Dear Thomas Springer,
Community Development staff have reviewed the application to construction an accessory structure
(detached garage) within the Lower St. Croix Riverway Overlay District, pursuant to Section 17.36.
The request has been conditionally approved based on the application submission and the following
findings.
• The complete application was submitted on May 27, 2020 to construction an accessory structure
(detached garage); the total amount of disturbance is approximately 4,000 square feet.
• Erosion and Sediment Control plans have been submitted that meet Wisconsin Department of
Natural Resources Technical Standards. Best Management Practices will be incorporated.
• Vegetation removal is limited to the project area and approved as a part of this permit, however
vegetation located within the slope preservation zone, the 40-foot bluffline setback and
filling/grading within the 40-foot setback was not proposed or permitted by this permit.
• The maximum height for the accessory structure shall be governed by the base -zoning district;
please refer to the Town of Troy General Zoning standards.
• The accessory structure will be an earth tone color and match the existing principal structure.
• The proposed structure will be placed within the 100' bluffline setback but no closer than the 40'
bluffline setback and will not protrude above the bluffline.
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1. Erosion control such as silt fence or sediment logs shall be placed downslope of the project area as
identified on the site plan.
2. A pre -construction inspection is required to verify structure placement, discuss the project timeline
and to verify that erosion and sediment control is installed. It is the applicant's responsibility to
schedule this appointment, please call me at (715) 386-4680 to schedule this inspection.

3. An affidavit shall be required describing the approved stromwater management, erosion and
sediment control and maintenance requirements within 30 days after construction is completed
pursuant to Chapter 17.36 H 7.g.
4. There shall be no grading within 40-feet of the bluffline, otherwise all construction activities would
need to cease and an after -the -fact Conditional Use Permit would need to be secured.
5. All temporary erosion control measures shall be left in place and maintained until the site has reached
a point of at least 70% permanent vegetation. Permanent vegetation shall be established once final
grade is reached or as soon as applicable per plan.
6. Stormwater management (rain gardens) shall be installed per plan.
7. A post -construction inspection is required to close out the permit. It is the applicant's responsibility
to schedule this appointment, please contact me at (715) 386-4680 to schedule.
8. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and
approval(s) prior to land disturbance activity. Including permission from the Town of Troy regarding
a building permit.
9. Failure to comply with the terms or conditions above may result in the revocation of this permit by
the Zoning Administrator according to Chapter 17.36.
This approval is subject to the conditions listed above; it does not allow for any additional
construction, structures, or buildings beyond the limits of this request. Your information will remain
on file at the St. Croix County Community Development Department suite. It is your responsibility
to ensure compliance with any other local, state, or federal permitting or regulations, including
contacting the Town of Troy to inquire if additional permissions are required.
This permit is valid for one year, with the possibility of up to two (2) six-month extensions if the
applicant submits the appropriate permit extension fee and documentation to the Zoning
Administrator. A copy of the Land Use Permit placard should be submitted to the local Building
Inspector for the town upon application for the building permit. The orange placard must be posted
on the jobsite and visible from public view.
