ST. ROM�'w '° �..1NTY RESOLUTION SUPPORTING A TARGETED RESOURCE
MANAGEMENT GRANT APPLICATION FOR THE SOUTH FORK OF
THE WILLOW RIVER SUB-WATERSHED
1 WHEREAS, the St. Croix County Land & Water Resource Management Plan, adopted
2 by the County Board of Supervisors on October 2nd, 2018, identifies the protection and
3 improvement of surface water resources, and the development of partnerships as high priorities;
4 and
5
6 WHEREAS, St. Croix County was a key contributor to the United States Environmental
7 Protection Agency approved Implementation Plan for the Lake St. Croix Nutrient Total
8 Maximum Daily Load (TMDL) and has obligations to meet its goals outlined within; and
9
10 WHEREAS, the Wisconsin Department of Natural Resources, through the Targeted
11 Runoff Management(TRM) Grant Program. A Large Scale Agricultural application can provide
12 up to $600,000, that can be used for carrying out approved TMDL implementation plans; and
13
14 WHEREAS, the Community Development Department seeks authorization to submit an
15 application to the Wisconsin Department of Natural Resources TRM grant that will support a
16 staff member in order to fulfill the objectives outlined in the St. Croix County Land & Water
17 Resource Management Plan and the Implementation Plan for the Lake St. Croix Nutrient Total
18 Maximum Daily Load; and

20 WHEREAS, $354,575 in TRM Grant funds, can be used to reimburse the County for up
21 to 70% of the cost to implement conservation practices; and landowners/operators will provide
22 the remaining cost, —30%, for the conservation practices; and
23
24 WHEREAS, $141,500 in TRM Grant funds can be used towards staffing support for an
25 additional 1.0 Full-Time Equivalency (FTE)Limited-Term Employee (LTE) over 3 years; and
26
27 WHEREAS, the County match will consist of $46,012 towards one additional staff
28 person and in-kind contributions for equipment, office space, supplies, supervision and existing
29 staff.

31 NOW, THEREFORE, BE IT RESOVLED by the St. Croix County Board of
32 Supervisors that the Community Development Department Director and Resource Management
33 Administrator to act on behalf of St. Croix County and the Community Development Department
34 to:

36 Sign and submit an application to the Wisconsin Department of Natural Resources for a
37 $496,075 Targeted Runoff Management Grant;
38 Budget $46,012 over a 3-year time frame for 1.0 Full-Time Equivalency (FTE) Limited-
39 Term Employee (LTE);
40 Sign a grant agreement between St. Croix County and Department of Natural Resources;
41 Enter into cost share agreements with landowners to install best management practices;
42 Make up to 70% cost-share payments to landowners/operators after evidence of full
43 contractor payment is received and grantee has verified proper BMP installation;
44 Sign and submit reimbursement claims along with necessary supporting documentation;
45 Sign and submit interim and final reports as required by the grant agreement;
46 Sign and submit an Environmental Hazards Assessment Form, if required; and
47 Take necessary actions to undertake, direct, and complete the approved project.
