HomeMy WebLinkAboutResolution 2020 (20) Resolution No. 20 (2020) ST. �R�.J►9, �'w '° �..1NTY AMENDMENT TO RESOLUTION 21(2019) RESOLUTION NO. 21 (2019) REGARDING PARTICIPATION IN THE WDNR MUNICIPAL DAM GRANT PROGRAM AND SUPPORT FOR A JOINT MUNICIPAL DAM GRANT APPLICATION FOR THE WILLOW RIVER LOWER POWER DAM 1 WHEREAS, the Willow River Lower Power Dam, Inventory No. WI 187, located in the 2 Village of North Hudson at the west end of Lake Mallalieu in Section 24, T29N, R20W, St. 3 Croix County, is jointly owned and maintained by St. Croix County, City of Hudson, Village of 4 North Hudson and Town of Hudson; and 5 6 WHEREAS, the four municipalities split the cost of operation and maintenance as 7 follows: St. Croix County 50%, City of Hudson 20%, Village of North Hudson 20% and Town 8 of Hudson 10%; and 9 10 WHEREAS, the four municipalities request financial assistance under Wis. Stats §§ 11 31.385 and 227.11 and Adm. Code Ch. NR(Natural Resources) 335 for the purpose of dam 12 repair; and 13 14 WHEREAS, the state share for such project may not exceed 50 percent(50%) of the first 15 $400,000 of total eligible projects costs; and 16 17 WHEREAS, the Hudson Water Utility is charged with ongoing operation of the Lower 18 Power Dam; and 19 20 WHEREAS, a Dam Failure Analysis has been completed and approved by the 21 Wisconsin Department of Natural Resources (WDNR); and 22 23 WHEREAS, an Emergency Action Plan and an Inspection, Operation and Maintenance 24 Plan have been completed and are on file with the WDNR; and 25 26 WHEREAS, a Concrete Repair Assessment and cost estimate for the Lower Power Dam 27 has estimated engineering plans and repair costs at approximately $100,000 plus 20%timeframe 28 contingency, $120,000; and 29 30 WHEREAS, a Municipal Dam Grant from the Wisconsin Department of Natural 31 Resources, if awarded, would cover up to 50% of the cost for engineering plans and 32 specifications and repairs to the Lower Power Dam; and 33 34 WHEREAS, a Municipal Dam Grant could result in savings of approximately $30,000 35 for St. Croix County, $12,000 each for the City of Hudson and Village of North Hudson and 36 $6,000 for the Town of Hudson, $60,000 total. 37 38 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of 39 Supervisors supports a joint application for a Wisconsin DNR Municipal Dam Grant for the 40 Willow River Lower Power Dam on Lake Mallalieu with the City of Hudson, Village of North 41 Hudson and Town of Hudson. 42 43 BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors agrees 44 to pay a share of the eligible costs which is equal to the total project cost minus the state share. 45 46 BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors hereby 47 authorizes the City of Hudson Utility Director to: 48 o Submit an application to the WDNR for financial aid under ch. NR 335 Wis. 49 Adm. Code; 50 o Sign grant agreement documents; 51 o Take all necessary action to complete the project associated with any grant 52 agreement; and 53 o Submit reimbursement claims along with necessary supporting documentation to 54 St. Croix County for repair of the Willow River Lower Power Dam on Lake 55 Mallalieu.
