MINUTES
COMMUNITY DEVELOPMENT COMMITTEE
SEPTEMBER 23, 2010
CALL TO ORDER: Chair Hermsen called the meeting to order at 6:05 p.m.
ROLL CALL - Members Present: Supervisors Steve Hermsen, Sharon Norton- Bauman, Lorin Sather,
James Stauffer, Robert Shearer, Buzz Marzolf, FSA Representative Ken Graf, Gene Ruetz is excused.
STAFF PRESENT: Bob Heise, Steve Olson, Ellen Denzer
GUESTS: None
CONSENT AGENDA: Motion by Sather, 2 by Shearer to adopt the agenda and consent agenda.
Motion carried.
OLD AND NEW BUSINESS
There is no old business to discuss. Chairman stated that the purpose of tonight's meeting is to serve as a
working meeting to review the Transportation Element of the Comprehensive Development Plan and
begin review the proposed amendments of the animal waste ordinance.
Transportation Element:
Denzer presented the proposed amendments to the Transportation element. She indicated that the
Transportation Committee has provided valuable comments and suggestion into the proposed language.
Denzer provided handouts regarding the proposed amendments. Discussion by committee. Committee
offered comments and suggestion to the document. Denzer tracked all changes in the document from the
committee and will bring these comments and suggestions back to the Transportation Committee for their
review.
Animal Waste Ordinance:
Heise introduced Steve Olson, Land Specialist to the committee. Heise stated that Olson, Denzer and himself
had worked on the proposed amendments to the ordinance over the past couple of years. Heise proceeded to
give a background of the animal waste ordinance and the purpose of the ordinance. He further explained and
provided a handout regarding St. Croix County's geological "Karst" features. Staff played video of Karst
conditions near Hammond. Heise shared that this proposed ordinance has been reviewed by the former Ag
and Extension Committee as well as state DATCP and WDNR staff. Comments received by committee and
agency staff have been incorporated into this document. Staff proceeded to go through the ordinance with
committee. Discussion. Committee offered several comments, suggestions to the ordinance. Denzer tracked
all comments into the document from the committee. Committee requested that staff give further
consideration to Section 11.3 (A) (5) Transfer of Ownership and also 11.3 (B) (2) a. 4. Staff will bring
forward amendments to these proposed sections to the next working session. Committee worked on the
ordinance to Section 11.3 (C) CONSTRUCTION PERMITS and decided to close the working session for
the evening.
The date of the next working session was not set and Hermsen is to get back to Heise with proposed dates.
Chair Hermsen adjourned the meeting at 9:13 p.m.
