Director; J. Shilts, J. Klatt — Sheriff's Dept.; D. Briggs — LE Rep.; C. Whiting — Administrative Coordinator; C. Jensen — Salvation Army; T. Funk — Human Resources; A. Tobin — Building Services; R. Hornung — County Resident; Jason Winget, Dave Kaun — RACES; Chuck Mehls — New Richmond Emergency Government; Geralyn Karl — Public Health; A. McNamara — ARC. Excused: J. Mortensen, County Board and C. Nelson, EMS Representative. Chair Borup called the meeting to order at 9:00 a.m. The 2/2/10, 2/12/10, 2/19/10, 2/23/10 Minutes were approved on an Ostness /Speer MOTION. DATE OF NEXT MEETING: APRIL 13, 2010 AT 9:00 a.m. LOCATION: ST. CROIX COUNTY GOVERNMENT CENTER, COMMUNITY ROOM EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriffs Dept. - Nothing B. Municipal Law Enforcement Nothing C. Fire Services — Not in attendance. D. EMS Services — Excused E. Public Health — Karl reported that PH has finished their last H1N1 Clinic — Overall, 7,000 vaccinations were given, and over 3,000 calls were made to the Phone Bank. Karl thanked C. Mehls and the New Richmond CERT Team for their assistance. Karl also reports she will be attending the Long -Term Power Outage Exercise (3/24/10). RACES /ARES GOVERNMENT CENTER AMATEUR ROOF ANTENNA Swetlik acknowledged D. Kaun and J. Winget's presence. Swetlik advised he has received a quote of $1,200 from Midwest Tower Service to re- install the ARES/RACES antennas back on the roof. J. Winget and D. Kaun each spoke about the organization and the capabilities that the ARES/RACES Volunteers have should they be called upon by the County in an incident. Possibilities for funding this project: D. Kaun mentioned a St. Croix Electric Grant, Ostness mentioned that Colvard has set aside money in his operational budget for this purpose. Mehls stated that the communities would benefit from this project, and he feels it is extremely important. Mehls informed that the City of New Richmond EM would help with this cost. Swetlik supports having another layer of communication from this project. Karl informed that Public Health supports this project. An Ostness /Speer MOTION was made to put the RACES /ARES antenna up when Emer. Communication has their antenna installed on roof. PUBLIC HEALTH SATELLITE PHONE Swetlik informed that the current satellite phones are unreliable. The County pays $26.27 /month for satellite phone service without much of a benefit. Swetlik informed there are no penalties for cancellation. R. Hornung suggested a company called Aridium; he has had no issues with their service. Swetlik informed he has looked into this company and to utilize would cost approximately $60 /month and a set -up cost of approximately $1,400 41,600. Swetlik explained he would like to explore grant possibilities for this service. A Borup /Speer MOTION was made to cancel Global Star services and to research other options. CITY WATCH REQUEST FROM CITY OF NEW RICHMOND EMERGENCY MGMT. Mehls gave a Request Letter as a handout. Mehls explained this City Watch alert list would only be used in emergency situations. Swetlik supports this request. A Memorandum of Understanding will need to be initiated with the City of New Richmond and the County for City Watch services. An Ostness /Speer MOTION was made to grant this service on a six -month probation period (this would cover the upcoming storm season). Mehls informed that the All- Hazards Plan needs to be updated. OUTAGAMIE COUNTY RESOLUTION ADDRESSING THE RELEASE OF 911 CALLS AS TRANSCRIPTS The Committee received copies of Outagamie Resolution #113 - 2009 -10 which allows governmental units to release public records of 911 calls as transcripts when requested and to release them as audio recordings at the discretion of the governmental unit in possession of the recording. Swetlik explained that currently is making its way through the WI Legislature is Assembly Bill 612 which states that a requester has the right to inspect and copy a transcript of a 911 call but does not have the right to inspect or copy an audio recording of a 911 call. This bill could result in the custodian of these records having to secure a means by which to produce a written transcript. If this Bill passes, it would cost the County approximately $11,506 to purchase a module that would enable the County to provide a written transcript. Swetlik explained he receives about 100 requests for 911 calls a year. Swetlik has contacted Corporation Counsel and their concern is allowing the custodian of the record the option of providing either a written or audio version. Speer mentioned her concern with an audio version being put out on You -Tube or Facebook. Shilts mentioned his concern of the custodian having to do a balancing test for each request. Swetlik informed the Committee that the way requests are handled currently is working fine. JOB DESCRIPTION APPROVAL FOR: A. Emergency Support Services Director B. Emergency Management Coordinator C. Emergency Communications Coordinator D. Emergency Management Deputy Coordinator AND COST ESTIMATES FOR RESTRUCTURING OF EMERGENCY MANAGEMENT AND EMERGENCY COMMUNICATION DEPARTMENTS Handouts were given; Discussion was held. The structure and job descriptions for Emer. Support Services Director, EM Coordinator, EM Dep. Coord. were approved with some changes. Funk noted that the Emer. Comm. Coord. job description stays the same, just a title change. The 2010 Budgetary Impact for such a structure for 2010 is $30,364.04. A Speer / Ostness MOTION was made to forward onto Finance (3- 10 -10) and County Board (3- 16 -10) the Structure and Job Descriptions. No opposition. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT Swetlik gave a handout showing the upcoming EM meetings and EM training. Swetlik informed that as Interim Director, it is more than initially thought to be only signing bills, timesheets, etc. Swetlik stated as Interim Director, he is maintaining a department at the level it was. Swetlik thanked EM Administrative Secretary for efforts in maintaining Interim EM program. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS Swetlik informed that Excel is working on the King Stack Tower and the County does have access, and he anticipates the work on the Radio Base Project to be completed by the next Committee meeting. CLOSED SESSION PURSUANT TO WIS. STATS.19.85 (1)(c) to consider performance evaluation data of the following public employee over which the Committee exercises responsibility: Emergency Communications Director. An Ostness /Speer MOTION to go into Closed Session, per Wis. Stats. 19.85(1)(c), started at 10:45 a.m.; Closed session ended at 11:04 a.m. RECONVENE IN OPEN SESSION COMMITTEE CHAIRMAN'S COMMENTS (Prior to going into Closed Session) Borup thanked the Committee, Swetlik, and EM Admin.
