ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Gerald Peterson, and Sharon Norton - Bauman; Councilmembers: Sue Nelson, Kristen Johnson, Vera Grant, Michelle Chevalier and Lois Burn. Also present were: Nutrition Program Managers Gina Evenson, Janice Thompson, Velma Crosby, Amy Hueg, Vivian Kemling, Joyce Schwartz, Faye Simone and Lyn Larson; Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Information & Assistance Specialist Cia Westphal; Health and Human Services Director Fred Johnson; ADRC Manager Brad Beckman; Family Care & IRIS Ombudsman Jennifer Borgh; Administrative Coordinator Chuck Whiting; County Board Chairman Roger Rebholz; Charlene Sackett. Excused were Councilmembers Judy Harrison and Ramsey Lee. ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Supervisor Wentz and seconded by Council member Burri; motion carried. DATE OF NEXT MEETING: Thursday, May 20`" in the Board Room of the St. Croix County Health Center in New Richmond. Council member Harrison will review vouchers. 1. Monthly Financial Report: Beckman distributed financial information for the ADRC and the Aging programs through March 31, 2010. 2. Consideration of Claims & Vouchers: Council member Grant reviewed the vouchers. A motion to accept the vouchers as presented was made by Council member Grant and seconded by Supervisor Schrank; motion carried. Please see page 5 for a list of vouchers reviewed by Chevalier. Council member Harrison will review next month's vouchers. 3. Family Care & IRIS Ombudsman: Jennifer Borgh, Family Care & IRIS Ombudsman with Disability Rights Wisconsin, introduced herself and provided information to the Council regarding the Ombudsman program for those who are 18 -59 and enrolled in or looking to enroll in IRIS or a Care Management Organization. 4. Presentation by Council Member Chevalier: Council member Chevalier reported there were more individuals at last month's consumer group meeting. She is planning on attending NAMI meeting next month. 5. Aging Updates: • Caregiver Pro _gram Council on Aging Page 1 05/05/10 • Interfaith Volunteer Needs Handout Council members received the most recent volunteer needs. Caregiver Coordinator Abrahamson informed the Council she has been orientating many new volunteers recently. • DUAway Adult Respite Program Update Caregiver Coordinator Abrahamson informed the Council there has been a decrease in census due to transitioning. Volunteers are still needed to assist with the New Richmond site. • Caregiver Conference: Abrahamson informed the Council Save the Date cards for October 15' and vendor /sponsorship registration forms have been sent out. More information will be provided as the time gets closer. • Transportation Program • The Glenwood City Senior Center to the nursery in Dunn County on May 2e and the Deer Park Senior Center to Maplewood in May. A motion to approve the out of county trips was made by Supervisor Schrank and seconded by Supervisor Wentz; motion carried. • Collaborative Agreement Between Center for Independent Living for Western Wisconsin to Provide Weekend and Night Transportation for Elderly and Disabled Consumers: Beckman informed the Council the weekend & night transportation program began April 1 St in the Hudson area. The Council members received a copy of the agreement for their reference. Beckman reported that no requests have been received yet. • Senior Center/Nutrition Program ■ Senior Center Highlights • Baldwin — Nutrition Program Manager Gina Evenson informed the Council that the Baldwin Senior Center has been busy since August. Presentation on fire safety, grief & depression and safety were given. Trips shopping, to the movies, the Landmark Center, Vrieze Farm, car show in Dunn County, and Mable Tainter Theatre were taken. Some of the activities that have taken place were a Valentine's Day dance, Grandparent's Day, Baldwin/Woodville Foundation fundraiser, and Wii Olympics. Upcoming activities: Senior Prom, Line Dancing, June Bug Days, and Senior Steppers group will start up again. • Deer Park — Nutrition Program Manager Janice Thompson informed the Council over 3,000 meals have been prepared at the Deer Park Senior Dining Site for Deer Park, Somerset, and New Richmond. Over the past year an electric oak fireplace has been added to the reading corner, they have hosted their annual Holiday Brunch, the first game for the Annual Countywide Card Tournament, and have gone on a few trips. The Deer Park Senior Center Board received a $500 grant from St. Croix Electric. • Glenwood City — Nutrition Program Manager Velma Crosby informed the Council the participants at the Glenwood City Senior Center have taken trips to Como Park, Council on Aging Page 2 05/05/10 Stillwater for shopping, and Sunset Harvest Nursery in Menomonie. They have also enjoyed lunches out with each of their trips. For the month of May, the annual intergenerational activity with the 5th graders will be held along with an antique doll show for Mother's Day. • Hammond & Roberts — Nutrition Program Manager Amy Hueg informed the Council that the Hammond Senior Center Board received a grant from St. Croix Electric and a Wii was purchase for the Hammond Nutrition Site. Participants have enjoyed playing bowling and Are You Smarter Than a 5 th Grader. Hueg and other members of the Senior Center Board were part of the Hammond Showcase at the St. Croix Central High School. Hueg has been writing weekly articles for St. Croix Central News. The participants enjoyed learning about bird watching, the orphan train, and going on trips with the Baldwin and Woodville Senior Centers. • New Richmond — Nutrition Program Manager Vivian Kemling informed the Council that the Senior Dining Site