BUILDING FACILITIES LONG -TERM PLANNING AD HOC COMMITTEE
February 3, 2010
Meeting was called to order by Chair Rebholz at 9:45 a.m. in Room 1281 of the Government Center in Hudson.
Members Present: Roger Rebholz, Julie Speer, Daryl Standafer, Esther Wentz
Members Absent: Dick King, Eugene Ruetz
Others Present: Supervisor Dave Ostness, Administrative Coordinator Chuck Whiting, Building Services Director Art
Tobin, SEH Engineer Dave Simons, HR Administrative Secretary Leah Mergens
Adoption of agenda: Motion by Standafer, 2 nd by Wentz to adopt the agenda, motion carried unanimously.
Date of next meeting: March 11, 2010

New and Old Business:
1. Status of Phase II Planning Study- Simons presented a report regarding the facility condition analysis of the
County buildings in New Richmond. The analysis focused on both structure and potential health hazards. The
Committee reviewed and discussed. Issues reviewed in his HHS building report included: windows aged and
damaged, water damage, flooring aged and damaged, air infiltration and no heat in former restrooms, aged and
damaged doors and cabinetry, foundation and drainage issues, abandoned pipes not disconnected, aged fire
alarm system, aged humidifiers, corridor air plenum transfer with no fire damper, low light levels in corridors,
improper type and placement of exit signs, foam sealant used not fire rated, lack of GFI receptacles near water
source, and tunnels used for return air supply. Simons noted similar issues in the Health Center. Discussion of
code requirements and fixing older buildings.
Simons and Tobin reported on their walk through of the Hudson municipal building. Standafer commented he
has heard the mayor's interest in selling the building and knows of an interested private party for the building.
The Committee discussed the building condition, the County's needs and timing issues and concluded it to be an
unlikely fit for the County. Standafer told the Committee that he has had one breakfast meeting with the Mayor
of Hudson regarding the municipal building. He has also talked to an interested private party that shall be
nameless. He had Simons and Tobin go through the building and advise its condition. The City is asking
$500,000 but he felt they would take $200,000. Simons and Tobin had pictures of their walk through and rated
all conditions of the building to be in "poor" condition. The Committee listened to all options and then discussed
the County's needs, other property available and the timing issues but made no decision regarding this building.
2. Status of Ongoing Building Projects - Tobin noted the new roof on the Government Center is holding up well.
He noted some difficulties in closing out the HVAC project. He reviewed the work done at the HHS laundry
building and the recent flooding that occurred. Procedures are also moving forward regarding KFI. The roof at
Baldwin Ag has a projected start date in spring.
3. Items for March Agenda — The continuing work of Phase II and the status of the Committee after the April
Board reorganization will be on the agenda in March.
There was no further business the meeting was adjourned at 11:03 a.m.
