MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of November 19, 1997
The meeting was called to order by Chairman, Sinclear at 8:10 A.M.
Roll call was taken with Grant, Jacobson, King, Menter, and Sinclear in
attendance. Greg Timmerman, Corporation Counsel, was also present for
the first part of the meeting.
A motion was made by King, seconded by Menter, to adopt the agenda as
published. Motion carried.
The next meeting was previously scheduled for December 8, 1997 at 8.:00
A.M. with Jacobson and Sinclear reviewing vendors at 7:00 A.M. Motion
carried.
A motion was made by Jacobson, seconded .by Grant, to approve the minutes
of the November 6, 1997 meeting as mailed to the members. Motion
carried.
Hudson Shop Status Update: Fedderly and Timmerman discussed the events
leading up to the present, regarding the sale of the old Hudson shop
property. A motion was made by King, seconded by Menter, to go on record
that the old Hudson shop property will be re -marketed at some point in
the future; and the Committee will consider, as in the past, any rent
payments on a month -to -month basis; and that rent payments are not to be
considered an extension of any sales agreement; and as of December 1,
.1997, there is no sales agreement on the old Hudson shop property.
Motion carried with Jacobson voting no.
Patrol Superintendent Update of Activities: Harer reviewed the status
of the summer projects, new fall projects, and the upcoming holiday
schedules. The summer construction and overlay projects are basically
all cleaned -up. The new state furnished magnesium chloride unit is ready.
for use on I-94 this winter season. A few clean-up projects are underway
to wrap up the 1997 construction season; such as culvert installations,
guardrail installations, ditch cleaning, and the Woodville East Boundary
Road construction project. The new Case Dozer worked well on the state
mud slides this year. Saltsand is being mixed for townships and county
use. Salt is being hauled in for both state and county use. Many
employees will be on vacation over the deer hunting season.
Jacobson complimented the professionalism and good driving techniques
used by the Highway Department employees that have driven through
Woodville and past his home during the East Boundary Road construction
project.
Commissioner and Patrol Superintendent Vehicle Agreements: Fedderly,
Harer, and Schofield reviewed the car contracts the county currently has
with the Commissioner and Patrol Superintendent as well as the upcoming
pickup fleet needs. A motion was made by. King, seconded by Jacobson, to
terminate the current car contracts with the Commissioner and Patrol
Superintendent at the end of 1997 and replace them with Highway
Department owned pickup arrangements and rotate these two pickups into
the current pickup fleet as needed. Motion carried.

Review Fund Balances: Ramberg reviewed the November 15, 1997 fund
balances that reflect the November voucher payments and time -card
activity through November 1, 1997.
Seminar Attendance Requests: Fedderly reviewed the Winter Highway
Conference agenda being held in Appleton on January 26-28, 1998.
Announcements & Correspondence• Fedderly noted the St. Croix County
facility and plowing route software article in the Crossroads Winter 1998
newsletter.
The Committee discussed the new health insurance plan concerns expressed
by Highway Department employees and retirees. Jacobson noted that
questions can be addressed by the Personnel Department and continued
efforts are being made to answer all questions.
Fedderly noted that the underground "used oil" tank has been removed and
remediated as regulations require. A new updated tank will replace it
shortly.
Adjournment: A motion was made by King, seconded by Jacobson, to adjourn
at 11:43 A.M. Motion carried.
