Dear Ryan Shaw,
Community Development staff have reviewed the rand Use Permit application forme construction
of a single-family dwelling and for vegetation management activities in the Shoreland Overlay
Zoning District pursuant to Chapter 17 30 1 submitted on August 4, 2020 The request has been
conditionally approved based on the application submission and the following findings
• The existing structure is nonconforming to the Ordinary High Water Mark(OHWM)setback
Approval involes razing this structure to build a conforming structure at the required setback
The proposed structures meet the 75-foot setback to the OHWM, all property line setbacks and the
maximum height requirements
• The 35'vegetatve buffer area is invaded by buckthorn, thorny locus and prickly ash Adetailed
project plan has been submitted per the W constn Biology Technical Note 1. Shoreland Hobrtmc As
per 417 3012 d an agreement or affidavit shall be recorded with the SC Croix County Register of
Deeds Once pnor to issuance of the permit
• The total Impervious Surface calculation within 300 feet of the OHWM resulted in19.02%. therefore
mitigation standards as per Chapter 17.30 M apply mitigation point is required by ordinance.
• The existing Private Onnte Wastewater Treatment System(POWTS) will be abandoned and
replaced with a new system A State Sanitary Permit will be required
• Erosion and sediment control plans have been submmed and meet Wisconsin Department of
Natural Resources Technical Standards Best management practices and stormwater management
will be incorporated
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1 Por to Construction, erosion control measures as per plan must be installed prior to all land
disturbance activity A tacking pad (3-6" clean, breaker rock) shall be placed at the entrance of the
property and a second row of silt fence or sediment log shall be placed along the western edge of

2 A pre -construction inspection is required to verify erosion and sediment control are Installed and
to discuss the construction timeline The CHI shall be staked at this Inspection. Please call me
at (715) 386-4683, to schedule this inspection

Corrdiors may be created by selevtive removal of shrubs and saplings, and the selevtive claiming
of larger trees to provide a filtered view Vegetation managmenet outside this area, but within the
vegetative buffer zone, will involve removal of invasive species and shall following the
managmenet and restoration plan submitted with this permit Comparabler native tree species
shall be replaced within this desginatd area
4 In order to award one point Per mitigation, compliance with Ch T/ 30 M 3. is required, removal of
100-250 square feet within the 35 75 foot setback is proposed per plan
5. St Croix County reserves the right to require additional sediment and erosion control measures to
be Installed if found necessary due to site specific concerns and will be documented in an as built
site plan
6 All temporary erosion control measures shall be left in place and maintained until the site has
reached a point of at least➢0% permanent vegetation Permanent vegetation shall be established
once final grade is reached or as soon as applicable per plan
Z A post -construction inspection is required prior to removing the temporary sediment and erosion

8 It is the applicant's responsibility to secure any other required local, state or federal permit(s) and
