Community Development staff have reviewed the Land Use permit application for a single-family
dwelling, detached garage, and septic system within a Shoreland Overlay District The request has
been conditionally approved based on the application submission and the following findings
• The conditionally permitted structures are proposed In the Town of Richmond, within a
Shoreland Overlay D6tnd
• The proposed structures meet setbacks to the property lines and maximum 35-foot height
requirement
• Proposed land disturbance is partially within 300 ft of the ordinary high -watermark
(OH WM) of a navigable river
The proposed addition meets the 75 Beef setback to the 011 The setback shall be
measured to the closest point of the structure puruant to Ch 16 315 1 a.
• All proposed development will be located outside of the Zone AE 800ddian boundary per
FEMA map panel aSS109C0303E
• The total impervious surface calculation within 300 feet of the OHWM resulted in
approximately 3 01%,therefore mitigation is not required pursuant to Wit Star 59692
• Erosion and sediment control plans have been submitted and meet Wisconsin Depanment
of Natural Resources Technical Standards Best management practices will be incorporated.
A sanitary permit was submitted on September 25, 2020 and is pending approval
Based on these findings, approval of the Land Use permit is subject to the following conditions'
I Poor to Construction, erosion control measures, such as silt fencing must be installed prior to all
and disturbance activity
2 Poor to Construction, the conservation easement boundary must be staked and flagged to ensure
the proposed dram6eld will be located outside the easement and to prevent any unplanned land
disturbance in this area

3 Apre-conrtmction inspection is required to validate setbacks and verify the installation of erosion
and sediment control Please call me at(TI5)386-466, to schedule this inspection
4 5t Croix County reserves the right to require additional sediment and erosion control measures to
be installed if found necessary due to site specific concerns and will be documented in an as Wilt
site plan

GENERAL APPLICATION REQUIREMENTS
APPLICATION:
Applications will not be accepted until the applicant has
• Met with the Zoning Administrator to review the application,
• Submitted Original plus 2 cons of the entire omit including all supporting information, maps At
diagrams.
• Resolved any land use violations and paid any outstanding fees owed to the Community Development
Department,
Signed the application form (the signatures of the pmpeny owners and agents acting on then behalf are
required). and
• Submitted the appropriate application fee (nonrefundable) payable to St Croix Counts,
REVIEW
The Zoning Administrator will review the application for completeness and assign a file number to the
application The Zoning Administrator may require additional information and null notify the applicant of this
within 10 days Upon receiving a complete application and supporting documents, the Zoning Administrator

send copies of the applications to the appropriate reviewing agencies for comment Applicants arc
encouraged to contact their town to discuss their application and inquire about necessary
building permits and approvals at the town level;
schedule a site visit to the applicant's property at which time the applicant shall flag all applicable

•review the file and prepare findings for approval or denial of the permit within 60 days Upon approval,
the permit sill be mailed to the applicant or to the applicant s agent

may also be required to apply through the Town for a local building permit All site plans, pictures, and other
materials submitted with the application become the property of the Community Development Department
and will remain in the file
