MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting oSeptember 2, 1997
The meeting was called to order by Vice-chairman, King at 8:02 A.M.
Roll call was taken with Grant, Menter, Jacobson, and King in attendance,
with Sinclear excused until arriving later in the meeting.
A motion was made by Menter, seconded by Jacobson, to adopt the agenda
as published. Motion carried.
A motion was made by Menter, seconded by Grant, to schedule the next
meeting for September 24, 1997 at 8:00 A.M. Motion carried. The October
7, 1997 meeting is still scheduled for 8:00 A.M., with Menter and
Sinclear reviewing vendors at 7:00 A.M.
A motion was made by Jacobson, seconded by Grant, to approve the minutes
of the August 7, 1997 meeting after one correction. Motion carried.
Approve Vouchers* King and Grant reviewed the vendors at 7:00 A.M. A
motion was made by King, seconded by Grant, to approve the vouchers for
payment. Motion carried.
Seminar Attendance Requests, Fedderly noted that the employees scheduled
to attend the "Maintaining Gravel Roads" workshop, authorized at the last
meeting was canceled due to conflicts with the work schedules. A "Winter
Road Workshop" is being held in Eau Claire on October 15, 1997. A motion
was made by Grant, seconded by Jacobson, to authorize six to seven
employees to attend the "Winter Road Workshop" at $35.00 each. Motion
carried.
Fedderly reviewed the schedule for an Ison Equipment sponsored John Deere
manufacturing plant tour in Iowa on October 8th and 9th; and the October
10, 1997 District 6 Commissioners and Committeemen -fall meeting in Rib
Lake, WI.
Announcements & Correspondence: Fedderly noted that Governor, Tommy
Thompson; and Transportation Secretary, Chuck Thompson, will be touring
projects in District 6 counties on Tuesday, September 9, 1997.
Congressman, Ron Kind, will be holding a town meeting in La Crosse on
Friday, September 19, 1997. The WCHA board of directors have requested
that their President and Vice-president (Fedderly) attend a WCHA paid
Washington D.C. meeting September 16th & 17th, with the Wisconsin
legislative delegation and various representations of transportation
interests from Wisconsin. The long truck routes opposition letter has
been sent to WisDOT by Fedderly as directed at the last meeting.
Fedderly handed out a WisDOT STH 128/USH 12 intersection construction
news release; a Hudson Star newspaper "Stillwater Bridge" letter to the
editor; and a Hudson Star newspaper article from an interview with
Fedderly noting that the summer road work is still on schedule.
Fedderly discussed and answered questions regarding the hiring
eligibility list, noting that the Highway Department crew is down four
Positions and a new eligibility list is needed, in addition, at least two
new employees are needed at this time before the winter season begins.

OSM Facilities/Route Optimization Study Presentation• Tim Murphy, P.E.,
Project Manager and Dr. Linda Tomaselli, Ph.D., Manager, GIS of OSM &
Associates, Inc. presented the findings of the computerized route
optimization study. This St. Croix County snow plow route and facility
location analysis is funded 50% by WisDOT.
The projected growth areas were considered and built into some of the
models. These models provide solid data to support the projected
increase in the number of drivers and equipment needed in these shops.
The maps and data presented parallel the direction, thoughts, and
discussions Fedderly and Harer have had with WisDOT regarding the level
of service, staffing, and equipment needs.
Some of the recommendations include merging two shops into one, re-
routing a few minor sections of roadway and allocating them to other
routes, and adding trucks in the specific areas of growth. The route
study can be modified as conditions change.
Review Fund Balances: Ramberg reviewed the current fund balances,
comparing them to the previous year.
Review Hudson Shop Sale Status• Fedderly reviewed a letter of status
from China Wind, Inc. and Ramberg reviewed the status of the September
1997 rent check in the amount of $2,000.00. Mr. Trent has indicated that
the legal issues involving him and the proposed purchase has caused
additional delays in the closing. A motion was made by Jacobson,
seconded by King, to accept the September 1997 rent payment and continue
to work with China Wind, Inc. on the property closing. Motion carried.
1998 Machinery Management Needs: Fedderly, Harer, and Schofield reviewed
the first two lists of equipment needs for 1998. The second list is a
priority list of the top eleven items needed. A motion was made by
Sinclear, seconded by King, to approve of the equipment priority list as
presented, and authorize proposal specifications to be drawn up and
proposals requested. Motion carried.
Claims History and Review: Fedderly and Ramberg reviewed the 1988 through
1997 year-to-date (YTD) automobile liability claims with graphs and data
supplied by Risk Management Resources, Inc. They also reviewed a
comparison of 1996 and 1997 YTD claims, noting the number of claims,
type, amount, and claims denied. The number of claims sent in to WMMIC
through September 1 in 1997 (6) is only half of those sent in to in 1996
(12).
Jacobson was excused at 12:30 P.M.
Update Safety Committee Activities• Fedderly noted that the annual
Highway Department Safety Seminar at the Baldwin American Legion will be
held on October 24, 1997, with the meal catered by Nelson's Super Value.
A motion was made by King, seconded by Menter, to have a Swiss steak meal
with an extra roll for a total of $4.95 per meal. Motion carried.

Other Business: Fedderly noted that 76 employment applications had been
received and reviewed. The list has been narrowed down to 26 and
interviews can be scheduled for a new Highway Department eligibility
list. A motion was made by Menter, seconded by King, to maintain the
list of 26 for interviews as outlined by Fedderly and authorize the
Highway Commissioner, as outlined in the statutes, to hire one or two new
employees from the list of 26 as -soon -as -possible and form a new
eligibility list from the remaining candidates with assistance from the
Personnel Department. Motion carried.
1998 Proposed Budget/Projects Review: Fedderly handed out and
highlighted the 1998 proposed budget and projects. The Finance Committee
will be reviewing the departmental budgets near the end of September.
Adjournment: A motion was made by Grant, seconded by Menter, to adjourn
at 12:55 P.M. Motion carried.
