ROLL CALL: Supervisors: Al Schrank, Esther Wentz, and Richard `Buzz' Marzolf; Council members: Sue Nelson, Ramsey Lee, Judy Harrison- Belisle, Vera Grant and Lois Burri. Also present Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Information & Assistance Specialist Cia Westphal; Community Services Coordinator Tracy Davis; Preventative/Nutrition Program Coordinator Randi Hanson; Health and Human Services Director Fred Johnson; ADRC Manager Brad Beckman; Administrative Coordinator Chuck Whiting; HHS Financial Manager Tanya Kusmirek. Excused were Supervisor Sharon Norton- Bauman Council members Michelle Chevalier and Kristen Johnson. ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Council member Grant and seconded by Supervisor Marzolf; motion carried. DATE OF NEXT MEETING: Thursday, October 21 ' in the County Board Room of the St. Croix County Government Center in Hudson. 1. Monthly Financial Report: Beckman distributed financial information for the ADRC and the Aging programs through August 31, 2010. 2. Consideration of Claims & Vouchers: Council member Nelson reviewed the vouchers. A motion to accept the vouchers as presented was made by Council member Nelson and seconded by Council member Lee; motion carried. Please see page 4 for a list of vouchers reviewed by Nelson. Supervisor Schrank will review next month's vouchers. 3. ADRC 2011 Buftet: Johnson explained to members of the Council per the direction of the Administration Committee and the County Board, cuts were made on the proposed budget. The positions requested by the ADRC for 2010 were reduced in hours and changed to contracted employees. The Nutrition program managers increased hours were also eliminated. These reductions, along with other items within Health & Human Services were completed to help in bring down the deficit. Even with the current cuts, it is a possibility more cuts will be needed given the late notice on the health insurance increase. The Administration Committee will determine the amount needed to bring the county budget as a whole in line. When looking at the Aging portion of the budget, congregate nutrition and site transportation programs receive the most county levy dollars. Reductions in County Levy would could likely impact these programs. Johnson pointed out the Health & Human Services Board will be holding an additional meeting on Friday, September 24 in New Richmond to discuss budget priorities. The Council on Aging & Disabilities decided to meet after the HHS meeting at 10:30 to do the same. There was discussion around what employees may pay for health insurance and the Council on Aging & Disabilities Page 1 11/04/10 possibility of exploring more grants. Beckman explained the programs within the ADRC /Aging budget that receive levy dollars are: Benefit Specialist, Supportive Services, Congregate Nutrition, Site Transportation and the Adult Protection Services. Levy dollars are also used for the payment for Long Term Care Reform. 4. Tonya Kusmirek, HHS Finance Manager: Tonya Kusmirek introduced herself to the Council. She has 10 years of experience in private and business sectors. She will be working on the 2011 budget and the financial reports given to the Council each month. She is finishing up a contracted position with another county. 5. Review of Aging & Disabilities By -Laws: Council members reviewed the by -laws and recommendations for changes were made. A motion was made to accept the recommendations by Council member Lee; seconded by Supervisor Wentz. The revised by -laws will be sent to the Council prior to October meeting for additional revisions if needed and to be reviewed again. 6. Aging Updates: • Letter of Support to Administration Committee: Copies of the letter were given to the Council members for review. A few grammatical changes were pointed out before giving the letter to the Administration Committee. The letter supports the need for the aging staff to be placed on a wage compensation grid. • Aging Unit Plan Amendments for 2011 — 2012 Davis informed the Council that there will be limited changes made to the 2011 -2012 Aging Unit Plan. The Plan, including the 2011 budget, is due October 1'to GWAAR. • Caregiver Program Caregiver Support Coordinator Abrahamson informed the Council the Stepping On class in River Falls is almost complete and the Living Well With Chronic Conditions will begin next week at the Baldwin Area Medical Center. o Interfaith Volunteer Needs Handout Council members received the most recent volunteer needs. o DUAwgy Adult Respite Program Update Caregiver Coordinator Abrahamson informed the Council the program is going well. There are new participants started in Hudson. o Art Museum & Dementia event - update Caregiver Support Coordinator Abrahamson stated the event was well received. Information on the day's events was sent to the Hudson Star Observer for an upcoming article. o Caregiver Conference: Abrahamson provided the Council members with brochures for the conference. Currently there are 35 registrants and vendors for the day with room for more. • Transportation Program Community Services Coordinator Davis informed the Council in the month of August the weekend transportation program had riders three out of the four weekends. o Community Services Coordinator Davis presented the following requests to utilize the Council on Aging & Disabilities Page 2 11/04/10 ADRC fleet vehicles. Glenwood City to Prescott Orchard on September 17 Baldwin to Wabasha on October 1 Glenwood City out of county on October 7 Baldwin to Cambridge on October 9 Hammond/Roberts to Pierce County Orchard on October l th . A motion was made to accept the transportation request by Supervisor Wentz, seconded by Council member Burn; motion passed. • Senior Center/Nutrition Program: ■ Senior Monster Mash Bash: Davis informed the Council members the annual Monster Mash Bash will be held on Friday, October 29 at the Roberts Park Building from 1:00 p.m. — 3:00 p.m. The event is open to public with monetary donation at the door going to the Senior Center Board Coalition. ■ Upcoming Events: The Glenwood City Senior Center will host its annual Soup & Salad Luncheon on October 22 Preventative/Nutrition Program Coordinator Hanson is working with a couple of the senior centers for a holiday fundraiser — Holiday Pie Sale. More information will come. 7. ADRC updates: • Inclusion & Exclusion Guidelines Policy: The Council members received a copy of the Inclusion & Exclusion Guidelines Policy with the minutes for review. Beckman explained to the Council the policy needs to be in place before the information & assistance part of the website can be put into place. A motion was made to pass the policy by Supervisor Wentz; seconded by Council member Grant; motion passed. • Information & Assistance Specialist — Update Information & Assistance Specialist Cia Westphal reported that since August 2008, excluding former waiver clients, 33 individuals have chosen Community Health Partnership — Partnership Plan (not including former Long Term Support Waiver clients), 286 have chosen Community Health Partnership — Family Care Plan (not including former Long Term Support Waiver clients), 139 clients have been referred to IRIS. There are three Youth Waiver Transitions currently in process. One hundred ninety -one individuals have come off of the waiting list with one hundred seventy -nine individuals on the current waiting list. The number of Pre - Admission Consultation Referrals varies each week. Johnson inquired as to why there are so many on the waiting since those currently being transitioned have only been on the list since May /June 2010. Johnson asked that the Information & Assistance Specialist look at the list and provide more detail at the next meeting. • Website Update: Aeschliman informed the Council the County website is not up and running yet. The website will be reviewed at the October meeting. 9. Correspondence 10.
