Community Development staff have reviewed the Land Use permit application for the construction
of a single-family dwelling, driveway, and septic within a Shoreland Overlay District The request
has been conditionally approved Based on the application submission and the following findings
The conditionally prominent structures are proposed in the Town of Richmond, within a
Shoreland Overlay District
Proposed construction is within 300 ft of the ordinary high-water mark (OHWM) of a
avgaae pond
The proposed principle structure meets the 75-loot setback to the OHWM The setback
shall be measured to the closest point of the structure pursuant to Ch 16.3151 a
There is a drainage easement present along the south and rear progeny lines
The proposed structure meets setbacks to the property lines and maximum 35-foot height
requirement pursuant to Ch 152203
The total impervious surface calculation whin 300 feet of the OHWM resulted In 76%
Mitigation is not required pursuant to Wrs Stat 59692
Erosion and sediment control plans have been submitted and meet Wisconsin Department
of Natural Resources Technical Standards Best management practices wAl be incorporated
A state sanitary permit application was submitted on 9/21/2020 and is pending approval
Based on these findings, approval of the Land Use permit is subject to the following conditions
1 Prior to Construction, erosion control measures, such as silt fencing must Be installed prior to all
land disturbance activity
2 Apre-construction inspection is required to validate setbacks and verify the installation of erosion
control The drainage easement shall be flagged prior to disturbance to ensure the proposed

3 St Croix County reserves the right to require additional sediment and erosion control measures to
be installed if found necessary due to site specific concerns and will be documented in an as built
site plan
4 All temporaryerosion control measures shall be left in place and maintained until the site has reached
a point of at least 70% permanent vegetation Permanent vegetation shall be established once final
grade is reached or as soon as applicable per plan.
5 A post constiudion Inspection is required prior to removing the temporary sediment and erosion
control measures to verify proper vegetation cover has been established Please call me at

6 The Department of Natural Resources shall be contacted for a NR 216 permit if land disturbance
