CALL TO ORDER: Chair Nelson called the meeting to order at 9:00 a.m. Pledge of
Allegiance was said.
ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Richard `Buzz' Marzolf, and Sharon
Norton - Bauman; Council members: Sue Nelson, Ramsey Lee, Judy Harrison- Belisle, Michelle
Chevalier, Vera Grant and Lois Burri. Also present Administrative Assistant Renea
Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Information & Assistance
Specialist Denise Gillen; Community Services Coordinator Tracy Davis;
Preventative/Nutrition Program Coordinator Randi Hanson; Health and Human Services
Director Fred Johnson; ADRC Manager Brad Beckman; Administrative Coordinator Chuck
Whiting; Human Resources Director Tammy Funk; Baldwin Nutrition Program Manager Gina
Evenson; Woodville Nutrition Program Cook Sharon Fregine. Excused was Council member
Kristen Johnson.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by
Supervisor Schrank and seconded by Supervisor Wentz; motion carried.
DATE OF NEXT MEETING: Thursday, September 16` in the County Board Room of the
St. Croix County Government Center in Hudson.
1. Monthly Financial Report: Beckman distributed financial information for the ADRC and
the Aging programs through July 31, 2010. There was discussion on the amount listed for
salaries and purchased services. Research will be done to review the discrepancies.
2. Consideration of Claims & Vouchers: Council member Lee reviewed the vouchers. A
motion to accept the vouchers as presented was made by Council member Lee and seconded
by Council member Marzolf; motion carried. Please see page 4 for a list of vouchers reviewed
by Lee. Council member Nelson will review next month's vouchers.
3. ADRC 2011 Budget: Johnson explained to members of the Council the ADRC state GPR
amount stayed the same with an increase in the MA match to cover the budget amounts for
2011. The state buy down, which the county is required to pay, will decrease by $85,000 in
2011. The amounts needed to cover the three additional staff have been figured in along with a
15% increase in health insurance. There was no amount for raises added to the budget.
Beckman informed the Council the Administration Committee will be reviewing the
Aging staff wages at its meeting in September. Currently the Aging staff is not on a
compensation wage grid. There was discussion as to why there has been no increase for the
staff in the past two years. Human Resources Director Funk stated no non - represented
employee has received an increase. Supervisor Wentz explained the concern was discussed at
the last Administration Committee meeting and it was requested HR put together a

compensation wage grid for the Aging positions. She assured those present something will be
done. There was also discussion concerning the Trust accounts for Aging and the guidelines.
There is no money allocated in the 2011 budget to come from the Trust accounts since there are
no anticipated capital costs for vehicles or new equipment. There is a possibility some of the
Trust dollars can be used for salaries, but Beckman would like to receive clarification from the
state as to how the dollars can be used.
A motion to accept the 2011 budget as presented was made by Supervisor Wentz;
seconded by Council member Lee; motion carried.
4. Election of Officers: Vice Chair Wentz opened the floor for nominations for Council
Chair. Council member Grant nominated Sue Nelson; motion was seconded by Supervisor
Schrank. Supervisor Schrank made a motion to close the nominations; motion was seconded
by Council member Burn; nominations were closed. Council member Nelson accepted the
nomination. The Council voted unanimously for Council member Nelson to be the Council
Chair. Chair Nelson then opened the floor for nominations for the Vice - Chairperson position.
Supervisor Schrank nominated Esther Wentz; motion was seconded by Chair Nelson. Chair
Nelson made a motion to close the nominations; seconded by Council member Grant; motion
carried and nominations were closed. Supervisor Wentz accepted the nomination; Council
voted unanimously for Council member Wentz as Council Vice - Chair. Chair Nelson opened
the floor for nominations for the Secretary position. Supervisor Norton -Bauman nominated
Lois Bum; motion was seconded by Council member Lee. Council member Lee made a
motion to close the nominations; seconded by Supervisor Schrank; motion carried and
nominations were closed. Council member Burn accepted the nomination. The Council voted
to have Council member Bum as acting secretary.
5. Review of Aging & Disabilities By -Laws: Council members received copies of the current
By -Laws in their packets. Beckman asked the Council members to review the By -Laws prior
to September's meeting and present any revision at that time.
6. Aging Updates:
• Aging staff wage discussion, Gina Evenson, Baldwin Nutrition Program Manager:
Evenson spoke to the Council as a representative for the Nutrition Program Managers,
Nutrition Program Cooks, Nutrition Program Cook's Aides, and Nutrition Program Van
Drivers. She stated the group has concerns regarding the wage compensation grid and
lack of cost of living increase for the past four years with no movement to be placed on a
compensation grid. The group feels ignored and forgotten about. They are a trained and
educated group of individuals who work their allotted number of hours and more.
Currently the Nutrition Program Managers receive $10.71 /hr; Nutrition Program Cooks
receive $10.20/hr; Nutrition Program Van Drivers receive $10.20/hr and Nutrition
Program Cook's Aides receive $8.90/hr. On the compensation schedule for the county,
the lowest grade at Grade 1 starts at $12.84/hr. The group is asking to be placed on a
compensation grid and to receive the cost of living increase that was budgeted for them in

