ROLL CALL: Supervisors: Al Schrank, Gerald Peterson, Esther Wentz, and Sharon Norton - Bauman; Councilmembers: Kristen Johnson, Judy Harrison, Vera Grant, Michelle Chevalier and Lois Burri. Also present were: Administrative Assistant Renea Aeschliman; Community Services Coordinator Tracy Davis; Preventative/Nutrition Program Coordinator Randi Hanson; Information & Assistance Specialist Denise Gillen; Health and Human Services Director Fred Johnson; ADRC Manager Brad Beckman; Bridge for Hudson Youth and Adults with Disabilities Peg Gagnon; County Board Chairman Roger Rebholz; Charlene Sackett. Excused were Councilmembers Sue Nelson and Ramsey Lee. ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made by Council member Burn and seconded by Supervisor Norton- Bauman; motion carried. DATE OF NEXT MEETING: Thursday, March 18 in the County Board Room of the St. Croix County Government Center. Council member Chevalier will review vouchers. 1. Monthly Financial Report: Beckman handed out financial information for the ADRC and the Aging programs through January 31, 2010. 2. Consideration of Claims and vouchers: Council member Burn reviewed the vouchers. A motion to accept the vouchers as presented was made by Council member Burn and seconded by Council member Harrison; motion carried. Please see page 5 for a list of vouchers reviewed by Burn. Council member Chevalier will review next month's vouchers. 3 The Bridle for Hudson Youth & Adults with Disabilities: Peg Gagnon presented information regarding the services and programs offered through the Bridge for Hudson Youth with Disabilities. In 2004, several families came together to form an organization that would be devoted to providing opportunities for youth with disabilities as they transitioned into adulthood. In collaboration with Hudson School District, the transition house, called Claiborn House, started to assist those 17 -21 years of age to learn daily living skills. As the clients aged into adulthood, the agency noticed the need to continue the opportunities to existing clients and other adults with disabilities. With the expanded focus, the organization will be changing its name to Bridge for Hudson Youth and Adults with Disabilities. In January, the Bridge acquired a space on Brakke Drive, off of Exit 4, to expand their program possibilities. Clients from St. Croix and Pierce Counties partake in adult day services, social clubs, arts & music, sports, dances, transition services, transportation to /from day programs Council on Aging Page 1 03/31/10 and other seasonal activities. 4. Introduction of Student Intern, Lorie Jensen: Lorie Jensen introduced herself to the Council. Jensen is a student from UW Stout majoring in Human Development. She is a retired nurse and a foster family for children with disabilities. She will be assisting with the ADRC survey, Adult Protection Program and the 2010 Caregiver Conference. 5. State & Local evaluation for ADRC, Community Health Partnership, & Self- Directed Services (IRIS): Beckman informed the Council that the state will be starting the survey process. The surveys will be conducted randomly and the individuals will be choosen from the Beacon database. IRIS will conduct its own survey on clients. The ADRC will conduct an internal quality assurance survey once the tool is completed. 6. Aging Updates: • Caregiver Program o Interfaith Volunteer Needs handout Council members will receive the most recent volunteer needs in the mail. • DayAway Adult Respite program update Beckman informed the Council assessments and matches have been going gangbusters. There are many yet to complete this month with new referrals coming in all the time. A new volunteer was trained to assist with the transportation scheduling. Beckman informed the Council Caregiver Support Coordinator Abrahamson will be writing a grant proposal for additional funding for Retired Senior Volunteer Program (RSVP) to expand the program and receive additional volunteer assistance with clerical duties. • Caregiver Conference: Beckman informed the Council Molly Cox will be the keynote speaker for the day. The conference will close with a fun workshop called Tru Colors. Save the Date cards and vendor /sponsorship registration will go out shortly. • Transportation Program ° The Glenwood City Senior Center and Woodville Senior Center are requesting 2 vans to go to Eau Claire for Senior Americans Day on March 30 two vans to go to Como Park on April 16 A motion to approve the out of county trip was made by Council member Grant and seconded by Council member Burn; motion carried. o Collaborative agreement between Center for Independent Living for Western Wisconsin to provide weekend and night transportation for Elderly and Disabled consumers:_ Community Services Coordinator Davis informed the Council of a meeting between Denise Larson from the Center for Independent Living, Elijah, owner and proprietor of