MINUTES OF THE ST. CRO!x eE)UNTY TRANSPORTATION COMMITTEE
Meeting of June 5, 1997
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Grant, Menter, King, and Sinclear in attendance;
with Jacobson excused. Others present included Paul Kramer and David
Kramer of Diesel Supply Company, Inc. of Hudson.
A motion was made by Menter, seconded by King, to adopt the agenda as
published. Motion carried.
A motion was made by Grant, seconded by King, to schedule the next two
meetings for July 9, 1997 at 8:00 A.M. with Grant and Sinclear reviewing
vendors at 7:00 A.M.; and August 7, 1997 with Jacobson and Sinclear
reviewing vendors at 7:00 A.M. Motion carried.
A motion was made by King, seconded by Menter, to approve the minutes of
the May 8, 1997 meeting as mailed to the members. Motion carried.
Approve Vouchers: Sinclear and Menter reviewed the vendors at 7:00 A.M.
A motion was made by Sinclear, seconded by Menter, to approve the
vouchers for payment. Motion carried.
Seminar Attendance Requests: Fedderly reviewed the agenda and other
correspondence regarding the June 10-12 Summer Highway Conference in La
Crosse.
Review Fund Balances: Ramberg reviewed the current fund balances.
Announcements & Correspondence: Fedderly handed out an Ison Equipment
invitation to tour the John Deere manufacturing plant factory in Iowa;
a "thank you" card from Lloyd Dahlke, Town of St. Joseph, regarding the
assistance Fedderly provided over the last few months in a number of
township issues; a Highway Department Safety Committee employee
construction safety memo; the TDA 1996 annual report; a TDA memo on joint
finance committee meetings; a TDA brochure recommending strategies for
adding new revenue resources to the transportation budget; the ARTBA
newsletter; the TDA Transfax newsletter; and a Livable Wisconsin Land Use
Transportation newsletter by Citizens for a Better Environment.
Requests received included a Town of Somerset no parking request, which
will be passed on to the Safety Committee; and a request to, jointly
purchase salt, from the'City of Hudson, which the Committee discussed and
noted that the Highway Department will not provide a facility for such a
joint purchase, but the Highway Department can investigate the options of
a joint purchase agreement on quantities with the city.
Fedderly noted that the Town of Hudson will be holding their tire and
appliance roundup at the Hudson shop on June 14 & 21, 1997; American
Materials Corporation will be going to the Board of Review again
regarding pit options in the Town of Troy; the WCA/WCHA and Road Builders
Association are working on joint lobbying efforts with the current state
budget; and Rick Satterlee, area representative with Ayres Associates,
has been promoted to Regional Vice President - Green Bay.

Fedderly handed out copies of five recent WisDOT news releases. The memos
read; "Transportation Budget Underihvests in Infrastructure", "Governor
OK's US 12/128 Intersection Improvements", "Repainting of Westbound I-94
Bridge at Hudson OK'd", "Harsh Winter Depletes Funds for State Highway
Maintenance", and "Three Area Highway Projects Honored for Design
Excellence". The three projects honored were US Highway 12/Clairemont
Avenue in Eau Claire, I-94/St. Croix River Bridge at Hudson, and
Wisconsin Highway 29 in Clark County.
Fedderly reviewed copies of the agreements reached between the Highway
Department and the Highway Union. A motion was made by Menter, seconded
by King, to approve the proposed union contract agreements between the
Highway Department and Union Local 576, AFSCME. Motion carried.
Fedderly reviewed copies of the agreed upon royalty rates between the
Highway Department and Ralph Olson. A motion was made by Sinclear,
seconded by King, to approve the Ralph Olson royalty schedule as
presented through year 2002. Motion carried.
Review Old Hudson Shop Sale Status: Preston Reynolds of Reynolds
Development Group of Hudson joined the group at 8:30 A.M. Reynolds, Paul
Kramer and David Kramer reviewed the status of the old Hudson shop site
sale with the Committee.
Fedderly reviewed the events and correspondences regarding the site since
the last Committee meeting. The lending institution required additional
verification of a "clear site" status at the old Hudson shop property,
not accepting the previous DNR letter supplied by the Highway Department
of a "clear site" status. Cedar Corporation (the engineering firm that
headed the remediation of the site prior to the listing the property for
sale) reviewed the environmental concerns, and gave a determination on
additional site assessment, as well as the limits and involvement of the
DNR with the whole property. The lending institution required additional
time to review this additional information.
Fedderly reviewed a letter of request from China Wind USA, Inc. for
consideration of additional time to obtain the moneys for the purchase
of the old Hudson shop property due to these unforeseen circumstances by
both the Highway Department (seller) and China Wind, Inc. (purchaser).
One month's rent with a certified check accompanied the request as well
as three letters of reference from independent parties that express
interest in the project'China Wind is pursuing.
Considerable discussions took place by the group regarding the results
of the new information, the previous award of the proposal to sell to
China Wind, the delays in finalizing the sale, and the changes in
previous decisions and motions based on new information.
Preston Reynolds presented correspondence between himself and Donald
Trent of China Wind regarding China Wind assigning their "option to
purchase" to Preston Reynolds.
Fedderly and the Committee clarified that the award to sell was
previously awarded to China Wind, USA, Inc. and cannot and will not be
sold by the Highway Department to anyone else but China Wind at this
time.

