MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of August 7, 1997
The meeting was called to order by Chairman, Sinclear at 8:00 ;,.M.
Roll call was taken with Grant, Menter, Jacobson, King, and Sinclear in
attendance.
A motion was made by Menter, seconded by King, to adopt the agenda as
published. Motion carried.
A motion was made by King, seconded by Grant, to schedule the next two
meetings for September 8, 1997 at 8:00 A.M., with King and Sinclear
reviewing vendors at 7:00 A.M.; and October 71 1997 at 8:00 A.M., with
Menter and Sinclear reviewing vendors at 7:00 A.M. Motion carried.
A motion was made by Jacobson, seconded by Grant, to approve the minutes
of the July 9, 1997 meeting as mailed to the members. Motion carried.
Approve Vouchers: Sinclear and Jacobson reviewed the vendors at 7:00
A.M. A motion was made by Sinclear, seconded by Jacobson, to approve the
vouchers for payment. Motion carried.
Seminar Attendance Requests: Fedderly reviewed a request for attendance
to a Transportation Information Center "Maintaining Gravel Roads"
workshop. A motion was made by King, seconded by Jacobson, to authorize
three employees to attend the road grading course at $35.00 each. Motion
carried.
Fedderly reviewed a previous request for Harer to attend a September 1997
international transportation weather workshop in St. Louis, MO. A motion
was made by King, seconded by Menter, to authorize Harer to attend the
SSI sponsored weather workshop in St. Louis, MO. Motion carried.
Review Fund Balances: Ramberg reviewed the current fund balances,
comparing them to the previous year.
Announcements & Correspondence: Fedderly handed out a Better Roads
national magazine article on winter maintenance tips quoting Jim Harer,
St. Croix County; an August 21, 1997 Eau Claire Mack open house; an
August 21, 1997 River States Truck and Trailer facility tour in Eau
Claire; an October 8th and 9th ISON Equipment John Deere factory tour in
Dubuque, IA; and a newspaper article regarding a law suit against a
county for alleged insufficient signs in a construction project.
The Committee congratulated Fedderly on becoming a registered land
surveyor (R.L.S.), which is in addition to his professional engineering
registration (P.E.).
Fedderly reviewed law suit allegations and depositions he has been in
concerning the Village of Woodville's East Boundary Road project. The
Committee discussed the statutory duties and responsibilities of the
highway commissioner, which encourages him to assist and work with
municipalities as well as other governments. A motion was made by
Sinclear, seconded by King, to support Daniel J. Fedderly, P.E., R.L.S.
and the Highway Department staff working under his direction, in
assisting and providing transportation services as part of the
comprehensive services which the Highway Department provides for
municipalities throughout the county at the municipality's cost. Motion
carried.

Fedderly noted that the annual hazardous waste collection and appliance
roundup will be in New Richmond and at the new Hudson shop on September
20, 1997.
A CTH "UU" speed reduction request has been received from the Town of
Hudson and Fedderly responded with a letter noting that the speed limit
concerns will be addressed in the scheduled reconstruction of CTH "UU".
Fedderly noted that the Wisconsin Administrative Register indicated that
the "long truck route" exceptions are being proposed again, these had
failed previously. A motion was made by Sinclear, seconded by King, to
go on record as having the same objection to this proposed law as
previous and authorize Fedderly to submit the Transportation Committee's
objection in writing. Motion carried.
Patrol Superintendent Update of Activities: Harer noted that the
USH12/STH128 intersection grading will begin shortly; WisDOT'S USH12
paving project is nearing completion from Baldwin east to CTH "NN" with
shouldering and a few drainage issues left to address.
The CTH "J" and the CTH "N" Kinnickinnic bridge headwall projects should
be completed this next week. CTH "N" and CTH "J" to I-94 will be milled
next week.
The good August weather has assisted in catching up from the wet July,
and township construction projects in Cady, Hammond, and Warren will
finish the year.
St. Croix County will be a pilot area for selected state highway segments
to test magnesium chloride as a new anti -icing technique, as it is
proposed to be 70% less corrosive than salt, organic, and a natural
occurring element, but more expensive.
Pits and Quarries Update: Perry Atterholt, Monarch Paving supervisor and
Ron Garrison, Mathy Construction geologist, presented a map of their CTH
"G" Cemstone plant with the surroundings, setbacks, berm proposal, and
zoning restrictions. Presently, the zoning ordinances do not allow more
than 20 acres of actively mined land at a time.
Atterholt asked for the committee's comments and opinions regarding
putting together a long range plan. The working area is crowded now and
will probably be out of material in 2-3 weeks if Monarch cannot continue
to mine the other acreage available.
Garrison noted that to plan, operate, and reclaim efficiently a long
range plan is needed; a 20 foot berm with trees on top is being proposed
around the entire acreage (outside the 20 acre restriction) to allow for
the most aesthetic public view and so the land can be mined in phases,
reclaiming behind each phase.
A motion was made by King, seconded by Grant, to support Monarch in their
needs through the proposed comprehensive plan as discussed and to
authorize Fedderly to testify at the Board of Adjustments, as the whole
county and all roads in the county will benefit from the efficient use of
this land. Motion carried.