Kilimanjaro Taxi has been set for March 11 to finalize weekend affordable, accessible weekend transportation for elderly and disabled. Davis stated the program would start Council on Aging Page 2 03/31/10 April 1 St in Hudson and will expand countywide eventually. ADRC will be the fonder, Center for Independent Living will be the scheduler, and Kilimanjaro Taxi will be the provider. o 5310 Grant: Davis informed the Council she completed and submitted a 5310 Grant to the state to acquire 2 vehicles; one 12 plus 2 wheelchair mini bus and a 14 passenger mini bus, through Aging & Handicapped, Inc. The ADRC and St. Croix Industries would lease the vehicles from Aging & Handicapped, Inc similar to other vehicles in the ADRC fleet. The grant is awarded sometime in May; money would then be received in September and the vehicles would be available in 2011. • Senior Center/Nutrition Pro ram • Senior Center Highlights Preventative/Nutrition Program Coordinator Hanson reported a SafeSery class was rescheduled to February 19 due to inclement weather in January The First Aid/CPR training on February 5 th was very well received. The trainers were very knowledgeable and the staff enjoyed the training. • Volunteer Appreciation Luncheon: Hanson informed the Council the Volunteer Appreciation Luncheon will be held on Friday, April 23 at The Orchard in Baldwin. Individuals who contributed a minimum of 20 hours in 2009 to the ADRC will receive an invitation to the event and be honored. All Council members will be invited as well. • Annual County Wide Card Tournament: Davis informed the Council that the Annual County Wide Card Tournament will start mid March and will continue into May. Teams will travel to the local Senior Centers/Nutrition Sites to play 500, Cribbage, or Euchre and compete for the `Traveling Trophy'. River Falls decided not to participate this year and Amery Senior Center will be a host location. Flyers were given to the Council members. • Love Bap-s: Davis informed the Council 122 Love Bags were distributed to homebound participants in St. Croix County. The Love Bags, filled with fruit, were funded by an anonymous donor to the United Way and delivered with the assistance of Andersen Window Corporation employees. The Food Resource Collaborative acquired some small honey dew melons that were then added to the bags. Davis stated there is enough money in the coffers to provide Love Bags next year. • Nutrition Advisory Council meeting wrap -up: The Nutrition Advisory Council has yet to meet on February 25 in River Falls. The group will be touring the new River Falls City Hall and lunch will be at the River Falls Senior Center/Nutrition Site. • Nutrition Program Managers meeting wrap -up: The Nutrition Program Managers met on February 17 in New Richmond. • AARP Tax Assistance: The AARP Tax Assistance began at the local Senior Center/Nutrition Sites last week. • Upcoming_ Event: Hanson will be coordinating a golf scramble fundraiser at the Council on Aging Page 3 03/31/10 Hammond Golf Course on June 25 The money raised through the scramble, silent auction, and raffle will go toward the Congregate Nutrition Program. The Annual Senior Center Picnic will be on June 11 th . 7. ADRC updates: • Springstead Studer Beckman informed the Council that the three Information & Assistance Specialist positions have been put back to Grade 13 on the pay grid. Currently Beckman is waiting for the Preventative/Nutrition Program Coordinator position to be listed on the grid. One of the positives of the Springstead Study, the Aging staff were put on the pay grid. • Information & Assistance Specialist — update: Information & Assistance Specialist Denise Gillen presented the Client Transition update to the Council. • Client Transition Update Gillen reported that since August 2008, excluding former waiver clients, 13 individuals have chosen Community Health Partnership — Partnership Plan (not including former Long Term Support Waiver clients), 68 have chosen Community Health Partnership — Family Care Plan (not including former Long Term Support Waiver clients), 107 clients have been referred to IRIS and 25 individuals have completed Nursing Home Relocation. One hundred twenty -four individuals from the waiting list have been served with one hundred thirty -five on the current waiting list. Pre - Admission Consultations are received daily. • 2010 Health & Wellness Expo March 27 Beckman informed the Council the 2 nd annual Health & Wellness Expo is scheduled for March 27 at the WITC in New Richmond. Vendor registration forms were mailed out to vendors from last year and other prospective vendors. Some vendors have already returned their registrations. • Service Directory: Beckman informed the Council that the directory has gone to the publisher for printing and will be here before the Health & Wellness Expo. 8. Correspondence Beckman read thank yous from Secret Santa recipients. 9.
