1,I'SOYI`'1)7 APPLICATION FOR GLEN HILLS COUNTY PARK GROUP
CAMPGROUND PROJECT
1 WHEREAS, the St. Croix County Outdoor Recreation Plan, adopted by the County
2 Board of Supervisors identifies the need to develop County land to provide low-impact, nature-
3 based facilities, parks, and natural areas to fulfill recreational needs with access to all residents
4 and visitors: and

6 WHEREAS, a priority project identified in the St. Croix County Outdoor Recreation
7 Plan and Glen Hills Park Master Plan is to develop a new group campground area that would
8 accommodate several sizes of groups, offer water and electric service, and be separate from other
9 campers; and

11 WHEREAS, St. Croix County is projected to continue to be one of the fastest-growing
12 counties in Wisconsin and the development of park facilities is needed to serve a growing
13 population; and
14
15 WHEREAS, St. Croix County has a perpetual lease from the State of Wisconsin
16 Conservation Commission to operate Glen Hills Park on 700-acres of land; and
17
18 WHEREAS, Glen Hills Park opened in 1974 and the addition of group campground
19 facilities would complement existing activities at the park that include two picnic areas; three
20 playgrounds and a nature's playground area; swimming beach; boat landing; canoe/kayak/row
21 boat/paddle boat launch and rental; multi-use sports field; earthen dam; scenic overlook; 9-hole
22 disc golf, hiking, cross-country ski and snowmobile trails; handicapped accessible fishing pier;
23 and limited hunting; and

25 WHEREAS, a new group campground facility would provide improved design for users;
26 accommodate a mixture of tents, pop-up campers and recreational vehicles (RVs); and offer
27 improved facilities for church and youth groups, small business groups and family events; and

29 WHEREAS, the Community Development Department seeks authorization to apply to
30 the Wisconsin Department of Natural Resources (WDNR) for financial assistance under the
31 Knowles-Nelson Stewardship Program; and
32
33 WHEREAS, the grant program funds park development projects at a 50% grant, 50%
34 local match; and
35
36 WHEREAS, detailed cost estimates were developed as part of the Glen Hills Master
37 Planning process and the cost, adjusted for increased construction costs, to develop the Group
38 Campground at the park is now estimated at$743,838; and
39
40 WHEREAS, a WDNR Stewardship grant would reduce the County's direct share of the
41 development cost to $371,919.

43 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
44 Supervisors authorizes the Community Development Director to submit a Stewardship grant
45 application to the Wisconsin Department of Natural Resources for the construction of group
46 campground facilities at Glen Hills Park.

48 BE IT FURTHER RESOLVED that the Community Development Department shall
49 comply with all Stewardship laws and regulations and will meet its obligations under the terms
50 of the grant.

Fiscal Impact: $371,919 budgeted in the Capital Improvement Plan, a reduction from the 2019
estimate of$705,000;the estimated cost of the Group Campground has been
adjusted to allow for increased construction cost.