David Kramer and Paul Kramer expressed their positions on the delays in
obtaining a closed sale on the property and felt it is improper for the
Committee to change their decisions in extending the closing date.
The Committee evaluated and discussed the current options and
circumstances. With the new unforeseen circumstances the options
discussed included; rejecting all proposals either awarded or not awarded
and re -advertising for proposals after an eviction process is complete,
or continue negotiations with China Wind on the sale of the property, as
rent has been paid and the Highway Department has not been hurt fiscally
by the process taken.
A motion was made by Menter, seconded by King, to reject all proposals
except the China Wind, USA, Inc. proposal and accept the $2,000.00
payment for an additional month's rent along with the request from China
Wind USA for .additional time to close on the old Hudson shop property.
Motion carried.
Review Somerset Pit Purchase Proposal: Jeff Johnson, Somerset Village
President; Bob Crotty, Somerset DPW; Pamela Donohue, Somerset Village
Clerk; Wendy Sander, Cedar Corporation; and Charlie Jones, Cedar
Corporation, joined the Committee at 9:25 A.M.
Jones reviewed a Village of Somerset map, indicating the potential for
development of the Village Industrial Park in the current Highway
Department pit land.
Fedderly reviewed the last meeting with the Village and noted that the
Transportation Committee is still interested in pursuing a "win -win"
agreement with the Village of Somerset with the possible sale of portions
of the pit land. It would be most advantageous to the Highway Department
if the top 6-8 feet could be crushed out for gravel resources prior to
any sale and it would also provide a level site for the Village. This
material could be stockpiled elsewhere in the pit for long range usage,
but the funding of this higher quantity would have to be looked into.
The group discussed funding, time -lines, gravel quantities, site grades,
future Highway Department facility plans, the 35/64 corridor
implications, and future negotiations. The Highway Department and the
Village are in no immediate need for decisions at this time. The next
step is for the Village to work with Cedar Corporation to establish
quantities available and site grades.
Truck Purchase Update: Fedderly and Schofield reviewed the previously
awarded tandem truck proposal, and other correspondences regarding the
manufacturing date and possible delivery dates for the two tandem trucks
that are on order. Specifications of other tandem trucks available "off
the lot" were discussed as well as the sense of urgency with getting them
on the road. A motion was made by Grant, seconded by King, to approve
the purchase of two tandem trucks "off the lot" that meet or exceed
specifications at Eau Claire Mack for a total price of $61,500.00 each.
Motion carried.
A motion was made by Menter, seconded by King, to maintain the Twin City
Mack proposal awarded previously in lieu of the manufacturer's letter of
delays and difficulty in obtaining trucks at this time. Motion carried.

Machinery Management Update- Fedderly and Schofield reviewed the 1997
equipment status, noting the units received and left to come in.
Review and Award Hydraulics Proposals: Fedderly and Schofield reviewed
the hydraulic proposals received. A motion was made by King, seconded
by Menter, to award the low proposer, McKenzie supply, for three 1997
hydraulic units at a total price of $26,448.00. Motion carried.
Review and Award Mower Proposals: Fedderly, Harer, and Schofield
reviewed proposals received for woods mowers. A motion was made by King,
seconded by Grant, to award the proposal to the low proposer, Kohel
Equipment of Cameron for one woods mower at a total price of $4,250.00.
Motion carried.
Fedderly, Harer, and Schofield reviewed proposals received for rotary
disc mowers. A motion was made by Menter, seconded by Grant, to accept
the value Implement proposal for one New Holland 615 mower at a total
price of $4,540.00. Motion carried.
Review and Award Centerline Proposals: Fedderly, Harer, and Schofield
reviewed centerline painting proposals received. A motion was made by
King, seconded by Grant, to award the low proposer, AAA Striping Service
proposal at $0.0284 per lineal foot. Motion carried.
CTH " K" Right-of-way Sale • Fedderly reviewed the old CTH " K" right-of-
way to reconfirm that the Committee was still in favor of this sale to
the New Richmond Golf Course, as the original decision was under the
pretense they were also going to own the land around it.
King noted that the land around the old right-of-way is still up for
sale, the Golf Course is interested in it, but the New Richmond Golf
Course still needs the old right-of-way for access purposes.
Review Long Range Federal Aid Programming Fedderly reviewed upcoming
federal -aid eligible projects and his ideas on maximizing the federal
dollars for each project. In looking at how the costs of federal -aid
projects have escalated with all the documentation; and comparing local
projects with federal -aid projects; the federal aid moneys could be
better utilized if they could be segregated for only specific portions
of each project rather than on one entire project at a time.
A motion was made by King, seconded by Grant, to approve the long range
federal aid program as presented by Fedderly. Motion carried.
Review Equipment Man ower Utilization Presentation: As Fedderly has been
asked to speak at the June Summer Highway Conference on equipment
utilization, he reviewed his presentation with the Committee. He
presented St. Croix County Highway Department ten year trends with
overheads for revenues, equipment units, number of employees, equipment
revenues, equipment expenses, production per employee, and equipment
revenues by source.
Adjournment: A motion was made by Grant, seconded by Menter, to adjourn
