PUBLIC HEARING NOTICE
The St. Croix County Planning and Zoning Committee will be conducting a public hearing
on Wednesday, July 23, 2008 at 7:00 p.m. at the St. Croix County Agricultural Center, 1960
Eighth Ave., Baldwin, Wisconsin, to consider the following petition(s):

LOCATION: NEIA of NE1 /4, Section 6, T29N, R16W, Town of Baldwin
ADDRESS: 1174 220th Street, Baldwin
REQUEST: To rezone approximately 2.354 + /- acres from Agricultural to
Agricultural - Residential pursuant to Section 17.72 of the St. Croix
County Zoning Ordinance.

MINUTES
PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY AGRICULTURAL CENTER, BALDWIN, WI
July 23, 2008
Supervisors: Gene Ruetz, Sharon Norton- Baumann, Steve Hermsen. Peter Post joined the meeting at
7:07 p.m. Absent: Lorin Sather
Staff. Kevin Grabau
Guests: County Board Chairman Roger Rebholz, Mark Monnot, Peter A. Lind, Tom Kanten
Chair Ruetz called the meeting to order at 7:05 p.m. The next committee meeting will be August 4, 2008
at 1:00 p.m. in Hudson.
Motion by Hermsen, 2nd by Norton- Bauman to adopt the agenda. Motion carried.
Action on previous minutes: Motion by Hermsen, 2 by Norton- Bauman to approve the minutes of
July 8, 2008. Motion carried.
The public hearing notice was acknowledged for the record.

REQUEST: To rezone approximately 2.354 + /- acres from Agricultural to Agricultural -
Residential pursuant to Section 17.72 of the St. Croix County Zoning Ordinance.
Chair Ruetz called for the public hearing to begin. Grabau presented the staff report. Staff recommends
approval of this rezoning. Norton- Bauman questioned why Town of Troy was listed as recommending
approval. Grabau explained that was a clerical error and a recommendation was received from the Town
of Baldwin.
Chair Ruetz requested anyone in favor of the application to speak at this time. Peter Lind, current
landowner, spoke in favor of the application. Tom Kanten also spoke in favor. Kanten is the buyer of the
portion to be rezoned and owner of the lot to be adjoined. No one spoke in opposition.
Motion by Hermsen to grant rezoning of 2.354 acres from Agricultural to Agricultural- Residential based
on staff recommendations and findings and that the request is in compliance with WSS 91.77. Motion 2nd
by Post and carried unanimously.

pursuant to Section 17.72 of the St. Croix County Zoning Ordinance.
Grabau presented the staff report and stated that staff recommends approval of this rezoning. Mark
Monnot presented a map that he said was the latest version of the lot/outlot creations. Grabau had not

seen the presented map before. Grabau reviewed the map and determined that the map would not .meet
ordinance requirements as one of the lots is under 20.0 acres in size and as such, does not meet the lot
minimum standard of the Agriculture II district.
Grabau explained that Alex Blackburn, Zoning Specialist for Land Division, had been in contact with the
surveyor. Blackburn had spent a great deal of effort working with the formula calculations and lot ratios
in order to find a general design for the lots and outlot in order to meet Agricultural II district standards
and land division ordinance requirements. Grabau believed that the colored parcel map presented in the
staff report was the most current concept of lot/outlot layout and design.
Motion by Post to approve the rezoning based on staff recommendations including the findings and that
the request is consistent with WSS 91.77. Motion 2 nd by Hermsen and carried unanimously.
Chair Ruetz adjourned the meeting at 7:43 p.m.
