ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Sharon Norton - Bauman and Richard `Buzz' Marzolf, Council members: Sue Nelson, Ramsey Lee, Judy Harrison- Belisle, Vera Grant, Michelle Chevalier and Lois Burri. Also present Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Information & Assistance Specialist Kelly Weber; Health and Human Services Director Fred Johnson; ADRC Manager Brad Beckman; Administrative Coordinator Chuck Whiting; HHS Financial Manager Tonya Kusmirek; Nutrition Program Managers Gina Evenson, Janice Thompson, Velma Crosby, Amy Hueg, Vivian Kemling, Joyce Schwartz, and Lyn Larson ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Supervisor Wentz and seconded by Supervisor Marzolf, motion carried. DATE OF NEXT MEETING: Thursday, November 18 in the County Board Room of the St. Croix County Government Center in Hudson. 1. Monthly Financial Report: Beckman distributed financial information for the ADRC and the Aging programs through September 30, 2010. 2. Consideration of Claims & Vouchers: Supervisor Schrank reviewed the vouchers. A motion to accept the vouchers as presented was made by Supervisor Schrank and seconded by Council member Lee; motion carried. Please see page 6 for a list of vouchers reviewed by Schrank. Supervisor Wentz will review next month's vouchers. 3. ADRC 2011 Budget: Johnson explained to members of the Council per the direction of the Administration Committee, cuts that were made on the proposed ADRC budget. The positions requested by the ADRC for 2010 were reduced in hours and changed to contracted employees. The Preventative/Nutrition Program Coordinator's increased hours were also eliminated. There was discussion as to why the hours were eliminated. Supervisor Norton - Bauman pointed out that the Administration Committee looked at what the benefit package cost would be on the levy. There was discussion at the Administration Committee of having two staff share the position allocating 15 hours to each staff member a week, eliminating the need for benefits. There was also mention of how adding hours to one position while cuts are being made to others will be perceived. Council on Aging & Disabilities Page 1 02/03/11 4. Improving Mental Health Consumer Group update: Councilmember Chevalier announced the opening of The Castle Center in New Richmond. The program is by and for persons with mental illness. It will be open on Thursday afternoons 12:30 p.m. — 4:30 p.m. at 1237 N Knowles Ave (across from Pete's Pizza in Century 21 building). 5. Review of Aging & Disabilities By -Laws: Beckman stated the recommended changes were made from last month. The revised by -laws were given to Corporation Counsel to review again to ensure nothing was missed. A motion was made to table the voting of the by -laws until next month by Councilmember Burri; seconded by Supervisor Wentz; motion carried. 6. Aging Updates: • Caregiver Progr Caregiver Support Coordinator Abrahamson informed the Council the Stepping On class will be held in River Falls again due to high demand from the last time it was offered. The Living Well With Chronic Conditions will be finishing up in Baldwin next week. o lnterfaith Volunteer Needs Handout Council members received the most recent volunteer needs. Abrahamson mentioned she is currently working with different groups on leaf raking projects. o DayAway Adult Respite Program Update Caregiver Coordinator Abrahamson informed the Council the program is going well. Volunteers are needed in Hudson and there is always room for more participants. o Caregiver Conference: Abrahamson stated the Caregiver Conference held last Friday was very well attended. The committee of 15 started planning in January for the days events and researched speakers that would be beneficial to the target group of family caregivers. The day was attended by 165 individuals (caregivers and professionals) and 35 vendors. There were numerous breakout sessions to choose from as well as a very informative keynote speaker and closing speaker. • Transportation Program o Transportation Requests: There were no requests for the month. • Senior Center/Nutrition Program: ■ Senior Center Hi�,Yhlights • All the Nutrition Program Managers thanked the Council members for their assistance with the wage compensation. • Baldwin — Nutrition Program Manager Gina Evenson informed the Council participation has increased on Mondays and Wednesdays. Activities that have taken place since Spring include line dancing, painting classes, June Bug days, variety of presentations, movie nights, County