Action Items a) Ordinance and Ordinance Amendments - Review Recycling Ordinance - Review Animal Waste Ordinance ANNOUNCEMENTS & CORRESPONDENCE POSSIBLE AGENDA ITEMS FOR NEXT MEETING ADJOURN NOTE: A quorum of the St. Croix County Board of Supervisors (County Board) may be present at this meeting. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of obtaining information relating to subjects listed above for use at future County Board meetings. (Items may be taken in different order) *Additions /Changes /Corrections DATE: November 10, 2010 MINUTES COMMUNITY DEVELOPMENT COMMITTEE NOVEMBER 22, 2010 CALL TO ORDER: Vice Chair Norton - Bauman called the meeting to order at 4:03 p.m. ROLL CALL - Members Present: Supervisors Sharon Norton- Bauman, James Stauffer, Lorin Sather, Robert Shearer, Buzz Marzolf and Ken Graf. Supervisor Steve Hermsen arrived at 4:30 p.m. Gene Ruetz was excused. STAFF PRESENT: Dave Fodroczi, Jennifer Havens, Ellen Denzer GUESTS: None AGENDA: Motion by Marzolf, 2 "d by Shearer to adopt the agenda. Motion carried. DATE OF NEXT MEETING: December 16, 2010 at the Government Center in Hudson. OLD AND NEW BUSINESS Recycling Ordinance: The Committee and staff reviewed and discussed proposed revisions to the draft Recycling Ordinance distributed to the Committee prior to the meeting. The revisions were intended to address issues raised during the March 2010 County Board meeting. The Committee agreed with the proposed removal of the word "dry" from the terminology "clean, dry wood" in several locations. The Committee agreed with the proposed revision and relocation of language regarding possession of materials by haulers so that it applies to both trash and recyclables, with wording changes added by the Committee. The Committee agreed with revisions to terminology and definitions regarding "residential" and "multi- family" properties to be internally consistent and support related revisions to the inspection language in §21.4C. La. The Committee generally agreed with the separation of the language for the inspection of residential properties and limit inspections to the external portions of such properties. Staff will develop some wording changes for further Committee consideration. The Committee also made some additional wording changes in response to questions from Supervisor Stauffer. The Committee will also further discuss enforcement provisions in response to comments from Supervisor Hermsen. Animal Waste Ordinance Denzer presented proposed revisions to the Animal Waste Ordinance from the Committee's previous work session on October 25, 2010 that were distributed prior to this meeting by Bob Heise. The Committee agreed to give them additional review and consideration for the Committee meeting on December 16, 2010.
