Donation of HazMat Containment Materials PUBLIC COMMENTS ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 2/4/2008 12:30 PM OFFICIAL LOCAL EMERGENCY PLANNING COMMITTEE MINUTES FEBRUARY 6, 2008 The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Chairman Mehls called the meeting to order at 1:00 p.m. Present: B. Malick, D. Gunderson, J. Speer, J. Borup — County Board; C. Swetlik, Emergency Communications; C. Sortedahl, Public Health; G. Arnevik, Phillips Plastics Corp.; C. Nelson, Baldwin EMS; D. Briggs, Somerset PD; J. Jensen, Regions Hospital; J. Colvard, Emergency Management; T. Ramberg — Highway Dept.; Jim VanderWyst — Fire Rep.; Richard Haider — Westfields Hospital; Craig Olson — River Falls; Jennifer Havens — Recycling; Travis Belisle — Somerset Fire /Rescue; Matthew Bork, John Goeuz — Hulcher Services, The 9/19/07 Minutes were approved on a Borup /Speer MOTION. NEXT MEETING — TO BE DETERMINED, Most likely MAY, 2008 Speer suggested that this Committee have standardized meeting dates. OFF -SITE FACILITY PLANS UPDATED SINCE LAST MEETING A list of facilities that have been updated was a handout. REPUBLICAN CONVENTION ACTIVITIES UPDATE J. Jensen explained that the Republican Convention will be hosted in St. Paul during September 3 -5, 2008, and at the same time St. Paul will also be hosting the MN State Fair. Approximately 45,000 visitors are expected. Protestors are also expected. C. Nelson commented that through the WI TRAC association, the Y -Track system will be in place which allows for hospitals to communicate with each other. Mehls suggested that if St. Croix County's emergency response personnel /equipment /facilities are needed, please let us know. SOMERSET COMMERCIAL FIREWORKS INCIDENT Briggs gave a presentation pertaining to an individual who as a hobby built fireworks in his home, a residential area close to a gas station. This individual downloaded "How To" information from the internet. The ATF, FBI, and various other government agencies were called upon. RTAC EXERCISE UPDATE Mehls explained that an exercise is being planned which will use and test communications and radios received under an OJA grant. A handout explaining the scenario was passed out. Objectives and what is to be evaluated are next in planning stages. The date has yet to be determined. NEW HOSPITAL REPRESENTATIVE COMMITTEE MEMBER Colvard introduced Rich Haider from Westfields Hospital; Colvard believes he would be an asset to this Committee. A Borup /Speer MOTION was made to add Mr. Haider to this Committee. Carried unanimously. A formal letter will be composed and submitted to Chairman Malick requesting appointment to the LEPC. HAZMAT AND NIMS TRAINING UPDATE Colvard passed around a list of different training classes that have or will be taught. Future organizations requesting training are the Sheriff's Dept., Highway Dept., and the City of Hudson. Colvard explained that so far 198 people have been taught NIMS classes through an OJA grant. This grant will be closed out at the end of March. DONATION OF HAZMAT CONTAINMENT MATERIALS Belisle explained that a resident has excess Spill Kits and would like to donate to different fire departments. A Malick/Olson MOTION was made to accept Colvard writing an acknowledgment letter indicating that the materials would be accepted by the LEPC, which would distribute them to the fire departments. The materials have an approximate value of $10,000. Motion carried unanimously. Ramberg noted that the topic of "dangers associated with HYBRID vehicles" is on the agenda at his upcoming Commissioners Training in April and was wondering if anyone in this group has been involved in any conversations on the issue from an emergency response perspective. He noted that there has been some safety concerns expressed for Highway personnel and others regarding the dangers associated with batteries exploding and /or shocks from the HYBRID vehicles after an accident. There was discussion that the information has come from the Pepin County folks who seem quite informed of the issues. Ramberg will share information he receives at the training with the group at an upcoming meeting. Public Comments None Announcements and Correspondence C. Olson explained a procedure being done in Chippewa County. A sign is placed at each LEPC Planning Facility; this identifies that it has hazardous materials on -site and it alerts emergency responders. Mehls will check on pricing for this.