fair, dominoes, LCR, presentation on Kenya, Healthy Living presentation, celebrated homecoming week with dress up days and a dance, flu clinic, attended Deer Camp the musical, and Halloween costume party. Trips were taken to Como Park and National Eagle Center. The Senior Center received new carpet and paint, joined the Chamber of Commerce, and is part of the Coffee's On group with other Chamber members. Upcoming Council on Aging & Disabilities Page 2 02/03/11 events planned: Speaker on Grief, Turkey Day dinner, Christmas party and a New Year's Day party. • Deer Park — Nutrition Program Manager Janice Thompson thanked the United Way for the support given to the Senior Center. Some of the activities that have taken place since spring include giving of Easter bags to the participants courtesy of the Senior Center Board; monthly birthday and anniversary celebrations; celebrated Earth Day, Memorial Day, the Fourth of July and the 24 anniversary of the Senior Center opening its doors; the Willow River Peacemakers quilting group displayed some of their craftsmanship; held a pumpkin/squash weight guessing contest; took a trip to the Peterson Farm. The Senior Center received a grant for a defibrillator. Muriel Volkert retired as the Nutrition Program Cook's Aide recently and a new one was hired. Most recently the Senior Center received some new chairs and tables to replace the ones that were there the day the Senior Center opened. • Glenwood City — Nutrition Program Manager Velma Crosby informed the Council for Memorial Day the veterans were honored and patriotic songs were sung, on Mother's Day plants were provided; on Father's Day fish `tale' stories were told; in September Grandparents Day was celebrated with bring your grandchild to the senior center; October a Halloween party was celebrated with Little Falls Music Makers. Other activities that have taken place since spring were monthly birthday celebrations, bingo, Cooking Healthy for One or Two presentation, flu shot clinic and most recently started 500 card game. The participants at the Glenwood City Senior Center have taken trips to the Willow River State Park for a picnic, Dunn County Pottery Shop, Eat My Fish/Herbies Fish Farm in Dunn County, and three apple orchards. Crosby also explained there is a volunteer at the Glenwood City Senior Center who is an employee at Wal -Mart in Menomonie. Wal -Mart will match volunteer hours to dollars up to a designated amount, this year the Glenwood City Senior Center received a check for $250.00. • Hammond & Roberts — Nutrition Program Manager Amy Hueg started her presentation by remembering Donna Hauser, Senior Center Board member who passed away recently. The "Improving Health through Activities" have included chair exercise, blood checks, foot care, nutritional presentation and most recently a Wii Bowling tournament and Walking Across St. Croix County activity. Increasing publicity and participants have been done through articles in local newspapers and magnetic signs for the van. Special activities that have taken place since spring were May Day baskets, pontoon ride in Star Prairie, rocket launch presentation, trip to an orchard, bingo, monthly birthday celebrations, card making and most recently `What is it ?' activity. The Roberts Senior Center celebrated its 10 anniversary as well. Hueg also mentioned the Hammond and Roberts Senior Centers are taking part in the Holiday Pie fundraiser. • Hudson — Nutrition Program Manager Di Johnson informed the Council the picnic outings have been the biggest success over the summer. Since spring the senior Council on Aging & Disabilities Page 3 02/03/11 center has gone on trips to an orchard, Cady Cheese Factory, leaf tour, and participated in Pepper Fest in North Hudson. Some activities /programs were flu shot clinic, foot care, chair massage, bingo, shopping, and monthly birthday celebrations. • New Richmond — Nutrition Program Manager Vivian Kemling informed the Council of events such as Mother's Day roses for moms, Father's Day karaoke and picnic, pot luck polka picnic in Star Prairie, Martha Mabis provided a nutrition presentation, Halloween party, bingo, and daily cards have taken place since spring. Residents from the Deerfield visit on a monthly basis. Upcoming events /programs are Veteran's Day program and Christmas party with John & Maureen. • River Falls — Nutrition Program Manager Faye Simone was not present, but provided site highlights since spring. All activities are going quite well, with euchre, bridge, bingo, and foot care being the most well attended. Scrabble