ROLL CALL: Supervisors: Al Schrank, Gerald Peterson, Esther Wentz, and Sharon Norton - Bauman; Councilmembers: Sue Nelson, Judy Harrison, Vera Grant, Michelle Chevalier and Lois Burri. Also present were: Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Community Services Coordinator Tracy Davis; Information & Assistance Specialist Cia Westphal; Health and Human Services Director Fred Johnson; ADRC Manager Brad Beckman; IRIS Mentor Zacharias Pappas; Administrative Coordinator Chuck Whiting; County Board Chairman Roger Rebholz. Excused were Councilmembers Kristen Johnson and Ramsey Lee. ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made by Supervisor Schrank and seconded by Supervisor Peterson; motion carried. DATE OF NEXT MEETING: Thursday, April 15'" in the County Board Room of the St. Croix County Government Center. Council member Grant will review vouchers. 1. Monthly Financial Report: Beckman handed out financial information for the ADRC and the Aging programs through February 28, 2010. 2. Consideration of Claims and vouchers: Council member Chevalier reviewed the vouchers. A motion to accept the vouchers as presented was made by Council member Grant and seconded by Supervisor Norton - Bauman; motion carried. Please see page 4 for a list of vouchers reviewed by Chevalier. Council member Grant will review next month's vouchers. 3. IRIS Consultant speaker: Zacharias Pappas, IRIS Consultant Mentor, introduced himself to the Council and provided a presentation on the IRIS program. 4. Roles & Responsibilities of ADRC Governing Board — Supervisor Norton - Bauman: There was discussion surrounding the resolution that was passed on March 18, 2008 by the County Board and the restructuring of the County Board. The resolution shows an organizational structure where Health & Human Services Board and Council on Aging & Disabilities have a connection but direct contact to the County Board. Under the restructuring of the County Board and committee breakdown, the Council on Aging & Disabilities was placed under Health & Human Services with no direct contact to the County Board. Administrative Coordinator Chuck Whiting was asked to speak on the change. He stated, "The intent of the restructuring was not to take away the direct Council on Aging Page 1 05/05/10 contact or change the function of the Council on Aging & Disabilities. The organizational chart may be different, but everything else will remain the same." There was discussion on what would need to be done to ensure the voices and concerns of the stakeholders would be heard. Also, the need for clarification on the relationship between the Health & Human Services Board and the Council on Aging & Disabilities will be in the new organizational chart. A recommendation was made to have ADRC staff work with Corporation Counsel and Administrative Coordinator Whiting to review the functions of the Council on Aging & Disabilities and clarify the relationship between the Heath & Human Services Board and the Council on Aging & Disabilities and report back to the Council. 5. St. Croix County Community Health Improvement Plan: Beckman informed the Council that he has been part of a group looking at the health priorities in the County. Community Health Improvement Plan (CHIP) is a required improvement plan done every 5 years. St. Croix County Public Health and area hospitals have been part of the plan. St. Croix County is ranked #2 in the state. The ADRC will be taking part in Stepping On — falls prevention program and Living Well With Chronic Conditions. Volunteers are being sought for Train the Trainers for both programs. Information is available at the ADRC. 6. Aging Updates: • Caregiver Program • Interfaith Volunteer Needs handout Council members will receive the most recent volunteer needs in the mail. • DUAway Adult Respite program update Caregiver Coordinator Abrahamson informed the Council there are new members at the DayAway locations. Volunteers are still needed to assist with the program. • Caregiver Conference: Abrahamson informed the Council Save the Date cards for October 15 and vendor /sponsorship registration forms have been sent out. More information will be provided as the time gets closer. • Transportation Program ° The Glenwood City Senior Center to Stillwater on March 23 and to the nursery in Dunn County on April 22n A motion to approve the out of county trips was made by Supervisor Schrank and seconded by Council member Burri; motion carried. o Collaborative agreement between Center for Independent Living; for Western Wisconsin to provide weekend and night transportation for Elderly and Disabled consumers: Community Services Coordinator Davis provided the Council with copies of the signed contract between Center for Independent Living and the ADRC along with an informational sheet on the program. Discussion was held regarding the guidelines and the screening of riders. The program will begin April 1S in Hudson on Saturdays and Sundays from 8:00 a.m. — 5:00 p.m. Rides will be coordinated by Center for Independent Council on Aging Page 2 05/05/10 Living along with the screening process. A motion was made to accept the transportation agreement by Supervisor Schrank. An amended motion was made by Supervisor Norton - Bauman accept the transportation agreement once Corporation Counsel has reviewed it and seconded by Council member Burri; motion carried. • Senior Center/Nutrition Prog am • Senior Center Highlights Community Services Coordinator Davis informed the Council that many of the Senior Centers have buses going to Senior Americans Day in Eau Claire and the Health & Wellness Expo. Foot Care has expanded to many of the Senior Centers. • Volunteer Appreciation Luncheon: Davis informed the Council the Volunteer Appreciation Luncheon will be held on Friday, April 23 at The Orchard in Baldwin. Almost 300 invites will be sent out Friday to individuals who contributed a minimum of 20 hours in 2009 or served on a board. Individuals were asked to RSVP with the ADRC. • Annual County Wide Card Tournament: Davis informed the Council that the Annual County Wide Card Tournament kicks off March 24 at the Deer Park Senior Center. Teams will travel to the local Senior Centers/Nutrition Sites to play 500, Cribbage, or Euchre and compete for the `Traveling Trophy'. • Nutrition Advisory Council meeting wrap -up: The Nutrition Advisory Council met February 24 in River Falls. The group discussed food recommendations and suggestions. • CWAG Regional meeting April 29 in Baldwin: The District 6 meeting will be on April 29 at the Baldwin Senior Center. Cost is $8.00 and individuals need to preregister — forms are available at the ADRC. • AARP Tax Assistance: The AARP Tax Assistance at the local Senior Center/Nutrition Sites will be wrapping up shortly. The Nutrition site locations have been well attended. 7. ADRC updates: • Springsted Study: Beckman informed the Council that Springsted will be going back to the Finance Committee. There was discussion on what may happen if the study is thrown out totally. When Springsted began, the Aging staff received compensation comparable to other positions similar to theirs, but have not seen a pay increase or any sort of pay grid breakdown since. Springsted was to do that. But if the study is thrown out, what can be done to compensate those that are still underpaid. A recommendation was made to have those members of the Council on Aging & Disabilities that are also part of the Finance Committee voice the concerns of the Council and staff at the next Finance meeting. • Information & Assistance Specialist — Update Information & Assistance Specialist Cia Westphal reported that since August 2008, excluding former waiver clients, 13 individuals have chosen Community Health Partnership — Partnership Plan (not including former Long Council on Aging Page 3 05/05/10 Term Support Waiver clients), 74 have chosen Community Health Partnership — Family Care Plan (not including former Long Term Support Waiver clients), 112 clients have been referred to IRIS with 101 of them active and 25 individuals have completed Nursing Home Relocation. One hundred thirty-two individuals from the waiting list have been served with one hundred thirty -five on the current waiting list. Pre - Admission Consultations are received daily. • 2010 Health & Wellness Expo March 27 Beckman reminded the Council the 2nd annual Health & Wellness Expo is scheduled for March 27 at the WITC in New Richmond. Marketing has been done through River Towns News both in the paper and online. • Service Directory: Beckman informed the Council that the directory is done and passed copies out to the Council members. Distribution of the directories is now taking place. • Website update: Beckman informed the Council that now that the Directory is complete, the website will be the next task to complete. 8.
