at this meeting. Therefore, this notice also serves as notice of a meeting of the County Board for
the purpose of obtaining information relating to subjects listed above for use at future County
Board meetings.

Official Minutes
MEMBERS PRESENT: Roger Larson, Steve Hermsen, Roger Rebholz, James Stauffer, Robert
Shearer, Fred Horne and Joe Hurtgen. ABSENT/EXCUSED: None.
STAFF PRESENT: Emergency Communications Director Casey Swetlik, Sheriff's Department
Lieutenant Jeff Klatt, Administrative Coordinator Chuck Whiting, County Board Chair Daryl
Standafer and Recording Secretary Amy Geurkink.
OTHERS PRESENT: None.
Meeting called to order at 9:45am by Chair Larson.
Motion by Horne, 2 n by Hurtgen to adopt the agenda. Carried unanimously.
The next meeting will be held on October 13, 2010 at 8:00am (or following the 7:00am Public
Protection Committee meeting).
Motion by Rebholz, 2nd by Shearer to approve the minutes of the August 11, 2010 Emergency
Management Committee meeting. Carried unanimously.
EMERGENCY MANAGEMENT REPORT:
Review of bills Swetlik presented August 2010 bills in the amount of $333.88. Motion by Hermsen,
2nd by Horne to approve the bills as presented. Carried unanimously. Swetlik explained aspects of
grant funds used for computer equipment replacement.
2011 Emergency Management Budget Review Discussion regarding items removed from the 2011
budget and options for the Emergency Management suite instead of remodeling.
Flood Update Swetlik reported Kristen Sailer is meeting with FEMA and indicated the goal is to have
FEMA recognize the damaging impact of the flooding and to qualify our county for funding.
Discussion regarding residences that are no longer in the flood plain but have now flooded.
Grant Application for St Croix County Mitigation Plan Update Swetlik explained aspects of the
application and summarized it is an all- encompassing plan for St. Croix County. Swetlik reported the
plan is totally grant - funded should the application be approved. No action is necessary from the
committee.
September LEPC Meeting The Committee determined to hold the meeting on September 24, 2010 at
1pm in the Community Room.
EMERGENCY COMMUNICATIONS REPORT:
Review of Bills August 2010 bills in the amount of $10,508.89 were presented and Swetlik
highlighted various line items. Motion by Horne, 2 by Shearer to approve the bills as presented.
Carried unanimously.
Discussion regarding the cost of long distance service and the potential for costs saving if calls were
made via Google -voice over computer. Whiting indicated he will ask Boron to review this issue with
the Administration Committee at its September 20"' meeting.
2011 Budget Review Swetlik outlined the current budget status report and summarized the budget is
healthy.
Warning Sirens irens Discussion regarding the frequency in which warning sirens are activated and
educating the public as to when and why they are activated. Swetlik explained aspects of storm -based
and county -wide notification systems.
Consideration for the non - budgeted purchase of used radio equipment from Rice- Steele County
Swetlik presented documentation concerning the radio interface equipment offered and noted the value
of the line cards. The total cost is $2,000. Motion by Horne, 2 " by Shearer to authorize Swetlik to
purchase the radio interface equipment as long as the line cards prove to be compatible with St. Croix
County's system. Carried unanimously.