was added recently to the weekly activities. The annual fundraiser was a success at the Moose Lodge raising approximately $400. Informational speakers have been scheduled during the monthly General meeting — celebrating the 75 years of Social Security, changes on Medicare, and presentation on cooking for one & two. The trip to Trempealeau County was enjoyed by 55 people with stops at the Mill Pond Market in Eleva, St. Peter & Paul Church in Independence, Countyside Lefse Factory in Blair, and the 1866 Pigeon Creek Lutheran Church in Pigeon Falls. The Christmas party is set for Monday, December 6 th at 11:15 a.m. at the Westwind Supper Club in River Falls. • Somerset — Nutrition Program Manager Joyce Schwartz reported that outings are planned on a monthly basis with lunch out on the 1S Friday of the month and shopping to New Richmond bi- weekly. Some activities and programming that has taken place since spring are blood pressure screens monthly, hosted flu shot clinic, Mother's Day luncheon, trip to nursery, Pea Soup Days parade, Martha Mabis nutrition presentation, Healthy Active Aging week with different speakers, and hosted flu shot clinic. A group went to view a movie at the New Richmond Theater and attended the Fogey Follies. Birthday parties are held monthly. Students from St. Anne's continue to visit monthly during the school year. Schwartz also talked about the holiday pie fundraiser. • Woodville — Nutrition Program Manager Lyn Larson informed the Council of the activities that have taken place at the Senior Center since spring. Some of the highlights were a trip to Como Park Conservatory, graduation party, Syttende Mai celebration, celebrated dairy month, fishing stories, took part in the Uf Dah Days celebration, free hearing screenings, identity theft prevention presentation, trip to orchard in Chippewa Falls, hosted flu shot clinic and foot care twice a month. The Village of Woodville will be replacing the floor at the senior center the last week in October due to damage from the flood in August. The Senior Center will be closed during the time with meals being prepared at the Phoenix Bar & Grill for Baldwin, Hammond, Roberts and the Woodville home - delivered meals. The Senior Center Council on Aging & Disabilities Page 4 02/03/11 became a host site for the WestCAP commodities program. The Senior Center Board received grant from the Ann Marie Foundation to purchase swinging signs for the senior center. The Senior Center raised money at the St. Croix County fair during the silent auction and hosted their annual Soup & Salad Luncheon raising approximately $600.00. Upcoming events /programs are Thanksgiving dinner on Tuesday, Nov. 23r for the participants and community members, bingo catered day, Veteran's Day celebration, and count down to noon to celebrate the New Year. ■ Senior Monster Mash Bash: Beckman informed the Council members the annual Monster Mash Bash will be held on Friday, October 29 at the Roberts Park Building from 1:00 p.m. — 3:00 p.m. The event is open to public with monetary donation at the door going to the Senior Center Board Coalition. 7. ADRC updates: • Inclusion & Exclusion Guidelines Policy: Beckman informed the Council members the most recent version of the Inclusion & Exclusion policy is being reviewed by Corporation Counsel. A motion was made to table voting on the policy by Supervisor Schrank; seconded by Supervisor Wentz; motion carried. • Information & Assistance Specialist — Update Information & Assistance Specialist Kelly Weber reported between September 16 and October 20 th , zero referrals were made to Community Health Partnership — Partnership Plan; 5 referrals were made to Community Health Partnership — Family Care Plan; 4 individuals are disenrolled from CIIP. Five clients have been referred to IRIS with one enrolled; sixteen recertification have been completed. There were four nursing home relocation referrals. There were 28 PAC referrals with 20 of them requesting information on the ADRC. The total number of assessments for the month was eighteen. One hundred twenty -nine individuals are currently on the waiting list with twenty -three individuals prior to August 2010. • Website Update: Aeschliman revealed the County website to the Council members and reviewed the ADRC home page. She invited all the Council members to surf the site and check it out. The Information & Referral portion of the page is not yet complete and involves coordination with the state and the IT Department. 8. Correspondence Beckman read some Thank you notes that were received. 9.
