Johnson, Wayne Willink Chair Habhegger called the meeting to order at 7:01 p.m. The next committee meeting will be March 11, 2008 at 8:30 a.m. in Hudson. Action on previous minutes: none Motion by Burri, 2nd by Troyer to adopt the agenda. Motion carried. The public hearing notice was acknowledged for the record. APPLICANT: Doug Lee, Udder Lee Dairy LOCATION: NE 1/4 of NE 1/4, Section 21, T29N, R1 6W Town of Baldwin ADDRESS: 90th Avenue, Baldwin REQUEST: To rezone approximately 1.5 +/- acres from Agricultural to Agricultural- Residential pursuant to Section 17.72 of the St. Croix County Zoning Ordinance. Grabau handed out and reviewed a revised staff report with the Committee. Staff recommends that the Committee approve the rezoning amendment for this parcel. Joe Hurtgen, Town of Baldwin, stated that the land is being put into a trust. The Town will not be building the new town hall in the immediate future. The Town is just trying to plan ahead for future building. Mr. Willink, asked about "limiting soils" shown to be on the property regarding POWTS holding tanks. Grabau explained that the County regulations allow for holding tanks only as a last resort for a system. All other septic options must be explored first. Holding tanks are only allowed when all other options are exhausted and only in system replacement situations. Holding tanks are not allowed for new construction. Motion by Burri, 2nd by Troyer to approve this rezoning amendment based on the findings (1 -4) as stated in the revised staff report and that the request is consistent with WSS 91.77. Motion carried unanimously.