Review and Approve Salt and Chloride Proposals Schofield, Harer, and
Fedderly reviewed the salt proposals received. A motion was made by
Menter, seconded by King, to award the salt proposal to Morton
International of Chicago, IL for $26.02 per ton picked up in St. Paul,
MN for the 1997 - 1998 season. Motion Carried.
Schofield, Harer, and Fedderly reviewed the calcium chloride proposals
received. A motion was made by Jacobson, seconded by Menter, to award
the calcium chloride proposals to Van Water & Rogers of Chippewa Falls
for $7.24 per pound for bagged calcium chloride and $0.305 per gallon for
liquid calcium chloride. Motion Carried.
Review and Approve Tri-axle Box Proposals Fedderly, Harer, and
Schofield reviewed the proposals for two (2) hauling truck boxes
received. Specifications, delivery, aluminum material, and installed
options were discussed. A motion was made by Jacobson, seconded by
Grant, to award the tri-axle truck box proposal to Midland Equipment of
Eden Prairie, MN for a total price of $23,320.00 installed. Motion
carried.
Discuss and Review Retro Billings• Fedderly and Ramberg discussed the
additional costs incurred on local projects due to the wage settlement
that is retro-active to January 1, 1997. A list of billings generated
from the retro-pay were discussed. A motion was made by Sinclear,
seconded by Menter, to send out all invoices, except those that add up
to less than $50.00 for each local entity, and write those off to highway
administration. Motion carried.
Preliminary 1998 Machinery Management Needs Fedderly and Schofield
reviewed the list of equipment needs supplied by the Highway Department
foremen and managers for discussion in the upcoming machinery management
meetings. Fund projections, and a priority list will be developed from
the machinery management team for the next committee meeting.
Fedderly reviewed a proposed LP gas purchasing concept, whereby the
Highway Department receives yearly proposals for one price on a keep full
basis. This will reduce the extra running for vendors, hopefully reduce
the price paid, and eliminate the need for employees to monitor the LP
gas levels during busy winter months. A motion was made by Menter,
seconded by King, to approve of the new LP gas purchasing concept and
obtain proposals for the upcoming heating season The Department will
monitor the costs in comparison to previous years. Motion carried.
Review Old Hudson Shop Sale Status• Fedderly reviewed the events that
have taken place since the last committee meeting. On July 18, 1997 a
law suit was filed by Preston Reynolds against China Wind/Donald Trent
and St. Croix County. The law suit has been answered by both parties.
A letter requesting an extension on our rental agreement and a cashier's
check from China Wind/Donald Trent in the amount of $2,000.00 for August
rent was received on August 1, 1997 and held for the Committee's
consideration. A motion was made by Menter, seconded by King, to accept
the August rental check due to the circumstances given. Motion carried.

Update on Stillwater Bridge Issues• Fedderly handed out a newspaper
article regarding the area Stillwater bridge proponents travel to
Washington D.C. He noted that good information was exchanged and that
the area legislators are attempting to make progress on moving the
project forward.
1998 Preliminary Budget Proposal: Fedderly reviewed and discussed the
proposed 1998 budget for the highway department, surveyor, and county -aid
bridges.
The committee viewed several projects in progress and scheduled for
construction in 1998.
Adjournment: A motion was made by King, seconded by Jacobson, to adjourn
at 2:25 P.M. Motion carried.
