MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Grant, Menter, Jacobson, King, and Sinclear in
attendance.
A motion was made by Menter, seconded by King, to adopt the agenda as
published. Motion carried.
The next meeting was previously scheduled for August 7, 1997 with
Jacobson and Sinclear reviewing vendors at 7:00 A.M. Motion carried.
A motion was made by King, seconded by Grant, to approve the minutes of
the June 5, 1997 meeting as mailed to the members. Motion carried.
Approve Vouchers: Sinclear and Grant reviewed the vendors at 7:00 A.M.
A motion was made by Sinclear, seconded by Grant, to approve the vouchers
for payment. Motion carried.
Seminar Attendance Requests: Fedderly reviewed a request for attendance
to the 55th Annual WCHSFA (Wisconsin County Highway Superintendents and
Foremen Association) Fall Conference in Madison on September 24-26, 1997.
A motion was made by Grant, seconded by King, to approve 2-3 Highway
Department employees to attend the WCHSFA Convention. Motion carried.
Fedderly reviewed a request for participation in a presentation in
Washington D.C. regarding the Stillwater bridge legislative issues. A
motion was made by King, seconded by Menter, to approve Fedderly to
attend and participate in the presentation regarding the Stillwater
bridge issues in Washington D.C. July 22-24, 1997. Motion carried.
Review Old Hudson Shop Sale Status: Fedderly reviewed the status of the
old Hudson shop sale with copies of a newspaper article, a letter from
Corporation Council, a Cedar Corporation environmental evaluation
billing, and correspondence from China Wind.
The Committee discussed the sale status with Sinclear excusing himself to
attend the Finance Committee budget meeting in Hudson.
A motion was made by King, seconded by Menter, for the July 1997 rent
check to be received on July 9, 1997 with Fedderly using his discretion
as to what time the rent is to be paid by, and if the rent is not paid,
the department is to start proceedings to evict. Motion carried with
Grant voting no, indicating the department should continue to rent.
Patrol Superintendent Update of Activities: Harer reviewed the current
chipseal projects in progress; how the weather has hindered projects; and
the county and town work completed. July 28th is the last round of
sealcoating. The second round of milling is complete, with the last
round scheduled for August 18th. Construction on CTH "J" has been rained
out but will continue as soon as the weather allows. Harer also reviewed
the county and township construction projects scheduled for the rest of
the year.
Truck Purchase Update: Schofield, Harer, and Fedderly reviewed the
status of the hauling trucks on order. One of the two trucks purchased
off the lot is on the road and the other is getting the box mounted at
this time. The original two trucks ordered came in the shop today, but
were sent back, as the axles do not meet specifications.

Gravel Pit Options Update: Fedderly noted that no information has been
received from Cedar Corporation or the Village of Somerset regarding the
Somerset pit available quantities or other options. Ralph Olson has
returned the signed agreement on royalty pertaining to the Olson pit.
Casey land borings will be scheduled later in the season.
Functional Jurisdictional Study Update: Fedderly reviewed the 1987
Functional Jurisdictional Study that studied all county roads, most state
roads, and some local roads. Connectivity, traffic counts, etc. were
evaluated in recommending proper jurisdiction. Additional items such as
condition of roads, what entity pays for road improvements, what entity
upgrades roads, would have to be looked at for the committee to advise on
any changes in jurisdiction.
Fedderly noted that with the new changes made in the last ten years and
the STH 35/64 improvements scheduled for the near future, it is time to
update this study.
A motion was made by Jacobson, seconded by Menter, to pursue updating
the Functional Jurisdictional Study, with WisDOT acting as the
facilitating entity. Motion carried.
A motion was made by Menter, seconded by Jacobson, to form a Functional
Jurisdictional Study Committee made up of the Transportation Committee,
representatives from WisDOT, and the townships primarily affected by the
changes discussed (i.e. Hudson, St. Joseph, and Troy). Motion carried.
Announcements & Correspondence: Fedderly handed out copies of
correspondences sent to the City of Hudson regarding joint purchase of
salt; and to a Wilson farmer regarding ditch damage and road debris left
from farm implements.
Schofield noted that the Highway Department Safety Committee has selected
awards for the incentive program and each member on team #3 will be given
one of the awards for the first six months of 1997. To qualify for the
award, your team must have no accidents or injuries that incur cost or
lost time. The Committee reviewed a copy of an employee trucking safety
reminder memo.
The Committee took a break while State Representative, Sheila Harsdorf,
talked with Fedderly over the phone regarding transportation budget
issues she was working on in committee.
Fedderly handed out copies of the May 1997 ARTBA newsletter; the May/June
1997 Highway Operations Outlook newsletter; the Summer 1997 Crossroads
newsletter; the TDA rehabilitation budget proposal information packet;
and a TDA news release noting "Transportation Funding Does Not Keep Pace
With Demands".
Sinclear rejoined the meeting, noting the 1998 county budget goals
established for the upcoming budget process.
Fedderly reviewed a thank you letter received from the Town of Hudson
regarding the use of the Highway Department Hudson shop for the appliance
and tire round up; and a thank you note from Miller -Bradford and Risberg
regarding equipment purchase choices.

Review Fund Balances: Ramberg reviewed the current fund balances and
compared them to the previous year.
Project Tour: The Committee visited the projects in progress throughout
the county.
Adjournment: A motion was made by Grant, seconded by Menter, to adjourn
at 3:05 P.M. Motion carried.
