CROIX COUNTY GOVERNMENT CENTER, HUDSON WI April 9, 2008 Present: Committee: Supervisors Wally Habhegger, Lois Burri, Gene Ruetz, Stan Krueger Absent: Ron Troyer Staff: Dave Fodroczi, Kevin Grabau, Ellen Denzer, Brett Budrow, Alex Blackburn, Judy Olson Guests: Call to Order: Chair Habhegger called the meeting to order at 8:30 a.m. Adoption of Agenda: Motion by Ruetz, 2nd by Krueger to adopt the agenda. Motion carried. Approval of Previous Minutes: Motion by Burri, 2nd by Krueger to approve the minutes of March 11, 2008. Motion carried. Date of Next Meeting: May 13, 2008, at 8:30 a.m. in Hudson. Old and New Business: Land Use Ordinance Applications Municipal Plats — none Waivers and Rezones to be Scheduled — One rezoning in the Town of Springfield will be scheduled for May 28, 2008, if the date is acceptable with new Committee members. Discussion of Plats and CSM's currently in the review process — Blackburn distributed and reviewed the list of February and March submittals as well as corresponding Technical Review Committee letters. Blackburn noted seven or eight monthly submittals were received during the past few months. Planning and Zoning Business: Bills and Revenue - The March 2008 Planning Bills and Revenue Reports and the March 2008 Zoning Bills and Revenue Reports were reviewed by the Committee and signed by Chair Habhegger. Personnel Update - Fodroczi announced that Dan Sitz was hired as the new Code Enforcement Technician. He is a graduate of UW -River Falls in land use planning and agronomy. He previously worked for Stevens Engineers and interned with Pierce County Land and Water and with an environmental firm in Spring Valley. There were many good candidates for the position with three or four who were very well qualified. Sitz will begin duties on April 14. Office Remodeling - Fodroczi reported that Art Tobin is working with Corporate Express on inventorying materials to determine what is still needed to finish the remodeling. The estimated cost should be $20,000 - $22,000. More than that amount has already been realized in savings from personnel vacancies. The layout and materials are already accounted for. The final cost will be determined soon and will be brought to this committee and the Finance Committee for approval. Planning Report — Denzer reported that the Town of Star Prairie will be holding its Land Use Alternatives Workshops on April 29 and May 1 instead of late March as originally planned. She has contracted with Town of Stanton on developing its driveway and subdivision ordinance. Fodroczi reported that an announcement of the comprehensive planning grant awards was expected by now. He contacted Regional Planning and found that the awards have not been announced. The Department of Administration has finished its process and sent recommendations to the Governor's Office. An announcement and press release from the Governor's Office is expected soon. Code Administration Report - Grabau reported that the staff is keeping the code enforcement issues up to date in preparation for the new code enforcement staff person. POWTS work is slow at this time. Code Administration staff members will attend an erosion control and inspector workshop on April 10 in Baldwin presented by Land and Water Department. A public hearing was held for Eric Larson in the Town of Hammond where his request to rezone property from Agricultural to Commercial was approved. It was then approved by County Board. Grabau found a clerical error in the ordinance amendment. He consulted with Greg Timmerman about how this could be corrected. Grabau presented a revised amendment. Committee members agreed to the correction and signed the revised amendment for County Board action. Shoreland Zoning Revisions — Grabau distributed a summary of filling and grading requirements comparing shoreland and general ordinances. Staff has met regarding these changes. The two ordinances should be consistent. There are differences in the current ordinances. The purpose is to protect bodies of water. Habhegger recommended monitoring the Cottonwood South Subdivision regarding how much disturbance will be on each lot. Discussion on concern with the provision regarding 10,000 square feet of disturbance within 1,000 feet of the ordinary high water mark. Staff has reviewed but made no conclusion. Fodroczi emphasized the need to have consistency with no gaps in provisions. He expressed concern about costs to taxpayers and whether some provisions are actually needed. Are special exception permits needed? He stated that the outcome will have no major changes. Land Information Report — Budrow reported that Real Property is beginning to process City of Hudson changes for 2008 file and splits for 2008 with current staff in place. There are still questions remaining regarding printing notices of assessment. He is working on an intergovernmental project with National Park Service to map scenic easements in the St. Croix National Scenic Riverway.
