Rd. E. Part of that repair was cleaning out the drywell. This involved removing the dirt from the top of the drywell, taking off two of the cement slabs, and entering the drywell. This is not a precast drywell, I would describe it as a "laid up" drywell where four blocks come together a corner of each was left out forming a window. Upon entering the drywell it was noted that a large amount of roots had coated the inside surface. These first were cut and aloud to fall to the bottom of the drywell. At that point it was noted that the most of the holes were also plugged, so using a three thousand psi pressure washer, with about a two foot wand, the remaining roots and slug were cleaned out of these holes. The idea was to clean the biomat out of the way to allow the effluent to seep into the ground. The wand was inserted in the windows to clean out them out. The water from the pressure washer along with all the debris from the drywell was is sucked into my pumper as I am cleaning out the holes. This is a process that I have done to other drywell systems in an attempt to rejuvenate them. I have had very good success with this process and felt confident it would work here. It usually works better on drywell systems not surrounded by sewer rock. Thank you for your help in clearing up the problems with this property. Please feel free to call if I have left any questions unanswered. We were commissioned by realtors involved in the sale to conduct a complete soil and site evaluation to determine what kind of a replacement system would be required. As we understood, someone had conducted an inspection for purchase purposes that questioned the code compliance of the system. p y em. Thus, prior to closing we were hired to evaluate the site and soils to determine what kind of replacement system may be required. As noted on our report, we determined the system waS failing. This was due to two observations on site: (1) the drywell was extremely overloaded hydrolically (over 6' effluent measured), even in a homet hat was unoccupied at the time. (2) We observed surface discharage of sewage, either from the over - loaded drywell, or from a non -code compliant leaking septic tank. We clearly indicated this legally "failing" condition on our report of Nov. 13, 1999, t o the purchaser, prior to closing. WE understand that other complaints and problems have recently occured involing other persons working on this system. If ou have an further r uestions Y questions, P lease contact t ct us. We were commissioned by realtors involved in the sale to conduct a complete soil and site evaluation to determine what kind of a replacement system would be required. As we understood, someone had conducted an inspection for purchase purposes that questioned the code compliance of the system. Thus, prior to closing we were hired to evaluate the site and soils to determine what kind of replacement system may be required. As noted on our report, we determined the system waS failing. This was due to two observations on site: (1) the drywell was extremely overloaded hydrolically (over 6' effluent measured), even in a home hat was unoccupied at the time. (2) We observed surface discharage of sewage, either from the over - loaded drywell, or from a non -code compliant leaking septic tank. We clearly indicated this legally "failing" condition on our report of Nov. 13, 1_999, t o the purchaser, prior to closing. WE understand that other complaints and problems have recently occured involing other persons working on this system. If you have any further questions, please contact us. Rd. E. There are a few inaccuracies that I would like to point out regarding my involvement with this property. I hope it will be easier if I start with my involvement with this property since Mr. Woodward owned it. I was called, and agreed to meet Mr_ Woodward at 234 Cty. Rd. E in the fall of 2000. They were having problems with the drainage from the house to what everyone thought was the septic tank. Upon arriving at the property, I observed one 4 inch pipe coming out of a tank, there was no sign of surface discharge either above or below this tank, or any sign of failure of this system. When water was run in the house, it sounded like it was coming directly into this tank. Due to this fact, I assumed it was the septic tank, and thought due to the age of the house, there was a drywell below it. I suggested that since I could hear water coming into the tank from the house, it was a problem coming out of this tank, to what I assumed would be a drywell. I suggested that this tank be excavated in order to gain access to the exit pipe, so it could either be cleaned or replaced. I also suggested that if there was a dryweH for this system, we expose it and clean out the inside. I do not remember why this was not done in the fall of 2000. I was very busy at the time and maybe ran out of good weather. On April 9 2001 Mr. Woodward called to ask when I could expose what we thought was the septic tank. I told him I could do it in a few weeks, later that evening his tenant, Mr. Greg Maier, at 234 Cty. Rd. E called because water would not drain out of the house. I went to the property at about 7:00pm., pumped out of the 4 inch pipe. Again there was no sign of surface discharge or sign of system failure. After the tank was empty I was able to create a vacuum in the tank and clear what I thought was the pipe from the house to the septic, because when I had Mr. Maier run water and flush toilets I could hear water clearly running into this tank. I did not pump anything at 234 Cty. Rd. E on April 10 2001, nor did I state that I did. I was planning to expose the tank at 234 Cty. Rd. E on the week of April 23 -27. Due to a busy schedule I was not able to do it. On April 26 2001, I again pumped out of the 4 inch pipe. Not because I was called, or due drainage problems, just to ensure that they would not have a problems before I was able to find out what was there. Mrs. Maier, did tell me that since my April 9 visit they had to call the "Clog Unboggler" to clean the pipe from the house out. I again had her run water and again could clearly hear it running into the tank. On May 2 20011 did bring my back -hoe to 234 Cty. Rd. E and first, exposed to top of the one visible tank. Upon opening this tank I could not see an exit baffle, so I dug at the back side of the tank and could not find an exit pipe. I also noted that there was no toilet paper in this tank. It was at this point I started to expose the entry pipe to this tank and as I work my way from this tank east toward the house I hooked and broke this pipe. I did not bring pipe with me nor did I plan on replacing it when I was exposing it. I did tell Mr. Woodward that this pipe might need to be replaced. About fifteen feet above what was thought to be the septic tank, I did locate a metal septic tank. This tank had plywood, then metal sables, then the original cover. This cover was in one piece, there was no discharge through this cover, and there was no discharge around this tank. When this cover was removed it was noted both baffles were on the tank. This tank had not been pumped in a very long time, due to the fact that no one knew it was there. This was why they were having drainage problems, the tank was so full of solids that the baffles kept clogging. I did pump both the metal septic tank and what turned out to be the drywell on May 2 2001. When the drywell was pumped and inspected it was noted it had a heavy mat of roots around the inside, each time I pumped the drywell, April 9, April 26, and May 2. 2001 it was full, but not surface discharging, nor did the Maiers ever mention that it was doing that. I would like to note that the frequent servicing had nothing to do with a failed septic system and out of the three times I pumped it, only one time, April 9 was the pumping to relieve water backed into the house. On may 5, 20011 did clean out the inside of this tank. On May 8, 20011 did back fill the septic tank, the pipe between the septic and drywell, and the drywell. Rod, the work that I did on 234 Cty. Rd. E was with the original intent to get him by until a new system could be installed, if necessary. On May 2, 20011 feel I did give Mr. Woodward the impression he could add the plastic tube to gain access to the septic tank, since as noted it was not accessible before this. In hindsight I would say I did this because the rest of the system appeared to be code compliant. The septic tank is 750 gallons, and the drywell appears to be about 1500 gallons, also a soil test had been done for a replacement system. Plus, as I noted throughout this letter I saw no other signs of a failed septic system. This was wrong on my part. I know there are state approved products and should have told him those had to be used. I hope this helps clear up this matter, and please feel free to call if I have left any questions unanswered.
