MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of December 8, 1997
The meeting was called to order by Chairman_ s; cle r :3

Roll call was taken with Grant, Jacobson, King, Menter, and Sinclear in
attendance.
A motion was made by King, seconded by Menter, to adopt the agenda as
published. Motion carried.
A motion was made by Sinclear, seconded by King, to schedule the next
meeting for January 7, 1998 at 8:00 A.M. with King and Sinclear reviewing
vendors at 7:00 A.M. Motion carried.
A motion was made by Grant, seconded by Menter, to approve the minutes
of the November 19, 1997 meeting as mailed to the members. Motion
carried.
Approve Vouchers for Payment• Jacobson and Sinclear reviewed the
vouchers at 7:00 A.M. A motion was made by Sinclear, seconded by
Jacobson, to approve the vouchers for payment. Motion carried.
Review Fund Balances: Ramberg highlighted the voucher payments being
made and the November 30, 1997 fund balances.
Seminar Attendance Requests: Fedderly noted a December 9, 1997 Cemstone
Customer Appreciation event at Suzannas in New Richmond; and the January
26-28, 1998 Winter Highway Conference in Appleton.
A Highway Safety Workshop regarding highway signs, intersections and
driveways, roadside safety, and safety improvement projects; is being
held in Eau Claire on January 23, 1998 at a cost of $35.00 per
participant. A motion was made by King, seconded by Jacobson, to
authorize 5-6 employees to attend the Highway Safety Workshop as
presented at.a cost of $35.00 each with a portion being funded by WisDOT.
Motion carried.
Fedderly reviewed the January 28-30, 1998 Annual Surveyors' Institute
seminar agenda in Stevens Point. A motion was made by Grant, seconded by
Jacobson, to authorize 2-3 employees to attend the Surveyors' seminar at
$230.00 each. Motion carried.
Announcements & Correspond_ ence• Fedderly handed out a draft of a revised
county -aid bridge petition; a WisDOT news release regarding St. Croix and
Eau Claire Counties testing liquid anti -icing on roads; a newspaper
article regarding a Price County snowplowing liability case thrown out of
court; and a thank -you letter from Don Walker of the Crossroads
newsletter regarding the St. Croix County Highway Department article in
the Fall 1997 issue.
The Casey property gravel analysis has been completed by American
Materials Corporation.
Somerset Pit Discussions with the Village of Somerset Jeff Johnson of
the Village of Somerset along with Charlie Jones of Cedar Corporation
discussed the site assessment done by Cedar Corporation regarding the
Somerset pit alternatives. Jones noted that there is no excess materials
to crush for gravel purposes if the portions of the pit discussed are
improved for building purposes. Cedar Corporation will meet with the
Village of Somerset to put together a proposal to purchase the acreage
involved, as well as options to consider for the proposed future
purchases of the remaining portions of the Somerset pit.

Jurisdictional Study Initial Meeting with Committee and WisDOT: Rita
Horne (Town of Hudson); Lloyd Dahlke (Town of St. Joseph); Jeff Johnson
(Village of Somerset) and Charlie Jones (Cedar Corporation); Terry
Pederson (WisDOT Planning); Gil Anderson (WisDOT Planning); and the
Transportation Committee met to initialize the Jurisdictional Study
Committee. Fedderly noted that those present responded to the request
for representatives interested in being involved in this working group.
Pederson and Anderson gave an overview of how to proceed; literature was
handed out; and criteria involved was reviewed. The next meeting was
scheduled for January 21, 1998 at 1:00 P.M.
Review/Amrove Service and Supply Contracts with WisDOT Fedderly
.presented and reviewed the service and supply contracts proposed by
WisDOT regarding work in 1997. A motion was made by Menter, seconded by
King, to approve and sign the three service and supply contracts as
presented. Motion carried.
Review Yearend Fund Projections: Fedderly reviewed the current status
of the county maintenance fund and compared it to the expected
expenditures. As a general rule 60% of the budgeted winter maintenance
costs are incurred in the first few months of each year 'and 40% is
usually incurred in the last few months of each year. This year the
costs are running near the 60% level as of November 1, 1997, which is in
line with projections.
Review Rustic Road Board Member Request Fedderly discussed the request
from the State Rustic Road Board of Directors to appoint a representative
to the board of directors, replacing a vacant position. A motion was
made by Sinclear, seconded by Grant, to recommend King to the vacant
Rustic Road Board of Directors position. Motion carried.
Machinery Management Update: Fedderly handed out specifications for the
tire truck, noting the major changes from the current unit, which include
a heavier body and a tailgate lift. A motion was made by Menter,
seconded by King, to approve the request for proposals for a tire truck
as presented. Motion carried.
Other Business: Tom Dorsey introduced Cindy Sherman, the new County
Zoning Administrator to the group.
Review Hudson Shop Status: Fedderly reviewed the rental status of the
old Hudson shop site, noting the December 1997 rent payment submitted by
Donald Trent.
Donald Trent (China Wind, Inc.) met with the Committee and noted that he
desires to continue renting the old Hudson shop site through the winter
due to the difficulty in moving during the winter months.
A motion was made by Menter, seconded by King, to accept the December
1997 rent check, sign a December lease agreement, and consider rental of
the old Hudson shop to China Wind, Inc. on a month -to -month basis.
Motion carried.
Adjournment: A motion was made by Jacobson, seconded by Grant, to
adjourn at 11:08 A.M. Motion carried.
