HomeMy WebLinkAboutResolution 2020 (15) Resolution No. 15 (2020) ST C ISO % NTY RESOLUTION DECLARING STATE OF EMERGENCY IN ST. CROIX COUNTY, WISCONSIN AND AUTHORIZING THE COUNTY ADMINISTRATOR TO TAKE NECESSARY ACTION 1 WHEREAS, the United States is experiencing an expanding COVID-19 pandemic; and 2 3 WHEREAS, the President of the United States has declared a national emergency; and 4 5 WHEREAS, the State of Wisconsin has declared a public health emergency with 6 confirmed cases of COVID-19; and 7 8 WHEREAS, COVID-19 is a contagious, and at times fatal, respiratory disease; and 9 10 WHEREAS, the worldwide outbreak of COVID-19 and its extreme risk of person-to- 11 person transmission throughout the United States significantly affects the lives and health of our 12 people, as well as the economy, and is a disaster that impacts the health, security, and safety of 13 the public; and 14 15 WHEREAS, the potential for disaster exists which requires extraordinary measures to 16 protect the health and well-being of the people; and 17 18 WHEREAS, declaring a state of emergency will facilitate and expedite the use of 19 resources to protect persons from the impacts of the spread of COVID-19 while maintaining 20 continuity of operations for the County of St. Croix; and 21 22 WHEREAS, St. Croix County desires to be as strategically proactive as possible to 23 ensure the health and safety of St. Croix County citizens, staff and those traveling throughout St. 24 Croix County; and 25 26 WHEREAS, St. Croix County desires to maintain the highest level of services related to 27 the general public, such as Public Safety, Health and Human Services, Emergency Management 28 and those departments directly related to the general welfare of all residents; and 29 30 WHEREAS, St. Croix County requires administrative flexibility to manage throughout 31 this pandemic; and 32 33 WHEREAS, this administrative flexibility will provide the County Administrator the 34 ability to, and not limited to: close or limit access to St. Croix County government facilities as 35 necessary; implement strategic staffing changes to ensure adequate numbers of healthy staff are 36 in place to carry out necessary and critical services; waive administrative polices regarding 37 health insurance and assist in personnel expenses as a result of implementing staffing changes; 38 and make temporary changes and exceptions to the St. Croix County Human Resources Policies 39 and Procedures Handbook and any other administrative policy or guideline; and 40 41 WHEREAS, the County Administrator shall, upon a reasonable time, after implementing 42 necessary actions, inform the St. Croix County Board of Supervisors of such actions taken. 43 44 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of 45 Supervisors does hereby declare a State of Emergency in St. Croix County Wisconsin pursuant 46 to section 323.11 of the Wisconsin Statutes. 47 48 BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors does 49 hereby direct the County Administrator to strategically implement necessary plans to ensure the 50 safety and health of the St. Croix County staff, residents and those traveling throughout the 51 community for a period not to exceed six months from the date of this resolution. 52 53 BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors 54 authorizes the County Administrator the authority to make necessary changes and exceptions to 55 existing County policy for a period not to exceed six months from the date of this resolution. 56 57 BE IT FURTHER RESOLVED that the County Administrator shall report to the St. 58 Croix County Board of Supervisors each month all of the necessary changes and exceptions 59 made by the County Administrator, including the reason for such changes and exceptions, and 60 grants the St. Croix County Board of Supervisors the right to suspend any changes and 61 exceptions to existing policy not deemed necessary by the St. Croix County Board of 62 Supervisors and/or rescind this declaration of a State of Emergency at any time should the St. 63 Croix County Board of Supervisors deem that the State of Emergency no longer exists or that the 64 County Administrator has exceeded the authority intended by this resolution. The impact of the emergency actions will affect the fund balance of the County.
