ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Richard `Buzz' Marzolf, and Sharon Norton - Bauman; Council members: Sue Nelson, Ramsey Lee, Kristen Johnson, Judy Harrison - Belisle, Michelle Chevalier and Lois Burri. Also present Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Information & Assistance Specialist Cia Westphal; Community Services Coordinator Tracy Davis; Preventative/Nutrition Program Coordinator Randi Hanson; Health and Human Services Director Fred Johnson; ADRC Manager Brad Beckman; Medical Records Supervisor Tammy Wilson. Excused was Council member Vera Grant. ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Supervisor Norton -Bauman and seconded by Supervisor Wentz; motion carried. DATE OF NEXT MEETING: Thursday, Aug. 19`" in the County Board Room of the St. Croix County Government Center in Hudson. 1. Monthly Financial Report: Beckman distributed financial information for the ADRC and the Aging programs through June 30, 2010. 2. Consideration of Claims & Vouchers: Supervisor Marzolf reviewed the vouchers. A motion to accept the vouchers as presented was made by Supervisor Marzolf and seconded by Council member Burn; motion carried. Please see page 4 for a list of vouchers reviewed by Schrank. Council member Lee will review next month's vouchers. 3. HIPPA/HiTECH update — Tammy Wilson, Medical Records: Wilson informed the Council that HIPPA compliance for the county is being updated. The HiTech Act has heightened the importance of security when dealing with client records. A committee has been formed, including a compliance attorney, to review gaps in the county. Johnson informed the Council that all county agencies will be covered under the new HIPPA compliance policy which will include securing laptops, zip drives, memory cards and other data devices. All staff will be trained on HIPPA compliance that includes a yearly review. 4. ADRC State agency pilot survey results: Beckman handed out copies of the pilot survey results. Beckman pointed out that the reception desk is ADA compliant with two levels. The limited space for the waiting area is recognized and is being addressed. There is a staff Council on Aging Page 1 09/02/10 member who can sign. The ADRC has access to an individual who can speak Spanish in Health & Human Services. The signage on the building is something that can not be added; the limited space for the waiting area is known and is being addressed. 5. HHS employee survey results: Beckman handed out the results from the Health & Human Services employee survey related to Beckman and the Aging staff supervisors. Overall the survey results were good and the number of surveys returned was high. 6. ADRC 2011 Budget: Manager Beckman informed the Council that the 2011 budget will be presented at the August meeting. The Finance Committee instructions are to present a budget with a zero percent increase in operations along with a five percent and ten percent decreases. Beckman presented three position requests that will accompany the 2011 budget. The first position is not new, but an addition in hours for the Preventative/Nutrition Program Coordinator from 19 to 24 hours with funding coming from the ADRC. The other positions are a Benefit Specialist and an Adult Protection Social Worker. Council members received detailed position request forms with job descriptions. After discussion on the positions and where they would be budgeted, a motion to add the three position requests into the budget request was made by Supervisor Wentz, seconded by Council member Harrison- Belisle; motioned passed unanimously. 7. Aging Updates: • Caregiver Pro g_am Caregiver Support Coordinator Abrahamson informed the Council that the Helen Bader Foundation is partnering with art museums and those agencies who work with individuals with dementia. The joint demonstration will be on August 26 at the Hudson Golf Course. Abrahamson also informed the Council she has been meeting with a lot of families dealing with dementia and providing them with information. • Interfaith Volunteer Needs Handout Council members received the most recent volunteer needs. Caregiver Coordinator Abrahamson informed the Council she has been orientating new volunteers to fill the requests for volunteers. • DayAway Adult Respite Program Update Caregiver Coordinator Abrahamson informed the Council she will be working with Workforce Resources to assist at DayAway. • Caregiver Conference: Abrahamson handed out a draft agenda for the annual Regional Caregiver Conference to be held on October 15 th . • Transportation Program ■ Disability Coalition to use two mini buses on July 16 & 18 to Chetek; Baldwin on August 8 th or 20 to Como Park, St. Paul; Glenwood City on August 20 to Cameron. A motion was made to accept the transportation request by Supervisor Schrank, seconded by Council member Lee; motion passed. Council on Aging Page 2 09/02/10 • Senior Center/Nutrition Program: • County Fair — Outstanding Older Adult Award Community Services Coordinator Davis informed the Council 6 individuals were nominated for the 2010 Outstanding Older Adult Award. A committee will review the nominations and decide upon one winner, who, along with the others, will be recognized on Friday, July 23 at 1:00 p.m. at the St. Croix County Fair. • Teeing It Up for The Seniors Golf Tournament: Preventative/Nutrition Program Coordinator Hanson informed the Council that almost $7,000 was raised with hole sponsorships, teams sponsorships, silent auction, raffle, hole five competition, and hot dog sales for the Senior Dining Program. Hanson stated a goal has been set for next year and she is looking forward to planning the 2011 tournament. • Upcoming; events /meetings: • Nutrition Program Managers' meeting was cancelled July I e due to weather and will be rescheduled at a later time. • Nutrition Program Managers will present at the October Council on Aging & Disabilities meeting. • Nutrition Advisory Council will meet Wednesday, July 21 in Deer Park • Woodville Senior Center will be hosting annual Salad Luncheon on Friday, August 6 th from 11:00 a.m. —1:00 p.m. • Nutrition Program Managers will attend a training in Rice Lake on September 23 rd . 8. ADRC updates: • Information & Assistance Specialist — Update Information & Assistance Specialist Cia Westphal reported that since August 2008, excluding former waiver clients, 13 individuals have chosen Community Health Partnership — Partnership Plan (not including former Long Term Support Waiver clients), 102 have chosen Community Health Partnership — Family Care Plan (not including former Long Term Support Waiver clients), 129 clients have been referred to IRIS. One hundred seventy -three individuals have come off of the waiting list with one hundred seventy individuals on the current waiting list. The number of Pre - Admission Consultation Referrals varies each week. • Website Update: Beckman informed the Council that the website is moving along. Now that the layout for the County home page has been determined, basic information for the ADRC home page is being entered. The live date for the County site is set for September 7 The draft of the website will be shown to the Council at the August meeting. 9. Correspondence 10.
