A NCLEN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 9/17/2010 10:17 AM COUNCIL ON AGING AND DISABILTIES MEETING September 24, 2010 Health & Human Services Board Room, New Richmond, Wl CALL TO ORDER: Chair Nelson called the meeting to order at 10:30 a.m. Pledge of Allegiance was said. ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Richard `Buzz' Marzolf, and Sharon Norton - Bauman; Council members: Sue Nelson, Ramsey Lee, Michelle Chevalier, Vera Grant and Lois Burri. Also present Administrative Assistant Renea Aeschliman; Student Intern Jessica Mclntrye; Community Services Coordinator Tracy Davis; Preventative/Nutrition Program Coordinator Randi Hanson; Health and Human Services Director Fred Johnson; ADRC Manager Brad Beckman; Administrative Coordinator Chuck Whiting. Excused was Council members Kristen Johnson and Judy Harrison- Belisle. DATE OF NEXT MEETING: Thursday, October 21 " in the County Board Room of the St. Croix County Government Center in Hudson. 1. ADRC 2011 Budget Priorities: Beckman reported the Administration Committee voted to place the aging staff on a wage compensation grid developed by Human Resources with the understanding that compensation may change after the Carlson Study is completed. The wage increases for 2010 will be covered by contingency fund of the county. The 2011 amount will be covered by the Nutrition Trust. With that in mind, Council members were asked to think about what they feel the priorities should be. Johnson informed the Council that Health & Human Services as a whole was asked to cut the overall budget by $300,000 to $350,000. Currently the County budget shortage is $800,000 and more reductions may need to be done. Johnson laid out the budget adjustments that have currently been made with the ADRC /Aging budgets. ADRC: - Revenue increased by $44,000 due to a miscalculation of the state MA match - Reduced expenses by removing the two fulltime positions and additional hours for the Preventative/Nutrition Program Coordinator requested, but left $35,000 for contracted services for Adult Protection Services and contracted Benefit Specialist Services. - Reduced guardianship fees - Reduced Long Term Support operational needs Aging: - Cost shifting of three staff to the ADRC to decrease the levy by approximately $10,000 A sheet was handed out to the Council members laying out the first six months of the year regarding the number of meals served at the Senior Nutrition Sites by day and the cost for each of the locations. Currently the Congregate Nutrition and Site Transportation programs utilize the majority of the county levy dollars received for the Aging programs. Council on Aging & Disabilities Page 1 11/04/10 To reduce levy expense for aging services, closing or consolidation of nutrition sites and reduction in transportation services were discussed. In addition, consolidation of food prep locations and comparing contract costs for meals preparation were reviewed. Staff will review food preparation costs as future options to consider as budget difficulties are anticipated to continue. No reductions in the nutrition and transportation programs will be made for 2011. Council Chair Nelson asked how many hours the Preventative/Nutrition Program Coordinator position is currently budgeted for. Hanson stated she is budgeted for 19 hours, but is unable to complete all the tasks her job entails. The 2011 budget requested an additional six hours. There was discussion as to how the additional hours would be covered. Beckman informed the Council the position is one of the three where a percentage will be shifted from Aging to ADRC. The position will now receive benefits and some will fall on Aging, but the cost shifting will keep the amount relatively the same. A motion was made to reinstate the additional six hours for the Preventative/Nutrition Program Coordinator by Council Chair Nelson; seconded by Council member Lee; motion carried: Yes -8; No- 1. The Council was informed there is anticipated to be a soft hiring freeze and all purchases over $750.00 may need chair approval. Beckman informed the Council the Cook's Aide position in Deer Park recently became vacant and will need to be filled. Options to fill the position on a temporary basis were discussed. A motion to adjourn was made by Supervisor Wentz and seconded by Council member Lee; motion carried.
