Community Development staff have reviewed the Land Use Permit application for the construction
of a new single-family dwelling, accessory structure, septic system, and driveway within the
Shoreland Overlay Zoning IRsWct The request has been conditionally approved based on the
application submission and the following findings
The conditionally permitted structure is proposed in the Town of Richmond, within a Shoreland
Overlay District
The proposed land disturbance is within 300 feet from the ordinary high-water mark (OHWM) of
Lundy Pond
All proposed development will be located outside of the Zone A, Floodplain boundary per FEMA
FIRM Map Panel Number 55109CO210E as per the revised site plan map submitted 8/31/2020.
The proposed structure meets the 75-foot setback to the OHWM The setback shall be measured
to the closest point of the structure pursuant to Ch 17 30 G 1
The proposed structures meet the setbacks to the property lines and maximum 35-foot height
requirement
The proposed land disturbance is less than Uacre and will not affect slopes greater than 12%
The total impervious surface calculation within 300 feet of the OHWM resulted in 5 3%,therefore
mitigation standards as per Chapter t] 30 M are not required
Erosion and sediment control plans have been submitted and meet Wisconsin Department of
Natural Resources Technical Standards Best management practices will be incorporated A
tracking pad will be required as a part of conditional approval
A state sanitary permit application was submitted 0n August 6, 2020 New soil borings were
completed on 8/30/2020 to relocate the system above the Zone A Floodplam boundary This
application is pending approval
Based on these findings, approval of the Land Use Permit is subject to the following conditions

1 Prior to Construction, erosion control measures, such as silt fencing and a tracking pad at the
entrance must be Installed prior to all land disturbance activity (see included site plan)
2. A pre-cbnrtmction inspection Is required to validate setbacks and erosion control Please call me
at(]15)386-4616, to schedule this inspection
3 The flood elevation as per per the FEMA FIRM Map Panel Number 55109CO210E shall be flagged

4 St. Croce County rese es the right to require additional sediment and erosion control measures to
be installed if found necessary, due to site -specific concerns and will be documented in an as built
site plan
5 All temporary erosion control measures shall be left in place and maintained until the ate has reached
a point of at least➢0% permanent vegetation Permanent vegetation shall be established once final
grade Is reached or as soon as applicable per plan.
6 A past -construction Inspection Is required prior to removing the temporary sediment and erosion
control measures to verify proper vegetation cover has been established Please call me at

The Department of Natural Resources shall be contacted for a Is 216 permit if land disturbance
equals one acre of greater m size
8 It is the applicant's responsibility to secure any other required local, state or federal permit(s) and
approval(s) prior to land disturbance activity, Including a State Sanitary Permit for the installation of
the FONTS
9. Failure to comply with the terms or conditions above may result in the revocation of this permit by
the Zoning Administrator pursuant to Chapter 15 555 and Chapter 17 30 P (13)