is open 3 days a week with home - delivered meals provided 4 days a week. Events such as Irish sing -a -long, Valentine's Day dance, and Christmas party with entertainment have take place since August 2009. Trips to A &W celebration of Mother's Day and Mary's Park in honor Father's Day are planned. • River Falls — Nutrition Program Manager Faye Simone informed the Council that the Senior Center is partnering with We1LHaven for excerise, blood pressure checks and library services. Pool is played daily, Bridge, 500, and Euchre played weekly. Bingo and Foot Care are held twice a month. Trips to the Swedish Institute, Alma and Menomonie have been taken. • Somerset — Nutrition Program Manager Joyce Schwartz reported that outings are planned on a monthly basis with lunch out on the 1" Friday of the month and shopping to New Richmond bi- weekly. Some activities and programming that has taken place over the past year are blood pressure screens monthly, hosted flu shot clinic, stroke prevention presentation, presentation on fire /rescue on emergency procedures. There has been lots of good music from a variety of groups. A group went to view the movie Blind Side. Birthday parties are held monthly. Students from St. Anne's continue to visit monthly during the school year. Schwartz also talked about the community outreach programs through the Senior Center such as sponsorship of a local family for Christmas, annual appreciation dinner, and working with the Life Skills class from Somerset School. • Woodville — Nutrition Program Manager Lyn Larson informed the Council of the activities that have taken place at the Senior Center in the past year. Some of the highlights were a magician, the New Year's party, Branson Show, Senior Prom in Baldwin, mentor program through the Baldwin/Woodville school district, Council on Aging Page 3 05/05/10 scrapbooking of site photos, hosting flu shot clinics, trips to Como Park & Zoo and other adventures. The Village of Woodville completed the painting of the sitting/dining area. The Senior Center Board received grants from the Anderson Foundation & the Baldwin/Woodville Foundation along with a donation of high speed internet & a computer from Baldwin Telecom. • Volunteer Appreciation Luncheon: Beckman reminded the Council the Luncheon will be on Friday, April 23 Supervisor Peterson will be recognized for his years of dedication to the Council on Aging. Representative Kitty Rhoades will also be recognized for her years of dedication. • Annual County Wide Card Tournament: Beckman informed the Council that the Card Tournaments are going well. Woodville is in the lead with Glenwood City in 2nd place. The Card Tournament will wrap up on Wednesday, May 19 in Amery. • Nutrition Advisory Council Meeting Wrap -up: The Nutrition Advisory Council met February 24 in River Falls. The group discussed food recommendations and suggestions. • CWAG Regional Meeting April 29 in Baldwin: The District 6 meeting will be on April 29 at the Baldwin Senior Center. Cost is $8.00 and individuals need to preregister. Registration forms are available at the ADRC. • AARP Tax Assistance: The AARP Tax Assistance at the local Senior Center/Nutrition Sites will be wrapping up shortly. The Nutrition site locations have been well attended. 7. ADRC updates: • Clerk Tye Beckman informed the Council that the position has been posted for four days a week — Tuesday — Friday from 8:30 a.m. — 5:00 p.m. • Information & Assistance Specialist — Update Information & Assistance Specialist Cia Westphal reported that since August 2008, excluding former waiver clients, 29 individuals have chosen Community Health Partnership — Partnership Plan (not including former Long Term Support Waiver clients), 82 have chosen Community Health Partnership — Family Care Plan (not including former Long Term Support Waiver clients), 116 clients have been referred to IRIS with 107 of them approved. One hundred fifty -seven individuals are on the current waiting list. Pre - Admission Consultations are received daily. There are currently 5 youth transitioning into adult services in process. • 2010 Health & Wellness Expo — Wrap -up: Beckman informed the Council 250 people attended the Health & Wellness Expo with 52 vendors. The event was a success again this year. There were more massage chairs compared to last year and the students were kept busy all day. Amery Behavioral Health was a big supporter for the event. • Website Update: Beckman informed the Council that a staff member from the ADRC is part of the work group currently working on the redesign of the County website. Once the home page for the County is determined, then the ADRC will work on its page or pages. Council on Aging Page 4 05/05/10 • ADRC of WI Receives National Award: Beckman showed the Council the certificate of awarded to the Wisconsin Department of Health Services for Aging & Disability Resource Centers from the US Department of Health & Human Services. • Consumer Survey tool update: Student Intern Lorie Jensen is working on the satisfaction survey for the ADRC. A report will be given at next month's meeting. 8. Correspondence a. Beckman read a letter from Sheila Harsdorf regarding support of Bill AB482. b. Beckman informed the Council that a letter of support for Mississippi Flats was written. c. Johnson informed the Council a resolution was passed by the County Board regarding the governance of the Council on Aging & Disabilities and accessibility to the County Board. Copies can be acquired from County Clerk Cindy Campbell. 9. _ Possible Agenda Items for Next Meeting: ADRC survey A motion to adjourn was made by Council member Grant and seconded by Supervisor Wentz; motion carried.
