The submittal has been CONDITIONALLY APPROVED. This system is to be constructed and located in accordance with the enclosed approved plans and with any component manual(s) referenced above. The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. No person may engage in or work at plumbing in the state unless licensed to do so by the Department per s.145.06, stats. The following conditions shall be met during construction or installation and prior to occupancy or use: Reminders • A sanitary permit must be obtained from the county where this project is located in accordance with the requirements of See. 145.19, Wis. Stats. • Prior to construction of the dispersal area, check the moisture content of the soil to a depth of 8 inches. t Proper soil moisture content can be determined by rolling a soil sample between the hands. If it rolls into a 1/4- inch wire, the site is too wet to prepare. If it crumbles, site preparation can proceed. If the site is too wet to prepare, do not proceed until it dries. • Inspection of the private sewage system installation is required. Arrangements for inspection shall be made with the designated county official in accordance with the provisions of Sec. 145.20(2)(d), Wis. Stats. Owner Responsibilities • The current owner, and each subsequent owner, shall receive a copy of this letter. Owners shall also receive a copy of the appropriate operation and maintenance manual(s) and be responsible for ensuring that POWTS is operated and maintained in accordance with this chapter and the approved management plan under s. SPS 383.54(1). • In the event this soil absorption system or any of its component parts malfunctions so as to create a health hazard, the property owner must follow the contingency plan as described in the approved plans. • The owner is responsible for submitting a maintenance verification report acceptable to the county for maintenance tracking purposes. Reports shall be submitted at intervals appropriate for the component(s) utilized in the POWTS. A copy of the approved plans specifications and this letter shall be on -site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. In granting this approval the Division of Industry Services reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. Thompson, Dep't. of Safety & Professional Services Credential #30021 on April 23'd 2020, for the purpose of determining the suitability of the site to accommodate an Onsite Wastewater Treatment System (POWTS) to serve a future residence on the property. The proposed 6.238 acre parcel consists of productive and fallow agricultural land. The results of the evaluation indicated that soil suitability is uniform throughout the site, with suitable depths of soil ranging from 9" - I I" (A+0" to A+3"). An onsite soils verification was performed on May 201s, 2020. Present were Elizabeth Rudnicki, DSPS District 1 Wastewater Specialist, Kevin Grabow, Land Use Specialist with the St. Croix County Community Development Office and Jim Thompson, CSTM with A.C.E. Soil & Site Evaluations. Proiect information: The proposed mound site is located in the northwest corner of the SW'/4SW'/4, Sec. 10, T.29N. R16W., Tn. of Baldwin, St. Croix County, WI., lying approximately 450' north of the center line of Co. Hwy E and 745' east of the center line of 240's St. (150' east of proposed west property line). The site has been in agricultural production for several years. Methods Soil color, texture, consistence, and Redoximorphic features have been evaluated and recorded on the attached Soil & Site Evaluation Report in accordance with Chapter SPS 385.60(2), Wisc. Administrative Code. The initial field investigation of the site included evaluation of 4 soil pits. One -foot contour intervals were determined within and surrounding the proposed system location by collecting rod and transit elevations at all soil pits and at 10' grid intervals throughout the proposed system area Additional elevations and horizontal measurements were taken as needed to identify landscape position and determine separation distances from dominant landscape forms. Local Geolmry St. Croix County is underlain by Prairie du Chien limestone and St Peter sandstone, which is overlain with glacial till, forming the principal soil parent material. A search of Department of Natural Resources Well Drilling Reports filed for wells constructed within the geographic region indicated soil depths of 49' —164' overlying sand stone and Dolomitic limestone. Static ground water aquifer levels were found at 145'- 200' below grade. Geomoroholoev Parent Material: the U.S.G.S. Soil Survey Manual maps the site as Freon silt loam, consisting of silty sediment over reddish brownsandy loam till subsoil. Freon soils are moderately well drained and are located on gently sloping foot slopes of ground moraines. Landscape position: The tested area is positioned on the footslope slope of a glacial ground moraine at a nominal Mean Sea Level (MSL) elevation of 1225'. The moraine extends upslope in an easterly direction for a distance of approximately 1750' to a nominal elevation of 1250' MSL. The moraine extends downslope from the tested area in a westerly direction approximately 220' to a forested wetland area and continues another 