Community Development staff have reviewed the Land Use permit application for a single-family
dwelling, septic system, driveway and associated stormwater management practices, within a
Shoreland and Shoreland-Wetland Overlay Districts The request has been conditionally approved
based on the application submission and the following findings:
The proposed structures meet setbacks to the property lines and maximum 35-foot height
requirement
The overall project will disturb approximately 5 acres and will require a WDNR-216 permit
Proposed land disturbance is partially within 300 ft of the ordinary high-water mark
(OH WM) of a navigable pond and near several shoreland-wetlands
The proposed principal structure meets the 75-foot setback to the OHWM
The total impervious surface calculation within 300 feet of the OHWM resulted in
approximately 6%therefore mitigation is not required
Stormwater management plans have been submitted and meet the WEN Technical
Standards and a copy of the OUR permit shall be provided to the county prior to
construction.
Access approval is required from St Croix County Highway Department
Erasion and sediment control plans have been submitted and meet Wisconsin Department
of Natural Resources Technical Standards Best management practices will be incorporated
A sanitary permit was submitted on January 5. 2021 and is pending approval
Based on these findings, approval of the Land Use permit is subject to the following conditions.
1 Prior to Construction, erosion control measures, such as silt hearing must be Installed prior to all
land disturbance activity
2 Prior to Construction, the 75-foot shoreland setback must be staked and flagged to ensure the
proposed grading activities are conducted outside of the setback area

3 A pre-constrction Inspection is required to validate setbacks and verify the installation of erosion
and sediment control Please all me at(715)386-4586, to schedule this inspection
4. St Croix County reees the right to require additional sediment and erosion control measures to
be installed if found necessary due to site specific concerns and will be documented in an as built
site plan
5 All temporary erosion control measures shall be left in place and maintained until the site has reached
a point of at least 70% permanent vegetation Permanent vegetation shall be established once final
grade is reached or as soon as applicable per plan
6 A post -construction inspectors is required prior to removing the temporary sediment and erosion
control measures to verify proper vegetation cover has been established Please call me at

7 The Wisconsin Department of Natural Resources NR 216 permit approval
8 Access approval from the St Croix County Highway Department
9 It is the applicants responsibility to secure any other required local, state or federal penmt(s) and
approval(s) prior to land disturbance activity
10 Failure to comply with the terms or conditions above may result in the revocation of this permit by
the Zoning Administrator pursuant to Chapter 16 5701
This approval is subject to the conditions listed above t does not allow for any additional
construction structures, or buildingsyour information will remain
on file at the St Croix County Community Development Department suite It is your responsibility to
ensure compliance with any other local, state, or federal permirting or regulators, Including
reporting the Town of Star Prairie and the Department of Natural Resources to inquire if additional
permissions are required This permit is valid for one year, with the possibility of up totwo (2)six
-
month extensions if the applicant submits the appropriate permit extension fee and documentation
to the Zoning Administrator A copy of the Land Use Permit placard should be submitted to the
town's Taal Building Inspector upon applying for town building permit(s) The orange placard must
be posted on the jobute and visible from public view.
