CROIX COUNTY LAND & WATER CONSERVATION COMMITTEE Agricultural Service & Education Center, Baldwin, WI April 6, 2010 Members Present: Ken Graf, Linda Luckey, Buzz Marzolf, Bill Peavey, Gene Ruetz Members Absent: Dan Raebel Staff Present: Director Bob Heise, Land Specialist - Watershed Kyle Kulow, Land Specialist -Rural Tammy Wittmer, Parks Operations Manager Dave Larson, Administrative Assistant Arlene Lier Others Present: Bob Forrest — FSA, County Board Chair Roger Rebholz, Administrative Coordinator Chuck Whiting Marzolf made motion, seconded by Peavey, to adopt the amended consent agenda approving the March 2, 2010 meeting minutes and removing the Land & Water Conservation and Parks vouchers. Carried. Committee reviewed the LWCD and Parks voucher lists. Marzolf and Luckey offered questions to staff on expenditures. Peavey made motion, seconded by Ruetz, to approve the Parks snowmobile accounts total of $16,663.95, Parks accounts total of $6,572.10, and Land & Water Conservation total of $23,811.97. Carried. LAND & WATER CONSERVATION DEPARTMENT Department of Natural Resources (DNR) No report. Farm Service Agency (FSA) Robert Forrest reported: • Cathy Suckow began working for the St. Croix County Farm Service Agency on February 15, 2010. She brings 3 years of FSA experience with her, working in Dunn and Eau Claire Counties. • Farmers can visit the FSA Office now to enroll into the 2010 commodity program. The deadline is June 1St • We expect a targeted Conservation Reserve Program (CRP) signup later this year. A signup date has not been announced yet. Nationally 4.4 million acres of CRP are due to expire this September. In St. Croix County about 5,500 acres will expire from CRP this September. • Farmers can visit the FSA Office to check out the 2008 crop disaster program. So far, we have received about 150 crop disaster applications. Natural Resources Conservation Service (NRCS) No report. Resource Conservation and Development (RC &D) Ruetz reported he did not attend the last meeting due to conflict with another scheduled meeting. Greenway in Turtle Lake has received a grant that RC &D submitted for them. RC &D did not receive part of the grant payment from Greenway as expected. Grazing program is going well. Another grazing specialist has been hired. West Central Area Heise reported that the next meeting/summer tour, hosted by Eau Claire County, will be held on June 17. NEW BUSINESS Directors Report Heise reported: The staff has pulled together to fill in gaps and keep programs moving forward since the loss of our Program Assistant. Lake Leadership Partnership Program Heise and Aleisha Miller have been nominated by WI DNR staff to participate in the Lake Leadership program for 2010. Each year approximately 30 individuals are selected throughout the state to participate in the lake leadership training. This is a very good training opportunity which provides information/training in Lake Limnology to develop leadership skills when working with riparian landowners. TMDL (Total Maximum Daily Load) — Lake Mallalieu/Willow update — LWCC representation Kulow reported on the Willow River /Lake Mallalieu TMDL. The Land & Water Conservation Department had applied for three Lake Planning grants to address water quality concerns within the Willow River Watershed. We have been approved for one grant and look for approvals of the remaining two within the next week or two. One grant focuses on the rural Ag producers, one on Lake Mallalieu and its adjacent landowners, and the final one on urban issues within theVillage of North Hudson and the City of Hudson. The grants will help the Land & Water Conservation Department put together an implementation strategy for the Willow River /Lake Mallalieu TMDL. The Willow's watershed has been listed by EPA as an impaired water — thus allowing us to apply for grants. The acronym TMDL stands for Total Maximum Daily Load and this designation directs DNR to assign load allocations to impaired waters of the State. Load reductions to the Willow will include the following non point sources — phosphorus and sediment. A stakeholder group has been put together to help direct our department's activities. The planning grants will be utilized throughout the next year and one half. Once the implementation plan is submitted to EPA and WI DNR, we will have the opportunity to write for additional grants to install best management practices to help reduce non point sources of pollution to the Willow River and Lake Mallalieu. RX — take back prescription drug program — update Wittmer reported to the committee regarding a pharmaceutical collection or take back program that St. Croix County should consider establishing. The Land & Water Conservation Department, Recycling and Sheriff s Department are looking to what other communities are doing and would like to model a program similar to them. There are currently 26 other communities in the state that offer collection programs through their Law Enforcement Departments. A program like this would provide an alternative to dispose of outdated or unused prescription medications, places them in the hands of law enforcement and reduces the impacts to our local groundwater and surface water resources and off the streets. Glen Hills Dam #7 Heise reported that there is an issue with the landowner near dam #7. He cut down some brush and placed it over the road with a "No Trespassing" sign. Brian Halling (Highway Surveyor Supervisor) has been notified to stake out our lot lines. Heise informed the landowner that if that brush is on our property, we will remove it and bill him for the time it takes to remove it. OLD BUSINESS NR -151 - Public Hearing comments — letter Committee reviewed the letter that was signed on behalf of the St. Croix County Land & Water Conservation Committee and sent to the WI DNR regarding the proposed amendments to NR -151. PARKS DEPARTMENT NEW BUSINESS Directors Report Heise reported: • The truck should be arriving in mid April. • Lawn mowers and skid steer have been ordered. They should be here shortly. • Restoration at Homestead Park - We have completed the restoration work for this season. • City of New Richmond is hosting the 2010 Wisconsin Park and Recreation summer tour (July 21 -23). We will be involved and assist in this event. Homestead Parklands will be a stop on the tour. Request — ATV use on Wildwood Trail A citizen from the town of Springfield requested LWCC to entertain the idea of use of ATV's on the Wildwood Trail. It would provide a possible link from the Town of Springfield to Pierce County. Town of Eau Galle does not allow ATV's on the road system. Discussion. Marzolf made motion, seconded by Ruetz, that the request for use of the Wildwood Trail by ATV's be denied. Carried. Peavey abstained from voting. Girl Scout property — Town of Hudson Heise and Larson brought to the committee's attention the possible upcoming dispersal of the Girl Scout Camp in the towns of Hudson and Warren. Larson presented a map of the property to the committee. Discussion. The committee directed staff to check with other agencies and land trusts to determine interest in possible acquisition. Performance Evaluation — LWCD /Parks Closed session pursuant to Wis. Stats. Sec. 19.85 (1)( c) to consider performance evaluation data of an employee over which the Land & Water Conservation Committee exercises responsibility; reconvening into open session. Position to be reviewed: Director, Land & Water Conservation and Parks Department. Motion by Peavey, seconded by Luckey, to move into closed session at 11:45 a.m. Roll call vote: All "yes ". Carried unanimously. Reconvene into Open Session. Motion by Peavey, seconded by Marzolf, to come out of closed session at 12:30 p.m. Carried.
