BACKGROUND INFORMATION
This budget amendment authorizes the hiring of two regular employees for the remainder of
2021.
The Community Development position is grant funded for the next three years. The position will
sunset at the end of the grant when the funding source is exhausted. A portion of the position
costs are matched with County dollars from the Land &Water fund balance.
The Public Health position has been temporarily filled, the department is requesting the
position to become a permanent position for the County. The position is grant funded
through October 2022. If the position is approved, and then continued in the 2022 budget,
tax levy dollars will be needed to cover 1/4 of the position costs for 2022. In 2023 the
position would be 100% tax levy supported.
This budget amendment also eliminates 3 positions and creates 3 positions in
Administration, Finance and HR as part of a reorganization of open positions. The net fiscal
impact is neutral.

1 WHEREAS, the St. Croix County Board of Supervisors adopted the 2021 County
2 Budget on November 3, 2020; and

4 WHEREAS, the Community Development Department has received a three-year
5 Targeted Resource Management grant, in part to fund a Grant Project Technician to support the
6 Willow River Water Quality Project; and
7
8 WHEREAS, the Land& Water Conservation Fund has available fund balance for the
9 grant match; and

11 WHEREAS, this grant is an exceptional opportunity to potentially reduce annual
12 phosphorus loading by 2500lbs per year in the Willow River and improve water quality in both
13 the Willow River and Lake St Croix; and
14
15 WHEREAS, the Wisconsin Department of Health has provided grant funds that can be
16 used flexibly toward contract tracing, disease investigation and vaccination efforts up until
17 October 2022; and
18
19 WHEREAS, the Public Health Division has been using the funds, in part, to temporarily
20 fund an Epidemiologist position; and
21
22 WHEREAS, the Epidemiologist position has proven very beneficial with additional
23 benefits projected beyond the pandemic and beyond the end of the grant funding source in
24 October 2022; and

26 WHEREAS, the County Administrator has performed a staffing analysis with current
27 vacancies in Administration, Finance and HR and has recommended positions to be eliminated
28 and positions to be created in a reorganization plan of those departments that results in net zero
29 increase in budget and total positions;

31 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
32 Supervisors does authorize amendment number 2 of the 2021 County Budget to the accounts
33 below and adding additional FTE's to the authorized positions.
