1997 Case 1150G with no trade and no cab for a total price of $99,747.00. Motion carried. Review Roller Proposals: Fedderly, Harer, and Schofield reviewed the rubber tire roller proposals received. A motion was made by King, seconded by Sinclear, to accept the low proposal from Hayden Murphy Equipment Company of Minneapolis, MN for one 1997 Dynapac CP-132 roller for a total price of $42.930.00. Motion carried. Review Culvert and Guardrail Proposals for 1997 Construction Season:_ Fedderly, Harer, and Schofield reviewed the culvert proposals received. A motion was made by King, seconded by Sinclear, to purchase culvert from any of the vendors proposing at the discretion of the Highway Department as needed, depending on prices and delivery throughout the year. Motion carried. Fedderly, Harer, and Schofield reviewed the guardrail proposals received. A motion was made by Menter, seconded by King, to accept the guardrail proposal from Wheeler Consolidated of Shakopee, MN with the various prices indicated on their proposal. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 April 9, 1997 Review Crushing and Stockpiling Proposals: Fedderly and Harer reviewed the crushing and stockpiling proposals received. A motion was made by King, seconded by Menter, to accept the low proposal from The Kraemer Company of Plain, WI for a price of $1.57 per ton at the Spooner Quarry. Motion carried. Review Milling and Crushing Proposals for 1997 Construction Season• Fedderly and Harer reviewed the milling and crushing proposals received. A motion was made by Grant, seconded by King, to award the milling and crushing proposal to Mathy Construction of Onalaska, WI for $3,667.00 per mile mill and crush; $0.07 per sq. ft. urban milling; $0.10 per sq. ft. with the 6' machine; and $2,250.00 per mile using the reclaimer. Motion carried. Review TDA Meeting and Budget Proposal: Fedderly reviewed the Transportation Development Association's position on the state budget proposal as presented at the last TDA meeting. The proposed raise in gas tax and registration fees is basically supported by taxpayers for roads. Fedderly also reviewed that the gas tax formula for inflation, the consumption factor in the indexing formula is outdated and needs to be changed.