190' to a toe slope and intermittent drainage way having a nominal elevation of 1210' MSL Slope and Aspect: The contour within and adjacent to the proposed system area has a slope shape that is convex along the vertical contour and convex along the horizontal contour. The ground slope is consistent at 3'/4% - 4% with a westerly aspect of 280°. Local Hydrology: Surface Water Drainage: Surface water drainage is uniform throughout the proposed system footprint and the surrounding area within 150' of the system area. The convex, convex slope throughout the tested area disperses surface water flow away from the proposed system area. Subsurface Water Drainage: The A and B horizons consist of weakly structured silt loam providing adequate infiltration potential. When combined with the uniform 31% slope across the proposed system area, this site should provide good lateral subsurface water flow. Soil Saturation: Soil pits were evaluated throughout this property during the months of April and May, 2020. Soil pits were evaluated to depths ranging from 16" — 40" with redoximorphic concentrations observed from 8" — I P. No saturated flows were encountered in any of the soil pits evaluated. Field Observations: Soil Morphology_ The soils within the proposed system area were found to be consistent with the Freesia mapping unit as shown in the U.S.G.S. Soil Survey of St. Croix County, Wisconsin. Moderately structured silt loams were observed ranging to a depth of 8"— 11" with weakly structured silt, silty clay loam and sandy loam below ranging from 8" —40". RedoximoMWc Features: Redoximorphic features were not observed within the A horizon of any of the soil profiles, with all profiles displaying redoximorphic features at greater than or equal to A+0". No evidence of prolonged saturation was observed within the upper 6" of the A horizon. Redoximorphic concentrations were observed as high chroma Fe oxide masses within the upper portion of the B horizon and throughout the C horizon. Redoximorphic depletions were observed throughout the C horizon. Hydric Soils: The soils at this site do not meet the necessary criteria to be categorized as hydric soils. Government Reports: Elizabeth Rudnicki, DSPS District I Wastewater Specialist and Kevin Grabow, Land Use Specialist with the St. Croix County Community Development Office preformed an onsite verification of the site on May 14, 202, Conclusions and Recommendations: Conclusion: No redoximorphic features were observed within the A horizon of any of the evaluated soil profiles, and indicate that the highest level of saturation is found at greater than 6" below surface elevation. The lack of hydric soils indicate that the site is likely saturated for less than 5% of the growing season. This, coupled with the lack of redoximorphic depletions in the upper horizons and the strong matrix colors displayed throughout the soil profiles, indicate limited saturation within these soils. The redoximorphic features observed are likely a result of short-term seasonal saturation. The moderately and weakly structured silt loam soils in the A horizon and upper part of the B horizon will accommodate the infiltration and dispersal of applied wastewater from the POWTS and will allow treated effluent to be assimilated into the subsurface soils. The convex, convex slope will accommodate uniform dispersal of both naturally occurring surface water and applied wastewater away from the site. Seasonally saturated conditions do not occur within the upper 8" of the soil profile as evidenced by the lack of redoximorphic features. The site has a minimum of 6" of unsaturated in situ soil for treatment and dispersal of treated wastewater effluent and is therefore suitable for a mound POWTS as allowed by SPS 383.44(3)(b)I. 2 Recommendations: 1.) The mound dispersal cell should be constructed on the 97.25' contour in a convex linear shape as indicated on the Soil & Site Evaluation Report. The dispersal cell should be designed and installed using as much of the available contour length as possible - approximately 150.0'. 2.) The site should be chisel plowed to a minimum depth of 16". 3.) Thirty inches (30") of ASTM-C33 sand fill shall be placed beneath the upper edge of the dispersal cell. 3.) The linear loading rate for application of septic tank effluent should be 4.0 gpd/linear ft. or less and the basal area application rate should not exceed 0.20 gpd/sq. ft. 4.) The mound shall be constructed to divert surface water around and away from the mound. A surface water diversion trench should be constructed at approximately 10' wide extending between 10' — 20' upslope of the mound site. Additional fill should also be added directly upslope of the upper toe of the mound and tapered into the diversion trench and graded to direct surface water around and away from the mound area. 5.) The mound shall be constructed in accordance with Dep't. of Safety & Professional Services regulations and recommendations including the removal of all vegetation from the site prior to site preparation. Final authority for approval of a POWTS mound on this site lies with the appropriate regulatory authorities, the Wisconsin Dep't of Safety & Professional Services and the St. Croix County Zoning Dep't.
