CROIX COUNTY TRANSPORTATION COMMITTEE Meetinq of November 6. 1997 The meeting was called to order by Chairman, Sinclear at 8:00 A.M. Roll call was taken with Grant, Jacobson, King, and Sinclear in attendance, with Menter excused. The Committee viewed the new tri-axle trucks in the shop. A motion was made by Grant, seconded by King, to adopt the agenda as published. Motion carried. The next meeting was previously scheduled for November 19, 1997 at 8:00 A.M. A motion was made by King, seconded by Jacobson, to schedule the first meeting in December for December 8, 1997 at 8:00 A.M. with Jacobson and Sinclear reviewing vendors at 7:00 A.M. Motion carried. A motion was made by Jacobson, seconded by Grant, to approve the minutes of the October 7, 1997 meeting as mailed to the members. Motion carried. Approve Vouchers: Sinclear and Grant reviewed the vendors at 7:00 A.M. A motion was made by Grant, seconded by Sinclear, to approve the vouchers for payment. Motion carried. Ramberg highlighted the top ten vendors and the amounts being paid in each major account. Review Fund Balances: Ramberg reviewed the October 31, 1997 fund balances that reflect timecard activity through October 18, 1997. Seminar Attendance Requests: Fedderly reviewed a Transportation Information Center "Chainsaw Safety, Maintenance and Operation" seminar being held in Eau Claire on December 17, 1997 for a cost of $35.00 per participant. A motion was made by King, seconded by Grant, to approve 6-8 employees to attend the December 17, 1997 chain saw safety seminar in Eau Claire for $35.00 each, weather permitting. Motion carried. A "no registration fee" truck and snow equipment expo is being held by Monroe Truck Equipment in Stevens Point on December 4-5, 1997. A motion was made by Jacobson, seconded by King, to authorize 5-6 employees to attend the snow equipment expo in Stevens Point on December 4-5, 1997. Motion carried. Fedderly noted a discount being offered for the previously authorized paper and computer filing and organizing seminar whereby two more employees can attend for the registration price of one. With the increased computer files and plans being generated by the engineers, the Highway Department has the opportunity to take advantage of this discount and send two engineers also. A motion was made by King, seconded by Jacobson, to authorize two more employees to attend the December 3, 1997 "filing and organizing" seminar in Eau Claire for an additional $139.00. Motion carried. A hazardous materials course for new employees and a hazardous materials (HAZMAT) refresher course is being offered by Jack Colvard, Emergency Government Director, on December 10, 1997 at the Highway Department. A motion was made by Jacobson, seconded by Grant, to authorize the "in- house" HAZMAT course for 9 employees and the "in-house" HAZMAT refresher course for 66 employees as presented. Motion carried. Fedderly noted that American Materials Corporation is holding their 1997 Customer Appreciation dinner on November 13, 1997 in Eau Claire. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 November 6, 1997 Announcements & Correspondence: Fedderly handed out a TDA informational brochure; a thank -you card from Darlene King regarding flowers send during her hospital stay; a thank -you card from a rock claimant for a quick resolve to their problem; a thank -you letter from Senator Russ Feingold regarding Fedderly's participation in a recent listening session; a transportation budget informational letter from Senator Alice Clausing; a WisDOT updated 1998 General Transportation Aids (GTA) estimate; and a letter sent to Marty Beekman, District 6 Chief of Planning and Transportation, from Fedderly that initiates the discussions for an updated jurisdictional study. The 95-I-1 right-of-way purchases continue, with the south half ROW basically all cleared. The vehicle contracts for the Highway Commissioner and Patrol Superintendent are being reviewed for a future agenda. Fedderly noted that the Department is ready to proceed with the next step in establishing a new eligibility list. A motion was made by King, seconded by Grant, to schedule new union employee interviews. Motion carried. The Spooner quarry preliminary survey is complete regarding the driveway location issue. Approximately 0.27 acres of land is needed to accommodate the existing driveway located on the adjoining land owner's property. The land owner discussed the option of selling the property in question to the Highway Department for $1,000.00. The Highway Department would agree with this option as it would be less expensive than moving the driveway. This issue will be on the next agenda for Committee action. 