2010. Council member Lee personally thanked Evenson and all the staff for their hard
work and dedication. Council member Lee suggested during one of the Council meetings
there be a tour of one of the Nutrition Sites and a letter of support to be drafted. Council
member Grant pointed out she had a chance to visit the Baldwin Senior Nutrition Site and
see how much goes on and how much the site is part of the participant's lives. Supervisor
Norton -Bauman explained the wage and grid compensation concerns are something that
the Administration Committee has struggled with over the years. She reported the
Administration Committee has asked the Human Resource Administrator to review what
the cost would be as a County to place the Aging Program staff on a wage grid before the
a whole new wage and compensation plan can be researched. Beckman stated the only
thing Springstead did correctly was place the Aging staff on the grid. Human Resource
Administrative Funk explained it is a question as to where the placement of the Aging
staff would fall on the grid and that across the board, no non - represented employee has
received a cost of living increase in two years. Funk stated she has plenty of information
to move forward and present to the Administration Committee in September. The current
system is not a pay for performance system. Funk stated that what is and not compensable
will need to be reviewed when looking at benefit and non benefit eligible employees. A
motion was made to draft a letter of support for the Aging staff to placed on a wage and
grid compensation plan by Supervisor Wentz; seconded by Council members Grant &
Lee; motion carried.
• Caregiver Program Caregiver Support Coordinator Abrahamson updated the Council on
the preventative programs being offered in conjunction with the ADRC. River Falls
Hospital will be hosting a Stepping On (Falls Prevention) course starting August 25 The
class is currently full and a waiting list has been started. The Living Well With Chronic
Conditions class held in Hudson will be finishing up on August 25 The next class will
be held at the Baldwin Hospital starting September 22n from 3:30 p.m. — 6:00 p.m.
o Interfaith Volunteer Needs Handout Council members received the most recent
volunteer needs.
o Da Away Adult Respite Program Update Caregiver Coordinator Abrahamson
informed the Council the program is going well. There has been some decrease in
numbers due to some participants transitioning out of the program due to decline in
abilities. Recently two substitutes have been hired to assist in filling in when Tara is
on vacation.
o Art Museum & Dementia event Aug. 26 at the Hudson Golf Course Caregiver
Support Coordinator Abrahamson informed the Council of a joint effort between the
Minnesota Institute of Arts and Helen Bader Foundation. The event is free and open to
the public.
o Caregiver Conference: Abrahamson informed the Council the brochures for the
Annual Caregiver Conference will be mailed out by the end of the month.
• Transportation Program Community Services Coordinator Davis distributed the 85.21
Semi - Annual Report. The report details the number of trips, type of trips and the expense

for the programs under the 85.21 Grant.
o Community Services Coordinator Davis presented the following requests to utilize the
ADRC fleet vehicles. Hudson to Stillwater on August 23r Deer Park to Minnesota
State Fair or Renaissance in August; New Richmond to Amery on Sept. l l t h; Baldwin
to Chippewa Falls on Sept. 17 A motion was made to accept the transportation
request by Supervisor Schrank, seconded by Council member Harrison- Belisle; motion
passed.
• Senior Center/Nutrition Program:
• County Fair wrap -up Preventative/Nutrition Program Coordinator Hanson stated the
2010 Outstanding Older Adult honor was awarded to George Barringer of Baldwin.
The Silent Auction raised $909 for the Senior Centers and other Aging Programs and
$277 was raised on juice and popcorn sales for the Congregate Nutrition Program.
• Upcoming Events: The Glenwood City Senior Center will host its annual Soup &
Salad Luncheon on October 27 and the River Falls Senior Center will host its annual
fundraiser at the Moose Lodge on September 12
7. ADRC updates:
• Inclusion & Exclusion Guidelines Policy: Beckman informed the Council the policy
will be mailed out with minutes and agenda prior to next month's meeting to allow for
time to review the policy before voting on it.
• Information & Assistance Specialist — Update Information & Assistance Specialist
Denise Gillen reported that since August 2008, excluding former waiver clients, 33
individuals have chosen Community Health Partnership — Partnership Plan (not
including former Long Term Support Waiver clients), 286 have chosen Community
Health Partnership — Family Care Plan (not including former Long Term Support
Waiver clients), 138 clients have been referred to IRIS. There are two Youth Waiver
Transitions currently in process. One hundred eighty -one individuals have come off of
the waiting list with one hundred seventy -nine individuals on the current waiting list.
The number of Pre - Admission Consultation Referrals varies each week. Beckman
informed the Council he is working with the state to see if St. Croix County can utilize
the slots from Dunn, Pierce, Chippewa, and Eau Claire Counties since they currently do
not have a waiting list.
• Website Update: Beckman informed the Council that the final design for the County
home page has been decided and the ADRC web page information has been entered.
The ADRC will be using AssistGuide through the state to enhance the Information and
Referral section of the page similar to the ADRC of Eau Claire County.
