Emergency Management and Communications Committee
APRIL 13, 2010
9:00 A.M.
PRESENT: John Borup, Roger Rebholz, Julie Speer, Dave Ostness- County Board Members;
Casey Swetlik- Emergency Support Services; Davy Briggs- Somerset Police Department; Geralyn
Karl- Public Health; Carlene Jensen - Salvation Army; Jeff Klatt, John Shilts- Sheriff's

Chair Borup called the meeting to order at 9:00 A.M.
03 -09 -2010 Minutes were approved on a Ostness /Speer Motion
03 -23 -2010 Minutes were approved on a Ostness/Rebholz Motion with corrections
Next meeting is not scheduled with changes in County Board and Committee Members.
1. Emergency Service Agency Representative's Concerns and Issues
A. Sheriff's Department — No Report
B. Municipal Law Enforcement — No Report
C. Fire Services — No Report
D. EMS Services — No Report
E. Public Health — Geralyn Karl reported Public Health is working on After Action
Report for H1N1 Clinics. Will bring highlights of the report back to this
committee. Working on Special populations plan: Plan involves work with
economically disadvantaged, culturally or geographically isolated, disabled
persons, and a new category called Pets or Livestock. Meeting planned with
groups (Vets, Shelters, Livestock breeders, UW Extension, etc) involved on May
4th at 1:00 pm — 3:00 pm at the Baldwin Ag. Center, to discuss mass casualties w/
animals. Karl will be attending training on Special Populations provided by State
Emergency Management May 13th and 14th. Ostness mentioned Public
information is still on local channels. Karl will look into this to assure that all
media has been notified the clinics are over.
F. RedCross — Anne McNamara: Preparing Annual Disaster exercise flood scenario
at Bethel Highlands church in Hudson. Date is scheduled 05/15/2010 with 8:30
start time to 2:30 PM. Bethel is now a designated shelter as of one month ago.
2. Radio Base Update: Handout received. Process is complete. Waiting for walk through.
ANCOM has secure access at the Kingstack. Everything @ Kingstack was damaged by
lightening and insurance covered costs. Handouts for project costs and spreadsheet on
progress. Some outstanding payments yet to be made but foresee $140,000 under cost.
Went to Finance Committee for approval on the 4.9 gHz hop from roof of Government
center to Hudson water tower and mobile repeater for the Comm Van. The two items
were originally part of this project but were moved to Capital Outlay due to money
restraints. Now the funds can be removed from Capital Outlay and be paid with
remaining funds from this project.
3. R.A.C.E.S. Roof Antenna Update: Antenna is installed and fully functional. Karl
asked about the status /replacement of the Public Health Satellite phone needed for
exercises. Emergency Communications will launch activation for R.A.C.E.S., PH can
come here or utilize Comm. Van. Swetlik stated training with Races will be held on
Saturday.
4. Road naming ordinance: Handouts: Met on March 22" with Corporation Counsel
Greg Timmerman and Planning and Zoning Director David Fodroczi. Dave believes
current ordinance language doesn't support the changes that were recommended by this
committee. A new ordinance will be drafted. Timmerman will work with Emergency
Support Services and Planning and Zoning to create a new ordinance with the philosophy
the ordinance needs to be created for Public Safety reasons. All existing roads will
remain the same any new roads will follow this statute, which the majority of the County
currently abiding by the numbered street and avenue naming approach. This will be a
joint approach by Emergency Support Services and Planning and Zoning. Corporation
Counsel is working on the ordinance and the next step will be to bring it to the Public
Protection Committee for their input.
5. Tornado /Server Weather Awareness: Handout: Awareness exercises are scheduled
throughout the county. April 22 at 1:40 pm, is the date for the warning. Alternate bad
weather date is April 23 at 1:40 pm. Emergency Communication will be issuing
warnings. Information by proclamation has been placed on County Website, given to
Risk Management. Notifications will be sent out to the Media to ensure the Public is
notified.
6. Training Update: Handout: Emergency Management is moving forward. The
Department is not standing still waiting for positions to be filled. There have been
meetings with Businesses, trainings are being offered and taken. Rebholz stated he
would like to see preliminary explanations of the trainings. The handout reflected
training sessions EM has/had offered. Karl stated Media could be notified about staff
trainings. Possible press release. Rebholz commended Swetlik for creating and sharing
the training handout.
7. Director's Report — Emergency Support Services: Administrative Assistant position
has been filled by a Union posting; Janet Smith from I.T. will be starting. Pam Engen
has posted into an ADRC position. The Emergency Management Coordinator
application is closing 4/23. As of last Thursday there are six applications. Funk and
Swetlik will be reviewing the applications.
Swetlik and New Richmond Fire Chief Vanderwyst met with the new Risk Management
Specialist at Phillips Plastics. They were able to help select an area which would serve as
a designated area in the case of bad weather.
8. Committee Chairman's Comments: Thanked the members for their good work and
years of service and support to this committee and our communities. This Committee has
been progressive and has had many achievements.

Swetlik Comment: This week is National Telecommunicator Week: They truly are the unsung
heroes of our community. The level of thanks rarely reaches back that far. This is one week that
we try to recognize their service to our public. The April 27 ICS 402 class is scheduled in
Roberts, this class is for Executives and is a grant funded course. A May 4th Table Top exercise
will be held in Roberts also is grant funded.
Borup thanked Swetlik for his work. Swetlik, on both his behalf and that of the Emergency
Communication center, expressed his appreciation for the support of this committee and its
vision.
