MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of May 8, 1997
e meeting was called o order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Grant, Jacobson, Menter, King, and Sinclear in
attendance.
A motion was made by Grant, seconded by King, to adopt the agenda as
published. Motion carried.
A motion was made by Grant, seconded by King, to schedule the next
meeting for June 5, 1997 at 8:00 A.M. with Menter and Sinclear reviewing
vendors at 7:00 A.M. Motion carried.
A motion was made by King, seconded by Menter, to approve the minutes of
the April 9, 1997 meeting as mailed to the members. Motion carried.
Approve Vouchers: Sinclear and Jacobson reviewed the vendors at 7:00
A.M. A motion was made by Sinclear, seconded by Jacobson, to approve the
vouchers for payment. Motion carried.
Seminar Attendance Requests: Fedderly reviewed the agenda for the June
10-12 Summer Highway Conference in La Crosse.
Review Old Hudson Shop Sale Status: Donald Trent of China Wind, USA and
Paul Kraemer of D.P. Ministorage reviewed the status of the old Hudson
shop site sale. Fedderly reviewed the events and correspondences
regarding the site since the last Committee meeting. Rent has been paid
through April 15, 1997.
Trent (the high proposer) showed that his title insurance is in place and
reviewed his difficulty obtaining a loan on the property due to an
"Environmental Impact Study" required to proceed.
Kraemer (the second high proposer) expressed his disappointment in the
length of time it is taking to close on this property and noted the need
for a decision so he and his company can make decisions to proceed with
business.
A motion was made by Jacobson, seconded by King, to recess at 8:40 A.M.
for Trent and Fedderly to contact the lender for a clarification on the
loan status and requirements. Motion carried.
A motion was made by King, seconded by Grant, to reconvene at 9:02 A.M.
Motion carried. Jacobson was excused at 9:03 A.M.
Fedderly reviewed his discussions with the lender. The "clear site
status" that the Highway Department has obtained from the DNR will
suffice to proceed with the loans on the property. An appraisal of the
property must be made by the bank also.
A motion was made by King, seconded by Menter, to draw up an amended
"Conditions of Award" stipulating that a $3,000.00 money order for rent
through May 31, 1997 must be paid within 24 hours; and a letter of
commitment must be received from the lending institution as -soon -as -
possible after the appraisal is done; and a certified bank draft of the
full proposal amount of $150,000.00 must be received by May 30, 1997 or
any agreements with China Wind, USA will be terminated and papers will be
served for eviction, at that time. Motion carried. The agreement was
drawn up and signed by the Transportation Committee members present,
Daniel J. Fedderly, P.E. and Donald S. Trent.

Announcements & Correspondence: Fedderly reviewed copies of an April
1997 "Better Roads" article regarding new road marking standards that may
be coming and a resolution on changing the language in the standards; the
Highway Department's cost analysis worksheet used in determining material
prices; and a CTH "I" roadside trash complaint.
Fedderly reviewed the progress on the 96-N-1 Kinnickinnic bridge project;
and the USH 12/128 pre -construction meeting Harer attended today, where
the .project start date was delayed until late July 1997.
Schofield highlighted the flagger training course attended and noted that
Steve Luepke and Schofield will be certified trainers after they send in
their first training session on video tape.
Fedderly handed out copies of the TDA April 1997 Executive. Summary; the
April 1997 TDA newsletter; the Spring 1997 Crossroads newsletter; the
June 1997 Camp Courage wagon train route; the Town of Hudson June 14 &
21, 1997 tire and appliance roundup at the Hudson shop; the Ayres
Associates Ag. Building project memo from John Krizek; and a June 18,
1997 Tom McCarthy, WisDOT District 6 Director, retirement event in Eau
Claire.
Fedderly reviewed a CTH "A" resident speed reduction request. A motion
was made by Sinclear, seconded by King, to pass on the speed reduction
request and speeding concern on CTH "A" to the Traffic Safety Committee.
Motion carried.
Award 1997 Construction Season oil Proposals: Fedderly reviewed the road
oil prices received for the 1997 construction season at the last meeting.
Ashland oil has not been able to supply us with any material yet, but
Koch oil has. A motion was made by Menter, seconded by King, to award
the oil proposals to the low proposer, Ashland Petroleum Company of St.
Paul Park at $.6711/gallon for CRS applied, $.5800/gallon for CRS picked -
up, $136.11/ton for AC, $.8211/gallon for SC, and $.5800/gallon for HFE;
and Koch Materials Company of Stevens Point, WI at $.7078/gallon for CRS
applied, $136.96/ton for AC, and $.8298/gallon for SC; throughout the
year, pending each supplier's ability to supply the product and the
product is delivered on a timely basis. Motion carried.
Machinery Management Update: Fedderly and Schofield reviewed the 1997
equipment status, noting the possible delay in time -line on the tandem
axle trucks delivery and the year-to-date activity.
Fedderly noted that Mel Simonson of Emerald donated a gas engine water
pump to the Highway Department and a thank you will be sent shortly.
Review 4 X 10 Work Schedule: Fedderly handed out and reviewed the
proposed 4 X 10 Highway Department summer work schedule, noting the Union
has voted to approve. A motion was made by King, seconded by Grant, to
approve the work schedule as presented. Motion carried.
Review and Approve Service and Supply Contract with WisDOT: Fedderly
reviewed the WisDOT proposed service and supply contract with St. Croix
County Highway Department to provide traffic control work for a minor
state project that is outside the normal general maintenance work done by
the Highway Department. A motion was made by Menter, seconded by Grant,
to approve the service and supply contract. Motion carried.

The group discussed the prices received and the hauling costs involved tc
various locations in St. Croix County. A motion was made by King,
seconded by Menter, to approve the 1997 blacktop prices as quoted.
Motion carried.
Review and Approve WisDOT Budget Resolution• Fedderly reviewed the
proposed resolution supporting the Wisconsin County Highway Association's
(WCHA) position on the WisDOT budget resolution. The WCHA position
includes a three cent increase in gas tax, a ten dollar increase in the
vehicle registration fees, and a change in the gas tax indexing formula.
The group discussed the various modes of transportation also mentioned in
the resolution and the state-wide support needed for it's passage. A
motion was made by Menter, seconded by King to support and sign the
WisDOT budget resolution as presented and forward to the full County
Board. Motion carried.
Review Fund Balances: Ramberg reviewed the current fund balances.
Review 1996 Reports of Financial Operations• Ramberg reviewed the 1996
"Reports of Financial Operations", giving the "bottom line" for the
various aspects of the financial reports.
Fedderly reviewed a trends that have developed over the last few years
and plans for future trends in revenues, spending, and continued
efficiencies. A motion was made by King, seconded by Grant, to approve
the 1996 reports of financial operations. Motion carried.
Adjournment: A motion was made by Grant, seconded by Menter, to adjourn
at 12:20 P.M. Motion carried.
