MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of Sepitember 24, 1997
The meeting was called to order by Chairman, Sinclear at 8:05 A.M.
Roll call was taken with Grant, Menter, Jacobson, King, and Sinclear in
attendance.
A motion was made by King, seconded by Jacobson, to adopt the agenda as
published. Motion carried.
The next meeting was previously scheduled for October 7, 1997 at 8:00
A.M., with Menter and Sinclear reviewing vendors at 7:00 A.M.
A motion was made by Menter, seconded by Grant, to approve the minutes of
the September 8, 1997 meeting as mailed to the members. Motion carried.
Seminar Attendance Requests: Ramberg reviewed the agenda for the WisDOT
paid CHEMS. (County Highway Expenditure Microcomputer System) annual
seminar in Green Bay on October 16th & 17th. Mike Murtha, Night Service
Technician; and Ramberg are on the CHEMS Board of Directors and are
participating in the fleet maintenance and parts bar coding portion of
the seminar. A motion was made by Grant, seconded by King, to authorize
four Highway Department employees to attend the 1997 CHEMS annual users
group seminar in Green Bay. Motion carried.
Fedderly reviewed the busy October schedule for the Committee. The next
Committee meeting will be October 7, 1997; an equipment and manufacturing
viewing is scheduled on October 8th and 9th; the District 6
Commissioners and Committeemen fall meeting in Rib Lake is on October 10,
1997; and the annual Highway Department safety meeting at the Baldwin
American Legion is on October 24, 1997.
Review Fund Balances: Ramberg reviewed the September 15, 1997 fund
balances, noting that they are moving along as projected.
Announcements & Correspondence: Fedderly noted a concern over the
Highway Department's, Spooner pit driveway location. The lawsuit against
the Village of Woodville regarding the proposed East Boundary Road
construction was dismissed by the judge, noting that the actions by the
Village of Woodville are reasonable and in accordance with the law.
Fedderly informed the Committee of two subdivision road access permits
which warrant passing lanes and turn lanes in the county. The county's
Perch Lake driveway access engineering is in progress.
Fedderly handed out a September 16, 1997 Minneapolis Star Tribune
newspaper article regarding a Twin Cities environmental group's appeal of
a decision by the Metropolitan Council to support construction of the
Stillwater Bridge; a WisDOT press release noting construction on STH 29;
a news release updating the USH12/STH128 intersection improvements
status; a Crossroads newsletter article featuring equipment utilization
at the St. Croix County Highway Department; a thank -you letter from
WisDOT's Marty Beekman regarding Fedderly's assistance in arrangements
for the Governor's and Secretary of Transportation's visit to Eau Claire;
and the Metro Division Transportation System Plan (TSP) published by the
Minnesota Department of Transportation (MinDOT).

Fedderly discussed the St. Croix County Highway Department facilities
development and route optimization plan presentation made by Fedderly in
Rhinelander; the long trailer hearing Fedderly testified at An
Rhinelander; the recent visit to the area by Governor, Thompson; and
Secretary, Thompson; and the recent trip to Washington D.C. Fedderly made
regarding the Stillwater Bridge construction and federal reauthorization
efforts.
1998 Machinery Management Review and Priorities: Schofield handed out
and reviewed the updated paver proposal, noting changes from the last
paver purchased, and options included for flexibility. The crew was able
to utilize the new features of a 1998 demo Caterpillar recently on county
projects. A proposal was received from Fabco Equipment on a trade price
for the new Caterpillar track paver. A motion was made by Jacobson,
seconded by Menter, to send out the paver proposals as presented. Motion
carried.
Jurisdictional Study Update: Fedderly noted the township
representatives that have confirmed membership on the jurisdictional
study team. The Jurisdictional Study Committee will be meeting in
conjunction with the -regularly scheduled Transportation Committee
meetings.
1998 Proposed Budget/Projects Review: Fedderly and Ramberg reviewed the
proposed 1998 Highway Department budget; noting staffing concerns,
specific projects scheduled, revenue estimates, and projects that are
waiting for more funding. The Highway Department has tentative budgets
and projects scheduled through the year 2002.
The Committee discussed the Surveyor budget and sources of direction for
the Surveyor. A motion was made by Grant, seconded by King, to pursue a
joint resolution with the Planning and Zoning Committee for the county
land surveyor to work at the policy direction of the Transportation
Committee and under the direct supervision of the highway commissioner
and the highway commissioner shall also be designated as the county
surveyor. Motion carried.
The Finance Committee has the Highway Department's budget review
scheduled for 1:00 P.M. on Monday, September 29, 1997 in Hudson.
Adjournment: A motion was made by King, seconded by Jacobson, to adjourn
at 11:35 A.M. Motion carried.