1998 Machinery Management Update: Fedderly and.Schofield reviewed the signing material proposals received. A motion was made by Sinclear, seconded by King, to accept the price proposals from Rent -A -Flash and Decker Supply for 1998 purchases. Motion carried. Fedderly and Schofield reviewed the grader/plow blade proposals received for the 1997/1998 season with a usage history. A motion was made by King, seconded by Jacobson, to accept the proposals from U.S. Blade and Chain of Eau Claire for grader/plow blade purchases throughout the 1997/1998 season. Motion carried. Schofield noted that the in-house machinery management sub -committee will meet November 7, 1997 to review maintenance truck specifications and shop truck specifications. Discuss 35/64 Concept in Somerset Area: Representatives from the Village of Somerset (Jeff Johnson and Rick Pfaff), Cedar Corporation (Charlie Jones and Wendy Sander), and WisDOT Planning Department (Jeff Kern and Mark Ploederer) discussed the STH 35/64 concept in the Somerset area with the Committee. Issues discussed were interchange locations, type of interchanges, relation of STH 35 north, and jurisdictional transfers in the area. Jacobson was excused at 9:30 A.M. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 Discuss Somerset STH 35 Speed Limit and Intersection Channelization• The group discussed the Village of Somerset's concerns with the speed limit on STH 35 north of Somerset. With the increased development taking place north of Somerset, the Village of Somerset is requesting that the speed be reduced further north of Somerset and stepped down to 25 MPH. A motion was made by Sinclear, seconded by King, to support the speed reduction request from the Village of Somerset to WisDOT as presented. Motion carried. WisDOT will take the request back to Eau Claire for analysis. The group discussed the safety concerns with the STH 35 and STH 64 intersection drainage problems in the Village of Somerset. The channelization concerns are more immediate than the STH 35/64 concept plan timing allows. A motion was made by King, seconded by Sinclear, to recommend WisDOT to investigate the intersection for improvements to rectify the drainage issues as -soon -as -possible. Motion carried. WisDOT will investigate alternatives. Discuss Somerset Pit Options: The group discussed the next steps available and feasible in proceeding with proposals to purchase portions of the Somerset pit property for the Village. A motion was made by King, seconded by Grant, to hire Cedar Corporation to perform a site assessment of the Somerset pit; evaluating property values before and after site improvements, and resulting material quantities available from such site improvements. The estimated cost of this site assessment would be $1,500.00. Motion carried. The Village of Somerset will put together an offer to purchase based on their needs and funds available. 1998 Proposed Budget Update: Fedderly reviewed the finalization of the county budgets. No change in the Highway Department budget. Hudson Shop Sale Status: Fedderly reviewed a request for an additional month rent of the old Hudson shop from Donald Trent/China Wind accompanied by a rent payment for November 1997. A motion was made by Grant, seconded by King, to accept the rent extension and the November rent payment in the amount of $2,000.00. Motion carried. Review Paver Proposals: Schofield and Fedderly reviewed the proposals received for pavers. Options, trade allowances, and specifications were reviewed. A motion was made by King, seconded by Grant, to award the paver proposal to Fabco Equipment of Eau Claire for a 1997 AP-1055B demo Caterpillar track paver for a final net price after all options and trade-in allowances of $200,340.00. Motion carried. Other Business: Debra Kathan, Personnel Director, called during the meeting and noted that a health insurance memo was being sent to all employees regarding additional providers in the Preferred One Network. The discussion led to numerous health insurance concerns received from Highway Department employees and retirees. A motion was made by Grant, seconded by King, to direct the Highway Department to write a letter to Committee member, ArtJacobson, who also serves on the Personnel Committee and was excused earlier in the meeting, to investigate the concerns expressed over the change in health insurance plan and to ensure that the concerns are addressed. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 4 November 6, 1997 Review Request to Purchase Right-of-way along CTH "GG": Fedderly reviewed two requests to purchase a section of right-of-way (ROW) along CTH "GG". This issue is postponed until a future meeting. Discuss Engineering and Surveying Personnel Needs: Fedderly reviewed the engineering plans required for the 1998 Surface Transportation Program (STP) projects. Design service proposals for paving plans on CTH "I" and CTH "UU" were reviewed. A motion was made by Sinclear, seconded by King, to award Cedar Corporation the 1998 engineering proposals on CTH "I" for $1,750.00 and CTH "UU" for $1,500.00. Motion carried. Fedderly reviewed the proposals received for design services on CTH"E" and CTH "A" resurface projects. A motion was made by King, seconded by Grant, to award Cedar Corporation the engineering proposal on CTH "A" for a price of $4,300.00; and to award Humphrey Engineering the engineering proposal on CTH "E" for a price of $5,030.00. Motion carried. The Highway Department engineering personnel needs and work load were discussed. A motion was made by Grant, seconded by King, to authorize Fedderly to pursue filling the two vacant engineering positions at the Highway Department. Motion carried.
