MEMBERS PRESENT: Present: Daryl Standafer, Dick King, Esther Wentz, Julie Speer and Eugene Ruetz. Absent: None. OTHERS PRESENT: Administrative Coordinator Chuck Whiting; Health and Human Services Director Fred Johnson, Corporation Counsel Greg Timmerman (arrived at 10:03am), Dave Ostness, Bill Cranmer, Buzz Marzolf, Loyla Waskul (arrived at 10:49am), Amy Sabelko and Amy Geurkink. . ADOPTION OF AGENDA: Motion by Wentz, 2 ❑d by Standafer to adopt the agenda. Carried unanimously. DATE OF NEXT MEETING: July 2, 2008 at 10:00am. ADOPTION OF MINUTES: None. ELECTION OF OFFICERS: Motion by Standafer, 2 nd by Ruetz to elect the same officers that are in effect for the current Administration Committee; Standafer noted officers as follows: Chair Dick King, Vice Chair Eugene Ruetz and Secretary Julie Speer. Carried unanimously. REFERENDUM QUESTION: Discussion regarding challenges involved with drafting the appropriate referendum question; Standafer provided a handout of various points to consider. Discussion regarding response from the Wisconsin Counties Association indicating there is no clear model for this specific advisory referendum; Johnson provided sample resolutions from other counties. Discussion regarding the importance 1 of carefully crafting the question, potential varied interpretations, objectivity, education, budget /revenue aspects and effective explanation. Discussion regarding recent action taken by the Health and Human Services Board (HHS); Johnson read a motion from draft HHS minutes in which HHS recommends the County Board consider constructing a new nursing home and assisted living facility. Discussion regarding cost and funding; Marzolf referenced previously submitted graphs outlining funding options. Standafer reported the May 2008 HHS agenda item contained language to rescind the motion for an advisory referendum. Discussion regarding specific wordage of the HHS motion and whether it rescinds the referendum question; Marzolf clarified the motion was amended to exclude the portion to rescind the referendum question. Discussion regarding drafting a question that leads to subsequent question(s); Timmerman suggested putting some threshold on it and indicated he will research how various places around the country have handled it. Discussion regarding incorporating fiscal impact into the question and citizen interpretation. Discussion regarding effectively informing and educating the public, what is hoped to be learned from the referendum, formulating an objective question to obtain objective information and time table/ballot deadlines. The committee determined this issue needs further research and discussion. Discussion whether there will be a July County Board meeting. Motion by Standafer, 2 nd by King to amend the intention of the committee* which was to have a draft report ready by the June 2008 County Board meeting and instead, present it at the August 2008 County Board meeting. Carried unanimously. The committee members will research and bring back information for next month's meeting. Meeting adjourned at 11:22am.
