3. ADRC 2011 Buftet: Johnson explained to members of the Council per the direction of the
Administration Committee and the County Board, cuts were made on the proposed budget.
The positions requested by the ADRC for 2010 were reduced in hours and changed to
contracted employees. The Nutrition program managers increased hours were also eliminated.
These reductions, along with other items within Health & Human Services were completed to
help in bring down the deficit. Even with the current cuts, it is a possibility more cuts will be
needed given the late notice on the health insurance increase. The Administration Committee
will determine the amount needed to bring the county budget as a whole in line. When looking
at the Aging portion of the budget, congregate nutrition and site transportation programs
receive the most county levy dollars. Reductions in County Levy would could likely impact
these programs. Johnson pointed out the Health & Human Services Board will be holding an
additional meeting on Friday, September 24 in New Richmond to discuss budget priorities.
The Council on Aging & Disabilities decided to meet after the HHS meeting at 10:30 to do the
same. There was discussion around what employees may pay for health insurance and the
Council on Aging & Disabilities Page 1 11/04/10
possibility of exploring more grants. Beckman explained the programs within the
ADRC /Aging budget that receive levy dollars are: Benefit Specialist, Supportive Services,
Congregate Nutrition, Site Transportation and the Adult Protection Services. Levy dollars are
also used for the payment for Long Term Care Reform.
