May 28, 2008

Chair Ruetz called the meeting to order at 7:05 p.m. The next committee meeting will be June 10, 2008
at 8:30 a.m. in Hudson.
Action on previous minutes: none
Motion by Post, 2nd by Hermsen to adopt the agenda. Motion carried.
REZONING:
APPLICANT: James and Jennifer Krueger
LOCATION: SWIA of SWIA, Section 34, T29N, R15W Town of Springfield
ADDRESS: 60th Avenue
REQUEST: To rezone approximately 10.4 + /- acres from Agricultural- Residential to
Commercial pursuant to Section 17.72 of the St. Croix County Zoning
Ordinance.
Chair Ruetz called for the public hearing to begin. Grabau presented the staff report and distributed
printouts of slides of his presentation as the presentation equipment was not available for this meeting.
Chair Ruetz asked anyone in favor of the application to speak at this time.
James Krueger stated that the driveway must be 500 feet from highway 128. Proposed building size: 50
X 100 feet. Single stall garages — 25 feet deep for boats. He stated that the reason for rezoning the full
10.4 acres is because there is a drainage area through the center of the 10.4 acre parcel. He doesn't want
to chop the lot up more than necessary. He does not want to try to get access from Highway 128 as there
is an existing knoll on the property along Highway 128 and it probably would not be safe for access.
Access is better from 60th Avenue. He stated that this site is an ideal location, especially when there are
sometimes waiting lists for storage units in both Baldwin and Woodville.
Hermsen asked about assessments, etc. Post explained. Hermsen asked if crops can be grown on
property that is zoned Commercial. Post replied yes, that he has assessed places where that is such.
Rudy Erickson stated that he is not against the rezoning but he has a few concerns. 60th Avenue has year
round weight limits. He asked how construction equipment will access the site. Hermsen asked where
the new church will take access. Mr. Erickson replied "from 60th Avenue." Only the portion of 60th
Avenue east of Highway 128 has the road restrictions. Mr. Erickson requested decent "markers" for
fences.
Mr. Krueger stated that the surveyor has not been on that portion of the property.
Ruetz asked if there was anyone who wanted to speak in opposition. No one responded.

Motion by Ruetz, 2nd by Sather to approve the application based on findings #1, 2 & 3 on the staff report.
Motion carried unanimously.
Grabau explained the rezoning process from the public hearing through County Board consent agenda.
Chair Ruetz adjourned the meeting at 7:53 p.m.
